HAZARDOUS MATERIALS SURVEY
Fort Rosecrans Cemetery
San Diego, California, 92106
1.0 INTRODUCTION
1.1 Scope of Services
Terracon Consultants, Inc. (Terracon) conducted an asbestos survey, lead-based paint survey and universal waste (UW) assessment at the Fort Rosecrans Cemetery in San Diego, California. Terracon understands that these services were requested due to a planned demolition. The buildings consisted of a vehicle garage and office building, a hazardous waste storage building, and two storage sheds.
The scope of this project consisted of performing visual assessments for UW, collection of suspect asbestos-containing materials (ACM) samples and suspect lead-based paint (LBP) samples.
Bulk samples of suspect ACM were submitted under chain of custody to LA Testing in Garden
Grove, California for analysis by polarized light microscopy (PLM) with dispersion staining techniques per Environmental Protection Agency (EPA) methodology (40 CFR 763, Subpart
E). The percentage of asbestos, where applicable, was determined by microscopic visual estimation. LA Testing is accredited under the National Voluntary Laboratory Accreditation
Program (NVLAP Accreditation No. 101384-0). LA Testing is also a branch of EMSL laboratories. EMSL is a nationally recognized leader in Asbestos, Lead, and Microbial sample analysis (Accreditation No. 200155-0).
Paint samples were chosen from each unique combination of paint color and substrate. The paint chips were collected and submitted to LA Testing in Garden Grove, California for analysis (ELLAP Accreditation No. 101650). The paint chips were analyzed by flame atomic absorption according to National Institute for Occupational Safety and Health (NIOSH) method
7420.
Terracon completed a visual inspection for UW at the site. UW’s are hazardous wastes produced by households and many different types of businesses. UW includes televisions, computers, and other electronic devices as well as batteries, fluorescent lamps, mercury thermostats, and other mercury containing equipment, among other things. The hazardous waste regulations (CA Code of Regulations Title 22, division 4.5, chapter 11, section 66261.9) identify seven categories of hazardous waste that can be managed as universal waste. Any unwanted items that fall within one of these streams can be handled, transported and recycled following the simple requirements set forth in the universal waste regulation, CA Code of Regulations Title 22, division 4.5, Chapter 23, commonly known as
Reliable ■ Responsive ■ Convenient ■ Innovative 3 the Universal Waste Rule. Refer to the CA Department of Toxic Substances Control for further information.
1.2 General Conditions and Limitations
The above-described services were conducted at the site on, April 27, 2015. The activities completed for this assessment were limited to the scope of services outlined in our proposal.
Terracon did not attempt to identify every potential exposure or hazard present in the subject building. There may be conditions hidden from sight or inaccessible locations. Access was provided by the building maintenance engineer.
The results, findings, and recommendations expressed in this report are based exclusively on conditions observed during our April 27, 2015 assessment. The information contained in this report should not be relied upon to represent conditions that existed previously or at a later date. Terracon does not warrant the services of regulatory agencies, laboratories or other third parties supplying information, which may have been used in the preparation of this report. No warranty, express or implied is made.
1.3 Reliance
This report is for the exclusive use of Jacobs Engineering for the project being discussed. No other individual or entity may rely on this report without written permission of Terracon and
Jacobs Engineering. Reliance on this report by Jacobs Engineering and all authorized parties will be subject to the key understandings and limitations stated in our proposal.
2.0 BUILDING DESCRIPTION
The buildings consist of a wood frame vehicle garage, an office building with a metal roof, a small wood frame hazardous waste storage building, and two metal storage sheds.
3.0 FIELD ACTIVITIES
3.1 Visual Assessment
A walk-through of accessible areas of the building was conducted to visually assess the presence of lead-containing building components, asbestos containing building components and the existence of UW.
3.2 Suspected Asbestos-Containing Material Sampling
Terracon collected a total of thirty (30) bulk samples from ten (10) homogeneous areas of suspect ACM various building components. The samples were placed into small plastic bags
Reliable ■ Responsive ■ Convenient ■ Innovative 4 and sent to LA Testing laboratory with chain-of-custody for analysis by PLM. Analytical laboratory results can be found in Appendix A.
A summary of the asbestos sampling results obtained during this assessment are provided in Table 1 below.

Based on the results of laboratory analysis, asbestos in concentrations greater than 1% was identified in roof penetration mastic. The roof penetration mastic is considered a Category I non-friable material, and appeared in undamaged condition. Mirror mastic could not be sampled, and was assumed to contain asbestos. The mirror mastic is a Category II non-friable material and did not appear to be damaged.
3.3 Suspected Lead-Containing Paint Sampling Results
Terracon collected a total of eleven (11) paint chip samples from unique combinations of paint color. The samples were placed into small plastic bags and sent to LA Testing of Garden
Grove, California under chain-of-custody procedures for analysis by flame atomic absorption.
A summary of the LBP sampling results obtained during this assessment are provided in
Table 2 below.

4.0 RECOMMENDATIONS
Asbestos
Develop a work plan for the removal of the ACMs identified in the survey. The purpose of a work plan is to clearly define the scope of work for more competitive
Reliable ■ Responsive ■ Convenient ■ Innovative 7 and accurate bidding as well as to reduce the number of costly delays and change orders during the project.
Project Management to include all health & safety and environmental construction management such as: project bidding; review of abatement contractor submittals;
consultation on regulatory requirements; project tracking; scheduling; attending progress meetings; coordination with all members of the project team; senior project oversight of abatement contractor.
Retain a Certified Asbestos Consultant or Site Surveillance Technician to provide on-site construction supervision of the asbestos abatement contractor to ensure utilization of proper work practices as stated in the work plan or specification. The Consultant also ensures that all local, state and federal regulations are followed and that the project remains on schedule. The on-site Consultant generates documentation of contractor work practices and training, and asbestos air sampling results. The on-site Consultant also ensures that all asbestos materials are removed by the abatement contractor and properly manifested.
Request the Asbestos Consultant to collect a sufficient number of air samples on a daily basis to demonstrate that the abatement contractor is not releasing airborne asbestos fibers outside their work area.
Request the Asbestos Consultant to visually review the work of the abatement contractor to verify that all the ACMs are abated. If the work areas pass the visual clearance, then final air clearance samples are collected to ensure that the area is safe for re-occupancy, or unregulated work.
Request a final written report outlining all activities that transpired throughout the course of the abatement project.
Lead-Containing Materials
Contractor must comply with Title 17 California Code of Regulations, Division 1, Chapter 8 and OSHA Lead-in Construction Standard, Title 8 CCR 1532.1 and other applicable state and local regulations for work methods, training, worker protection, hazard communications, work practices, engineering controls, and proper waste disposal of lead-based paint and lead-containing paint.
Universal and Other Regulated Wastes
Any unwanted UW items that fall within one of the waste streams identified by the DTSC can be handled, transported and recycled in accordance with the Universal Waste Rule.
