Vendor Questions and Answers

1. QUESTION: When you say initial outfitting and activation does not mean there are no pumps in place already in the building?

ANSWER: The VA ECHCS currently uses the CareFusion Alaris system and this acquisition requires the delivery and upgrade of the system for use in the new facility. Please see solicitation “ATTACHMENT 2 – JA Brand Name FAR 13.501 v3.0 – LV38 Infusion Pumps – Redacted.”

2. QUESTION: In the second paragraph it says software and hardware refresh, when it come to the refresh if the Alaris is already being used would you accept an equal as the hardware refresh?

ANSWER: An “or equal” cannot be accepted for this requirement. Please see solicitation “ATTACHMENT 2 – JA Brand Name FAR 13.501 v3.0 – LV38 Infusion Pumps – Redacted” for an explanation of why the Government is requiring the name brand Alaris system.

3. QUESTION: Does the VA ECHCS Currently use the Alaris EtCO2 modules integrated with the Alaris PCA pumps in their current medical practice on patients?

ANSWER: Yes, the VA ECHCS is currently using the Alaris EtCO2 modules integrated with the PCA pumps in their current medical practice on patients.

4. QUESTION: Does the VA ECHCS currently use the Alaris Syringe module in their current medical practice on patients?

ANSWER: Yes, the VA ECHCS is currently using the Alaris Syringe modules in their current medical practice on patients.

5. QUESTION: We understand that the Clinical Information System (CIS-ICU) is being expanded into the medical surgical area. Why is the VA ECHCS not considering IV pump interoperability with CliniComp Essentris?

ANSWER: The current workflow with CIS-ICU does not involve infusion devices. As we move to the new facility, the same workflow is going to be used, as the same interfaces were purchased in that project.

6. QUESTION: When does the VA ECHCS expect to go live with Cerner for their Electronic Medical Record system replacing VistA?

ANSWER: The timeline for the replacement of VistA with Cerner for the electronic medical records system does not impact the requirement for the Alaris infusion pump system and pump server upgrade.

7. QUESTION: One of the justifications for staying with BD Alaris is the number of IV pumps to replace would be less by a count of 25. If another vendor was to bid for an extra 25 infusion pumps but the overall cost to replace the infusion system was less, how would that justification still apply?

ANSWER: The infusion pump system needs to include all kinds of pumps to include PCA, Syringe, and Large Volume as detailed in Section 5 of the solicitation “ATTACHMENT 2 – JA Brand Name FAR 13.501 v3.0 – LV38 Infusion Pumps – Redacted.” Uniformity of infusion therapy systems, and the components of those systems, are essential for patient safety and research supports uniformity of infusion therapy systems significantly increases patient safety. Please see “ATTACHMENT 2 – JA Brand Name FAR 13.501 v3.0 – LV38 Infusion Pumps – Redacted” for the specific research and data.

8. QUESTION: Can you un-redact the financial justification so it can be seen if the VA ECHCS is actually saving money by not going with a different infusion system?

ANSWER: We cannot un-redact the financial justification.

9. QUESTION: The justification for patient safety about not having two separate systems does not apply if another vendor replaces all large volume infusion and PCA pumps at the VA ECHCS. If the VA ECHCS is concerned about patient safety, explain how it would not make clinical sense to at least look at an infusion system that has an FDA 510K approval that is 10 years newer than their current system and can interface with the current CIS for the ICU and Med Surg to automate infusion programming and critical care flow sheet documentation?

ANSWER: In addition to Large Volume and PCA, the Alaris system utilizes EtCO2 and Syringe. VA Patient Safety has said the EtCO2 integration to the PCA is critical to ensure the infusion stops with low EtCO2 readings. Please refer to solicitation “ATTACHMENT 2 – JA Brand Name FAR 13.501 v3.0 – LV38 Infusion Pumps – Redacted” for the specific research and data.

10. QUESTION: Has the VA ECHCS asked their current vendor (BD) if they plan to work with CliniComp to provide interoperability with the Alaris System?

ANSWER: This is not a requirement for this acquisition.

11. QUESTION: What actions is the VA ECHCS taking to overcome future barriers to competition for the requirements in this solicitation?

ANSWER: Please see Section 11 of the solicitation “ATTACHMENT 2 – JA Brand Name FAR 13.501 v3.0 – LV38 Infusion Pumps – Redacted” for the actions VA ECHCS will be taking to overcome future barriers to competition. Further, Section 5 of the solicitation “ATTACHMENT 2 – JA Brand Name FAR 13.501 v3.0 – LV38 Infusion Pumps – Redacted” explains the rationale for the use of the brand name.

12. QUESTION: Why did the VA ECHCS not give other vendors a chance to present their infusion system solution?

ANSWER: Current medical research documented in solicitation “ATTACHMENT 2 – JA Brand Name FAR 13.501 v3.0 – LV38 Infusion Pumps – Redacted” as well as GAO decisions B-411904 and B-259010 supports standardization of systems as a basis for a sole source award. This requirement will be competed but the approved Brand Name Justification and Approval in accordance with FAR 13.106-1(b)(2) permits other than full and open competition for the acquisition of commercial items conducted pursuant to FAR Subpart 13.5. Rationale is provided in solicitation “ATTACHMENT 2 – JA Brand Name FAR 13.501 v3.0 – LV38 Infusion Pumps – Redacted.”

13. QUESTION: How is ECHCS’s current compliance with respect to changing the drug library when a patient transfers from one care area to another?

ANSWER: This is a clinical workflow question and does not relate to the procurement of the equipment in this requirement.
