EMPLOYEE EDUCATION SYSTEM

STATEMENT OF WORK

CLOUD VIDEO STREAMING AND MEDIA SERVICES

1. Title of Contract: Cloud Streaming and Media Services

2. Scope of Work: The contractor shall provide all labor, equipment, materials, supervision, and other resources required to provide a cloud-based management portal and streaming services designed to receive and process 24x7 real-time HD streaming video programming, as well as receive ad hoc live event programming, originating from VA-managed media centers. The contractor shall then centrally repackage and route scalable video output streams to a variety of VA-managed endpoints of web streaming providers and social media sites.

3. Background: The mission of the Veterans Health Administration (VHA) Employee Education System (EES) Office is to provide cutting-edge learning technologies and teams ready to deliver those technologies. EES is currently challenged to meet the workforce development and continuing learning needs of more than 375,000 clinical, administrative and technical employees as well as to provide veteran patient access to validated medical materials and resources. In support of this goal, EES maintains internal live television studios, post-production capability, and a delivery infrastructure which provides 24x7 video and streaming programming to VA staff internally, and to Veterans on public-facing web portals and social media platforms.

Currently, EES delivers two 24x7 streaming channels to our partnered web viewing vendor Brightcove and to dedicated VA YouTube channels, as well as delivers five EVideon/Wowza endpoint servers located inside the VA firewall. Additionally, we stream up to fifteen (15) 60-minute live townhalls per week to Brightcove. From our internal television studios, we host up to five 60-90 minute live broadcasts per month, and three times per year, we host week-long classroom style live training sessions.

To meet its mission, EES requires a contract for turn-key services that will consolidate our existing cloud-distribution paths and provision a cloud-based media routing system for contribution, production and distribution workflows, with reach to the expanding list of VA-partnered and managed viewer web portals.

4. Mandatory Tasks and Deliverables: The Contractor shall perform the mandatory tasks and provide the specific deliverables described below within the performance period stated in this Statement of Work (SOW). The Contractor shall not commit or permit any act that interferes with the performance of work awarded to another Contractor or with the performance of Government employees. In any case where, in the course of fulfilling the contract requirements, the Contractor disturbs any work guaranteed under another separate contract, the Contractor must restore such disturbed work.

Tasks:

4.1. Kick-off meeting: The Contractor shall schedule and initiate, with the VA Contracting Officer (CO) and the Contracting Officer’s Representative (COR) concurrence, a post-award Kick-Off meeting with the COR to discuss project objectives, scope of work, expectations and review project deadlines and deliverables within ten (10) business days after date of award. The Contractor shall provide minutes from the meeting.

4.2. The contractor shall be able to provide turn-key streaming services on the Haivision SRT Hub Cloud Streaming Service.

4.3. The contractor shall provide scalable streaming Internet bandwidth to support inbound and outbound data traffic on a cloud data distribution network provider (Microsoft Azure or equivalent).

4.4. The Cloud Streaming Service shall be able to receive no fewer than five (5) simultaneous inbound terrestrial SRT and RTMP protocol video streams directly from VA-managed Haivision video encoders and route those streams to managed outputs.

4.5. The Cloud Streaming Service shall be able to generate no fewer than ten (10) simultaneous 24x7 output streams, for approximately 7440 hours monthly, with support for RTMP, SRT, RTMPS, HLS, and DASH.

4.6. The Cloud Streaming Service shall be able to support 1 Mbps to 20Mpbs per stream for both inputs and outputs.

4.7. The Cloud Streaming Service shall provide a secure centralized web-based graphical user interface (GUI) dashboard for management and control for routing all inbound and outbound streams. The dashboard shall include but not be limited to:

4.7.1. Graphical mapping defining active and inactive routes, with persistent restart behavior for deactivated routes

4.7.2. Analytics for total running time, real-time bandwidth usage, CPU usage, memory usage, distribution region, and URL for each input and output stream

4.7.3. Monitoring for data integrity for connection state, latency, dropped packets, bitrate, reconnections, bandwidth consumption summaries, and general health for active inputs and outputs

4.7.4. Capability to configure output streams with fixed durations or with open-ended streams with manual extend, start, and stop control

4.7.5. Capability to configure latency for 4 X RTT (round trip time), 2.5 X RTT, and 1.5 RTT of each path in the streaming route.

4.7.6. Administration area for managing dashboard access accounts and permissions levels.

4.8. The Cloud Streaming Service shall be able to route live streams from sources across the Azure Internet backbone to Avid Media Central to support “live to file” workflows.

4.9. The contractor shall provide annual operations and technical support, via telephone, web portal, and email, for all contracted streaming services.

4.10. The contractor shall provide monthly data and cost usage reports to contract COR.

5. Period of Performance: The period of performance shall be one (1) base year and four (4) option years from date of award.

6. Place of Performance: Work shall be performed at the contractor’s site.

7. Government Recognized Holidays: Observance of Government Holidays. There are 10 Federal holidays set by law (USC Title 5 Section 6103). Under current definitions, four are set by date:

If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six holidays are set by a day of the week and month:

8. Type of Contract: The Government anticipates award of Firm-Fixed Price contract.

9. Contract Award Meeting: The contractor shall not commence performance on the tasks in this SOW until the Contracting Officer has conducted a kickoff meeting or has advised the contractor that a kick off meeting is waived.

10. Formal Acceptance or Rejection of Deliverables: The Government will review each deliverable and provide feedback/comments. The contractor shall have five business days to incorporate feedback/comments and make appropriate revisions. The contractor shall provide the revised version of each deliverable to the Contracting Officer’s Representative (COR). The COR will review and determine final acceptance by the Government. The COR will notify the contractor of final acceptance within five business days.

11. Changes to the SOW: Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor.

12. Travel: There will be no travel authorized in the performance of the contract

13. Government Responsibilities: The government will 24x7 provide the real-time programming terrestrially to the contractor’s entry point. All other services will be provided in a turn-key manner by the contractor.

14. Confidentiality and Disclosure:

14.1. It is agreed that:

14.1.1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the contract.

14.1.2. The Contracting Officer will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this contract, presented to the contractor, shall be submitted to the Contracting Officer for response.

14.1.3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer.

15. Security Requirements: A Security Accreditation Package is not required. The contracted personnel will not have access to a VA system or sensitive information.
