Answers to questions for Solicitation 36C77023Q0227 – Refuse and Recycling Services at
Mid-South CMOP in Murfreesboro, TN.
1. What is the current contract number and who is the incumbent prime contractor?
Public records for contracts can be found on www.fpds.gov.
2. What are the differences in the Statement of Work for this requirement vs. the current contract Statement of Work?
The requirements in the Statement of Work remain the same. However, the contract period has changed.
3. Page 5 of 70 it states “The VA CMOP is in the process of transitioning from its Sam Jared Drive location to its Elam Farms Parkway facility. Over this time, services will be needed until the Sam Jared Drive site ceases operation.”
With the cost of compactor equipment reaching $50,000, what is the schedule for service decreasing/ceasing over the course of the base plus 4-year contract?
Although some of these costs can be recovered through the monthly rental CLIN, once the services are no longer needed the contractor is left with a large capital investment that is not so easily placed at another location. The incumbent, that has already made this investment, has a sizeable advantage. To ensure a level playing field, a fair expectation needs to be outlined for other prospective bidders.
This transition is fluid, and a specific date of transition has not been set yet. If the situation changes, the Government, and contractor would have to negotiate the changes to the contract.
4. What are the annual tons produced by the “Solid Waste” compactor at this specific location?
A rough estimate of annual tonnage is 90 tons.
5. What are the annual tons produced by the “Cardboard Recycling” compactor at this specific location?
A rough estimate of annual tonnage is 80 tons.
6. Are they VA owned or does contractor need to provide both compactors?
Contractor needs to provide 42’ cubic yard compactor for both the refuse and recycling.
7. What is the size of the box for each compactor required (Is the compactor a 2-yard, 3-yard, or 4-yard charge chamber)?
The size requirement is as follows:
- 42-yard compactor for the refuse
- 42-yard compactor for the cardboard recycling
8. Do you have weights estimate for both the solid waste/recycling for the last 6 months that has been disposed?
A rough estimate for the last six (6) months is 35 tons for both solid waste and recycling.
