Contracting Office Address Department of Veterans Affairs Program Contracting Activity – Central 6150 Oak Tree Blvd., Suite 300 Independence, OH 44131 Description This is a combined synopsis/solicitation for brand name or equal commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04, effective January 15, 2020.

The associated North American Industrial Classification System (NAICS) code for this procurement is 423450, with a small business size standard of 200 Employees.

The Program Contracting Activity – Central, 6150 Oak Tree Blvd., Suite 300, Independence, OH 44131 is seeking to purchase Personal Protective Equipment (PPE) Level 2 Gowns.

The purpose of this requirement is to obtain appropriate PPE to combat the spread of the Coronavirus (COVID-19) and provide the necessary protection for VHA staff and the Veterans they serve. This action is to streamline an urgent requirement to procure gown-isolation, PPE impervious to prepare for COVID-19 treatment within VA healthcare facilities. The procurement of these gowns will allow VHA to properly stage and supply VA facilities nationwide with the critical PPE to properly care for veterans.

The contractor shall provide 150,000, with the option to purchase additional quantities of Gown-Isolation, PPE, Impervious protective garments in 25,000 increments, to be delivered to a CONUS location to be identified upon exercising the optional CLIN.

Gown-Isolation, PPE, Impervious wear shall meet the below MTRs.

Basis for Award

Award shall be made to the quoter whose quotation is the lowest priced, technically acceptable quote. To receive consideration for award, a rating of Acceptable must be achieved for the Technical Factor. Technical Factor will consider if the proposed product meets the salient characteristics that are provided in the Statement of Work (SOW) with the Minimum Technical Requirements (MTR). Product literature is required to be submitted for technical evaluation.

The Government will evaluate offers by adding the total of all line item prices including options. The Total Evaluated Price will be that sum.

This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
