1. Can you clarify the requirements regarding the timing of shuttles? Page 30 states "not to exceed 15 (fifteen) minutes total travel time roundtrip" and "intervals not to exceed 15 minutes per circuit". Page 31 states "shuttle buses shall run alternately and concurrently to pick up and drop off passengers every 15 minutes". Is a single bus expected to depart the offsite lot at 6:00, 6:15, 6:30, etc. which would be a 15 minute roundtrip (offsite lot to VA and back to offsite lot) OR is a bus expected to depart the offsite lot at 6:00 and then the depart the VAMC at 6:15 while a second bus departs the offsite lot at 6:15 and then depart the VAMC at 6:30, which would be alternately and concurrently every 15 minutes?
Buses are expected to depart the offsite lot at 6:00 and then depart the VAMC at 6:15 while a second bus departs the offsite lot at 6:15 and then depart the VAMC by 6:30, which would be alternate and concurrently every 15 minutes. In short, every 15 minutes (or sooner), a shuttle should leave either site, make the trip to the opposite site, and complete the full loop in 20 minutes.
1. Can the VA reduce the minimum bus capacity to 21 passengers? This will provide some lower cost options because bus prices increase significantly when exceeding 24 passengers. If operating 2 buses every 15 minutes for 12 hours per day, it will still provide capacity for at least 2,000 passengers daily (2x48x21=2,016).
A 21-passenger bus capacity is permitted.
1. Are two buses required to be in operation at all times or simply available in case more than one is needed?
2 buses will need to always operate.
1. Do the daily hours of operation continue until 6:15pm (para 7.G) or 6:00pm (para 8).
The bus that leaves the offsite parking garage at 6:00 pm will drop off their last passengers by 6:15 pm.
1. Can you explain more about what is needed for validation stamps? Is the offsite parking lot/garage staffed with a person who will confirm the stamp visually or does the stamp need to meet some specific requirements for a machine readable automated parking system?
Validation stickers will be given to the drivers to pass out to those passengers. Validation stickers are provided by the parking garage management. This is an automated system that the passengers will scan when they depart the parking garage.
1. Can shuttle buses be parked at the VAMC when not in use?
Shuttle buses can currently be parked at the Carl T Medical Center located at 650 E. Indian School Rd. Phoenix.
1. Can you delete submittal Factor 1.vi which refers to window washing?
Window washing can be deleted from the contract.
1. Will a place to park the shuttles overnight be provided or does the contractor need to make their own arrangements?
Answered in above see Q. 6
1. On page 30, Section 7C, the anticipated number of passengers daily is approximately 2000. Can you provide the number of those that will ride during peak hours?
A number cannot not be provided for Peak Hours at this time.
1. How many shuttles are currently running during peak times?

1. Page 42, Factor 1, Section VI asks about the height of buildings where we wash windows. Can you confirm that this section should be removed?

11. If not, what are the peak ridership days? Peak hours are listed in the SOW.
1. If there are no passengers ready to leave at the scheduled time, can the vehicles stage until a passenger arrives?
Currently there is only one stop offsite.
