1. Is there any sort of desired personnel structure?

No.

Which components of the evaluation criteria are most heavily considered?

Please reference 52.212-2 of the solicitation

2. Is there a page limit or any other format criteria to meet?

Currently there is no page limit or other format criteria.

3. Will a cost realism analysis be performed for each bid?

Normally competition establishes price reasonableness. Therefore, when contracting on a firm fix price basis, comparison of proposed prices will usually satisfy the requirement to perform a price analysis, and a cost analysis need not be performed. In limited satiations, a cost analysis may be appropriate to establish reasonableness of the otherwise successful offeror’s price.

4. What is the 'Not To Exceed' budget?

This information cannot be provided. This is not a Not to Exceed proposal. However prices will be validated for reasonableness

5. Is there an incumbent for this activity?

Flashpoint Internet Solutions, Inc.

6. What is the current Content Management System being used by NCA Digital Services? Teamsite.

7. Pg 18 of the solicitation says “This contract will also involve content management and support of digital media.” What types of digital media will this include? Will this include management of social media?

Digital media aret photos, video, PDF (508 compliance), etc. Social media management is not a function of this specific contract.

8. Pg. 18 of the solicitation states, “This contract supports a mandatory requirement for a new “look and feel” with enhanced features,” what are the enhanced features that NCA is considering? Can you elaborate on any specific elements that are desired?

This is more future state, so more of a consideration of the idea that the contractor will have to be flexible for future state enhancements as they pertain to the overall VA branding infrastructure.

9. Approximately how many unique page designs will be required?

The Government will have to follow a VA style UI template, there are no “unique” ones, as they will all fall under the template.

10. Will the contractor have access to site analytics?

Yes

11. Can you give examples of websites that include advanced features and a user-friendly interface?

As this pertains to this contract, anything ending in va.gov or vets.gov would be websites that directly or tangentially connect to us.

12. Are there any barriers to choosing analytic tools to monitor traffic and engagement based on current VA contracts?

Data analytics tools sanctioned will be sanctioned by the VA.

13. Is the new website design meant to target a new audience or demographic?

Veterans and their families are our current audience. There isn’t going to be a new site; it will be supporting the current one and subsidiary pages.

14. Is there feedback from users for the current website that we can access?

Not during this contract solicitation, but the chosen contractor could have access to those analytics.

15. Are there any barriers to choosing a web hosting site for the website?

The Government will not be changing the hosting site and will be maintaining the current site.

16. Are you looking to rebrand the NCA through a new color-scheme / font on the website? Any branding will be done by big VA; NCA cannot rebrand independently, and we operate on a department-wide template.

17. Does the current website include captcha code anti-spam methods?

Any security protocols are the ones sanctioned by VA and permissible by policy and protocol.

18. What does the current website do most and least effectively?

Current requirements do not require an analysis of this nature.

19. Does the VA have a contract to solely use Mapbox’s mapping services?

This information is considered to be confidential.

20. Is intuitive data visualization of veteran statistics a priority for the new website?

The National Cemetery Administration statistical data differ from other departments within the agency and therefore a data visualization concerning veteran statics is not fundamental to this requirement.
