This is an amendment 0002 to solicitation 36C26325Q0194.

The purpose of this amendment is to answer questions asked for clarification on the scope of work.

The solicitation response due date is NOT extended, responses remain due no later than 10:00AM CST January 13, 2025.

Questions and Answers Part 2

1. SPS is mentioned under line item 4, please advise which clinics will require SPS delivery/soiled instrument pickup.

Currently the Brainerd location is the only location, but at any time based on funding and availability of expanded services and clinicians – this would be within the scope of work to modify during the contract period as needed.

2. Solicitation states a 20-minute response time for on-call pickups. This is an extremely short time, can you please clarify if a courier needs to be on site within 20 minutes, or if you were referring to the response time to the request?

The response time – not on site. This could be a pick-up of an item at the Minneapolis VA, so there would not be an expectation that the courier be in Minneapolis within 20 minutes.

3. Please confirm that the Alexandria clinic is serviced M-F and an afternoon pickup on Friday.

Yes – serviced with M-F, but because they may have labs still in the afternoon that need analysis, they cannot wait till the weekend versus next day delivery, so there is a requirement to have labs brought back to the facility at the end of the day on Fridays. This is a current practice that is successfully accomplished with the current contract.

4. Can you please let us know how often a vehicle with 120 cu.ft. is truly needed? The larger the vehicle, the higher the cost for the VA, unfortunately. If a courier wasn’t able to fit everything into a vehicle on a certain day, would it be okay to deliver some supplies the following day, or is it usually always time critical?

It is unknown in advance what would constitute as critical, so we are unable to definitively say. We have a number of stakeholders that utilize the courier each day from sterile processing of instruments, mail, supplies, lab, and pharmacy. An average day would include four to five 27-gallon totes. Large – outsize items such as a patient chair would have the VA coordinate an appropriate vehicle ahead of time.

5. On page 16, site G, Minneapolis shows line items 7,8,9,10, and a quantity of 550. Please explain the quantity to ensure accurate pricing, as a M-F run should only be 500, altogether.

Currently we estimate 550 trips per year - two trips per day on average M-F.

6. On page 15, site E, the Blood Center shows line items 8,17, but only a quantity of 50. Line item 8 is daily M-F and 17 as needed, please explain the listed quantity to ensure accurate pricing.

This is historical information and may not be a current practice. A year ago – Coborns or Walmart was not a routine run, but because of our vendor no longer delivering, the current courier service vendor is meeting this requirement.

7. On page 15, site A, US Post Office, shows line items 1 and 2, but only a quantity of 250. Line item 1 is daily M-F and line item 2 is as needed. What is the anticipated volume for line item 2, so have a basis to calculate our pricing.

Standard requirement is 250 (daily M-F), but we have numerous stakeholders such as pharmacy and lab that also mail items out that may be emergent.
