Q&A Shuttle Service

1. In the price/cost schedule section, under item information: I am confirming the shuttle bus equipment. The request for shuttle buses are 8x30 seat passenger buses and 2x30 ADA shuttle buses or vans?

ANSWER: The requested vehicles should be up to 8x30 seat passenger buses and 2 ADA vans. The current contractor uses 2x7 passenger vans. I believe caravans.

2. In section D under the statement of work: The hours of operation states M-F 430am-9pm. However, under section D.4 Map Information it states first pick up is 4:15am and last pick up is at Midnight.

Answer:

· Can you confirm the hours of operation for shuttle service?

· Hours of operation will be from 4:30am – 9:00pm

· Will shuttle service operate on Saturday's and Sunday's?

· The shuttle will not operate on weekends or scheduled federal holidays.

· Will shuttle service operate 24/7?

· No shuttle hours will be from 4:30am-9:00pm.

3. Do you have the previous bid tabulation or solicitation number?

ANSWER: Previous contract number is 36C26221C0073.

4. Will all 8 shuttles start at the Miramar Admin building and shuttle to their designated building location?

ANSWER: The first pick up in the morning is at the Miramar parking lot. Currently there are only three buses needed from 04:30am-06:00am. After that is when there are more people getting on the bus and will need more than one bus per each departure from the Miramar lot. It slows down again to where only one bus is needed to depart at the time around 1000am. In the afternoon around 3:00pm there will possible need to be multiple busses to depart at the same time and will require more busses.

5. How long is the expected wait time at each stop?

ANSWER: Each sites shuttle departs every 15 minutes. There needs to be at least one vehicle ready to depart from each location. Depending on the number of passengers it may require more than one bus to depart.

6. Will there be a site visit for this solicitation?

ANSWER: A site visit can be scheduled if one is needed.

7. Under B3 and B4, it shows service would be for 12 quantity and not 5 quantities for the first term?

ANSWER: For CLIN 0001 it should be 6 months and then going forward would be 12 months.

8. Is there a detailed breakdown schedule for service or will service be nonstop shuttle from 4am - 9pm?

ANSWER: The shuttle service will be non-stop. If there are no passengers, the shuttle can standby for the next departure as long as a shuttle is able to depart at the other location.

9. Will there be an area designated onsite for overnight parking of the shuttle buses and ADA vans?

ANSWER: VAMC will not be providing a designated overnight parking area for the vehicles.

10. What is the minimum number of 30 passenger buses required? (The solicitation says “The contractor shall provide and operate 8 shuttle buses that can accommodate a minimum of 30 passengers for the designated stops.” which is pretty clear. The Price/Cost schedule says “Minimum of 8, 30 passenger buses and 2 ADA vans.” which reiterates the need for 8 buses, but also adds a requirement for 2 vans. Amendment 0001 says “The requested vehicles should be up to 8x30 seat passenger buses and 2 ADA vans.” This confuses things because “should be” and “up to” are not as precise as “shall” and “minimum of”.

ANSWER: The contractor needs to be able to support up to 8 shuttle busses that have 30 seats at any given time. If it is a slower period, the contractor can make the determination to have less based off the needs but is expected to bring the additional buses on board if needed.

11. What are the peak hours for passenger volume?

ANSWER: 0600-0800 & 1500-1700

12. How many passengers ride the shuttle during the peak hours?

ANSWER: 70-100

13. Why is the VA dictating the passenger capacity of the buses? (For a service contract, it is more customary to indicate the level of service required, like moving 200 people during peak hours, no one waits more than 15 minutes, etc., and allowing the contractors to develop their plans for how best to accomplish the requirements. With more flexibility to accomplish the mission we can more cost effective options. Based on our observation of the current operation, 8 buses is definitely more than needed.)

ANSWER: The goal of this shuttle service is that nobody is left behind at the departure time if they were at the loading zone on time.

14. Can buses with lower capacity be used so long as the passenger wait time requirements are met?

ANSWER: Buses with lower capacity can be used as long as nobody is left behind due to the vehicle being full.

15. How many stops are required at the VAMC and where are they located? (One solicitation attachment (D.1 Map) shows two stops (#4 and #5) near each other by the first parking garage, but another attachment (Parking Shuttles Final 2.0) shows one stop by the admin building.).

ANSWER: There are two current stops at VAMC which depends on the time. From 0430-0600 & 1800-2100 drop off and pickup will be in front of the hospital near the ER. From 0600-1800 the location will be by Bldg. 27.

16. Is the contractor required to comply with all applicable federal, state, and local laws and regulations during the performance of this contract?

ANSWER: Yes, all contractors must comply with all applicable federal, state and local laws and regulations during the performance of the contract.

17. Does VAAR 852.219-76 apply to this contract? (It is listed as a required certification for a valid submission, but it applies to contracts for supplies and products, while this contract is for services.

ANSWER: On page 1 of the solicitation VAAR clause 852.219-75 is the one that needs to be submitted with offer. VAAR clause 852.219-76 does not apply and it is not part of the solicitation.

18. Can shuttle vehicles be parked in a remote corner at the VAMC overnight and on weekends? (Since shuttles will start operations early in the morning and end late in the evening, they won’t prevent patients or employees from accessing parking when needed, which is mostly 7am-6pm M-F.)

ANSWER: Parking is not available at the VAMC location.

19. Will you modify or delete the table in section D.4 Map Information? The table indicates that the VA will provide the shuttle services during the majority of work hours and that the contractor will provide service 24/7 and on weekends, which amendment 0001 has said isn’t required.

ANSWER: The map information in D.4 has been updated.

20. Will the VA allow vehicles to be parked at the offsite lot when not in use if the contractor that manages that lot approves?

ANSWER: No. The current offsite parking lot under contract has specific parameters on the type of vehicles allowed to be parked there under the final contractual option year through October 2025.
