2. Nature and/or Description of the Action Being Processed: The contractor shall provide all resources necessary to meet the requirements described in the statement of work for an existing commercial off the shelf web based, electronic resources Link Resolver List product that will be made available throughout the VHA healthcare system.

VHA’s goal is to ensure that the VA Library Network (VALNET) makes available at all sites the minimum of a high functioning, fully integrated, Link Resolver to manage and organize access to e-journals, aggregated e-journal databases, e-books, e-books packages, and other aggregated e-resource products.

3. Description of Supplies/Services Required to Meet the Agency’s Needs:

The vendor will provide requiring sites on the VHA network with access to a Link Resolver web based product that is organized in an administration Parent/child account relationship. The Parent account will have a minimum of 150 child accounts, and up to 160 child accounts if needed.

Authentication will be through IP address validation, Athens authentication and management (EDUSERV), username and/or password, and any combination of these authentication methods on an enterprise basis. An unrestricted number of simultaneous users are to have immediate access from any web-enabled computer within VHA. It is required that all authorized remote users with VPN access have access to the product or an alternative access via Athens. This includes administrator access. Link Resolver Products will de delivered with a set of datasets pre-loaded by the vendor. These datasets will be chosen by VHA from the vendors currently established datasets with in the Link Resolver Product. At a minimum, it will include ebooks and ejournals from: Elsevier, Oxford University Press, EBSCO, OVID, SAGE, Wiley, and all VHA nationally purchased resources listed in the current subscribed Link Resolver located at https://www.va.gov/LIBRARY/Find_Journals_and_Books.asp, as well as other “freely available ejournals and ebooks” datasets, as linked currently. If the vendor wishes to have a license agreement in addition to a VA purchase order, the license must be included in the response to this

If the vendor does not require a license agreement and will accept the purchase order, then a statement to that must also be included in the response to this proposal. The product must also provide a means for interoperability of the separate medical center 150 user accounts listing/urls. This will allow all VA staff to view/search the resources of all other VA medical center sites’ holdings. The system will also provide a means by which data and datasets can be pushed and pulled by a master/parent administrator account.

The product must include:

A mechanism on the VA administrator’s function to enter and change significant portions of the vendor’s interface, including holdings data, custom urls, tracking status, and other link resolver options.

Ability to upload the e-resources’ holdings datasets into Linkout and Google Scholar.

Usage statistics must be on demand and available by individual product, database, and other e-resources levels that breakdown usage level by each interface subscribed.

Ability for a master administrator and additional secondary administrator rights must be available. Local administrator rights must also be assignable to one or multiple staff.

Within the branding, the product must allow for advanced webpage design, in both header and footer of webpage.

Resource finding aids to include comparables to (1) find by title, (2) find by subject, (3) find by title begins with, and other means of quickly linking to resources from the user interface.

A mechanism for including and updating local library print collections.

Usability

Navigation within the system is logical and is easy to use. There is fast access to e-books, e-journals and databases.

The product has “user friendly” help and direction aids.

Currency

The product undergoes continued enhancement and e-resource access products as existing e-resources or newly developed e-resources.

Access, content, support

Product is 508 compliant. (http://www.section508.gov/)

If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR

If product is not 508 compliant and vendor must describe why no work is being done to make it 508 compliant.

Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password.

An unrestricted number of simultaneous users are to have immediate access from any web-enabled computer.

The product is compatible with most standard web browsers, which have cookies enabled.

To insure privacy, the product uses session cookies rather than persistent cookies.

The product is compatible with the Windows environment.

All site content and support of the web site is the responsibility of the contractor. However, VA administrators will have access to change and develop the branded areas of the website themselves. This includes tech support to VHA users nationwide.

System downtime is minimal and VA project manager is notified when such occurs.

Ability to list each library’s print holdings, loadable by spreadsheet, such as excel, or some other database like Serhold.

This product must work independently from the VA computer network system. No software will be loaded onto the VA networked computers in order for this product to function.

Single point of contact for customer service issues is assigned to VA.

Questions are responded to on the same business day.

On demand usage statistics are available to the system administrator on an enterprise and individual level.

The contractor should offer training services. On an as requested basis, training session

(web-based or live) will be set up to train VHA staff on use of the product. Specialized training sessions may be requested for VA library staff.

The vendor will also provide a list of functionalities not included in this SOW that the product provides its end users and administrators.

The product will have the capability of adding public notes to each resource. If the database or e-resource package includes multiple e-journals/e-books, adding a public note at the e-resource level will automatically add to the title level.

Vendor must provide an assigned VHA technical representative to assist library personnel with customer service, training, technical support, and other needs to optimize the functionality of this product fully. The vendor must supply the name and description of personal skills and technical background that makes this person qualified to act as a technical representative to VHA libraries. The representative also must hold an MLS or similar degree related to library and information services, previous experience in working in a library is highly desirable.

4. Statutory Authority Permitting Other than Full and Open Competition:

FAR13.5 Simplified Procedures for Certain Commercial Items: The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented for restricting competition on this procurement via FAR 13.106-1(b)(2).

( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1;

Specifically, reference (ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it

A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; and, B) Unacceptable delays in fulfilling the agency’s requirements.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Ex Libris, Inc. is the only firm capable of providing the supplies and services described in Section III above without the Veteran’s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.

Ex Libris will provide requiring sites on the VHA network with access to a Link Resolver web-based product that is organized in an administration Parent/child account relationship. The Parent account will have a minimum of 150 child accounts, and up to 160 child accounts if needed. Other vendors may offer 150 individual accounts, whithout the parent account.

The nature of this Link Resolver product requires that the VHA have no break in the service provided by this portal database that provides access to the 32.4 million dollars of online resources to the entire clinical staff, students and researchers employed by VHA. In the event that the vendor changes, there would have to be an overlap of POP that would allow for the new vendor to duplicate the 153 unique and diverse portals that have at the national level 7,000 ejournals, 35,000 ebooks, and 45 database content plus whatever resources are added from the VISN and local medical center subscribed and purchased online resources. This overlap would cause a break in the service provided for an extended period of time.

In essence, the new vendor would be required to recreate a system of databases and portals that already exists and well meets the requirements of the VHA. The Library Network Office has spent 8 years establishing these 153 portals – adding, deleting, re-vising, branding both webpage headers and footers, updating, and inputting resources and personalizing 153 portals to 153 sites’ medical center webpages, PubMed Linkout accounts, and 20,000 personal staff Athens accounts divided among the 153 medical centers’ Ex Libris portals.

Any break in service would directly affect patient care. Clinicians would have no means of knowing what resources are available, in what amount, nor where to access them without access to this type of portal.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

A notice of intent to sole source was posted to FedBizOps (https://www.fbo.gov/) on April 17, 2018 . The notice notified the open market of the government’s intent to award a sole source contract to Ex Libris. Vendors were asked to respond to the notice by emailing a capability statement if they felt they were capable of providing a product meeting the requirements in the Statement of Work (SOW). In addition, a VetBiz search was conducted for vendors providing services within NAICS code 519130. Vendors from that search were emailed and asked to respond to the FBO posting if they felt they could meet the requirement.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

The Independent Government Cost Estimate (IGCE) for this procurement is $231,953.00 for the base contract period, and $1,231,465.00 for the five (5) year duration of the contract. The IGCE was developed by the program manager based on historical pricing and assuming a 3-5% rate of inflation per year. Prior to any award, the Contracting Officer will evaluate the proposal for price reasonableness by comparing the price to the IGCE per FAR 13.106-3(a)(2)(vi).

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:

As described in Section 6 above, market research, in accordance with FAR Part 10, was conducted for this procurement. All qualified responses were considered. A vet biz search conducted on 04/17/2018 utilizing the NAICS code “519130” yielded one hundred forty-nine (149) verified SDVOSB & VOSB companies. The results of the VetBiz search are available to be viewed in the file (P02 – VetBiz Search). An email was sent out to all one hundred forty-nine companies asking them to provide a capability statement if they felt their company could meet the necessary requirements of the Electronic Resources Link Resolver SOW. There were zero (0) capability statements received in response to the email. A special notice of intent to sole source (36E77618Q0062) was posted to FBO.gov on 04/17/2018 with responses due by 04/27/2018 at 10:00 AM. One (1) response was received. The response was deemed not capable by program office due to necessitating substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling the requirement as discussed above in Section 5.
