i. To post Vendor’s RFIs/questions and VA’s responses; refer to page 4 – 8.
ii. To extend the response due date until 6/27/2024 10am Pacific Local Time.
All other terms and conditions remain unchanged.
Vendor’s RFIs 36C26224Q1251
1. Vendor’s Question:
B.2 Statement of Work, #2. Scope of work, Contractor Employees has the following statement: BULLET POINT: “Personnel performing maintenance and repair services must be fully qualified, competent, technicians. Fully qualified and competent” is defined as factory trained and verified by Polar Leasing.” Can you please clarify what this means and if it applies to Weapons Detection Systems?
VA’s Response:
Yes, it does apply to Weapons Detection Systems, but this statement shall be revised to following: “Personnel performing maintenance and repair services must be fully qualified, competent, technicians. Fully qualified and competent” is defined as factory trained and verified by the Original Equipment Manufacturer (OEM).”
2. Vendor’s Question:
Within the RFP, there is the following:
11. Product Name and Components, BULLET POINT #1: Weapons Detection System
• (5) Total Single Lanes
B. 10. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES, last BULLET POINT under this section:
• Weapon Detection System is to be installed at five (5) locations throughout the medical center, located at 11201 Benton St, Loma Linda CA 92357.
• Installation Locations:
o Main Lobby Entrance (Dual Lane System) o Ambulance Entrance (Dual Lane System) o Emergency Department Entrance (Single Lane System) o North Entrance (Single Lane System) o Employee Entrance (Single Lane System)
Can you please clarify if the requirement is for (5) Single lanes or (3) Single lanes and (2) Dual lanes?
VA’s Response:
The requirement is for (3) single lanes and (2) dual lanes.
Section B.2 STATEMENT OF WORK, paragraph#11,
(5) Total Single Lanes shall be revised to: (3) single lanes and (2) dual lanes.
Within the RFQ, there is the following:
A. 11. Product Name and Components, last BULLET POINT:
• Rough in communication cable pulled from each lane location to the Police Dispatch Room 1A-88, power pulled to each Lane & each Lane to be permanently fixed at each location. VA has confirmed the hardware purchase.
3. Vendor’s Question:
Since the lanes, with the exception of the ED, will be mounted outside, please confirm if the communication cable that will run exiting the building to where the Weapons Detection lane will be mounted should be in surface conduit run on the concrete and into the lane?
VA’s Response:
The VA will install the electrical components required for the weapons detection system to include electrical outlets for each lane. Any other connectivity related functions shall be completed by the contractor.
4. Vendor’s Question:
When the VA Electrical Department runs the circuit to the Weapons Detection lanes and hardware the power to the lane to prevent accidental or purposeful unplugging of the power, should we assume these circuits be run in conduit and hardwired to each lane?
VA’s Response:
The VA will provide lockable electrical outlets to prevent accidental or purposeful unplugging.
5. Vendor’s Question:
To clarify, will the VA Facility team be providing rubber mats or covers to prevent tripping or is this the responsibility of the contractor?
VA’s Response:
The VA Police will procure the mats that is required/recommended for the system.
Within the RFP, there is the following:

• The system must be capable of sending notifications to various devices, i.e., dispatch centers, cell phones, police radios, etc.
6. Vendor’s Question:
To send notifications to a Police radio requires integrations into the Video Management Software (VMS). Is this requirement just a statement that the system can send notifications to a Police radio in the future after the current VMS is upgraded to a software that supports this requirement?
VA’s Response:
There is not currently any VMS software installed, however once the new security maintenance contract is awarded, the incumbent vendor will assist with the selection of the best/compatible VMS software to meet our overall needs.
7. Question: Is it acceptable to send notifications via Text messages or Emails until such time as the VMS is upgraded and allows the additional notification requirement of sending to Police Radios?
VA’s Response:
Yes, texts will be acceptable
8. Vendor’s Question:
Confirm quantity of lanes - both single and dual. During site walk, it was mentioned that a single lane would be sufficient for the ambulance entrance. Would you please confirm that single lane for this location would be acceptable?
VA’s Response:
Refer to B.2 STATEMNET OF WORK, Paragraph #10, Installation locations:
· Main Lobby Entrance (Dual Lane System)
· Ambulance Entrance (Dual Lane System)
· Emergency Department Entrance (Single Lane System)
· North Entrance (Single Lane System)
· Employee Entrance (Single Lane System)
Single lane for the ambulance entrance was mentioned in the event the lane could be wide enough to allow uninterrupted flow of personnel and no interference with patient cares. Ambulance entrance is a double door area. The SOW paragraph #10 includes a requirement that ‘must have single lane accuracy at 34 to 40 inches wide’; as this gets interpretated as the double lane accuracy must have/meet 68 to 80 inches wide. As long as the offeror’s offer of single lane meets the double lane accuracy, it will be acceptable.
9. Vendor’s Question:
Confirm if this will be a lease or purchase?
VA’s Response:
Refer to section B.2 STATEMNET OF WORK, paragraph #1 stating “the purpose of this contract is to establish a firm fixed-price contract to purchase Weapon Detection System lanes…”
10. Vendor’s Question:
Confirm term of contract (how many years)? Evolv and other similar manufacturers sell multiyear service support (Evolv is minimum 4 year term). Section 9, Period of Performance calls for “1 year service/maintenance”. Please advise if term will be amended to reflect industry standard service terms?
VA’s Response:
Yes, refer to section B.2 STATEMENT OF WORK, paragraph #9. It states “The period of performance will be for a base year only for weapon detection system purchase and 1-year service/maintenance. Prior to contract award, the detailed period of performance shall be discussed with VA Loma Linda Police for delivery, installation, and training schedules. Maintenance and additional service may be followed by a service contract with option years.”
11. Vendor’s Question:
Advice if cost of maintenance is to be included? What would be the term duration?
VA’s Response:
Yes, refer to section B.2 STATEMENT OF WORK, paragraph #9. It states, “The period of performance will be for a base year only for weapon detection system purchase and 1-year service/maintenance.” Additional maintenance and service contract shall be followed by a service contract.
12. Vendor’s Question:
Confirm if Motorola Concealed Weapon Detection is acceptable?
VA’s Response:
If Motorola Concealed Weapon Detection meets all the salient characteristics/requirements and has abilities perform all functions listed under B.2 STATEMENT OF WORK, it is acceptable.
13. Vendor’s Question:
Will contractor be responsible for providing electrical outlet at each location or will electrical outlet be provided by Loma Linda HCS Engineering/Electrical team?
VA’s Response:
The VA will install the electrical components required for the weapons detection system to include electrical outlets for each lane.
14. Vendor’s Question:
Section 10, Specific Mandatory Tasks and Associated Deliverables requires system to hardwired into VA Police Dispatch. In the same section, it is mentioned that Loma Linda HCS Engineering/Electrical team will provided low voltage system. Can contractor assume that ALL wiring to the system will be provided by VA Loma Linda?
VA’s Response:
The VA will install the electrical components required for the weapons detection system to include electrical outlets for each lane. Any other connectivity related functions shall be completed by the contractor.
15. Vendor’s Question:
RFQ page 9, Section 10: Section 10. Specific Mandatory Tasks and Associated Deliverables, includes a new requirement that the proposed system, “must be a full Evolv style walk through system”. Please define the features that comprise a “full Evolv style” weapons detection system. Does the VA have a preference for the Evolv Express weapons detection system? If so, will this preference be reflected in how the VA scores vendor proposals?
VA’s Response:
Evolve style weapon detection system means touchless security screening solution that provides real-time visual indicators of the locations of threat items. Also, it must provide statistical reporting of the number of people screened, alert counts and classification of alerts. It must offer wide access lanes in order to allow unimpeded walkthrough flow for patients using wheelchairs, mobility assistance devices, and motorized wheelchairs.
As long as the weapon detection system is or has evolve style system functions; meeting the description above, the offer will be considered acceptable. VA does not have a preference for the brand name Evolve Express Weapon Detection System, and it will not be reflected during the evaluation.
16. Vendor’s Question:
RFP page 9, Section 10. Specific Mandatory Tasks and Associated Deliverables states, “Each lane must have front and rear cameras”. Please describe the functionality and goals the VA hopes to achieve with front and rear cameras.
VA’s Response:
REVISION to the SOW: each lane is NOT required separate rear facing cameras. Only front facing cameras are required as a minimum to allow for photographic identification in case of an alert of a subject(s) possessing a weapon upon entering the facility. The integrated camera will allow for identification and tracking of the subject(s) while inside the facility. The front facing camera will act as rear facing camera in the even the subject(s) exist the facility.
