RFI Questions & Answers

Project Name: Ceiling Mounted Lift PM Solicitation Number: 36C26222R0061

Question 1 Q:

The Contracting Officer is noted as Robert Regan in the Instructions to Offerors however, the SF1449 notes the CO as Michael Cordeiro. Which is correct?

A: Michael Cordeiro will be the CO of the contract. Robert Regan will be the contract specialist managing the contract

Question 2

The Price/Cost schedule references Preventive Maintenance only. Section B.3 notes Corrective Maintenance in addition to Preventive Maintenance. Will the government confirm that pricing should include both Preventive and Corrective Maintenance?

A: The vendor shall be responsible for the cost to replace pull cords and batteries. Corrective and Preventative Maintenance Checklist for Ceiling Mounted has been attached.

Question 3

Will the government provide the Corrective and Preventive Maintenance Checklist that’s currently in use?

A: Yes. The Corrective and Preventative Maintenance Checklist for Ceiling Mounted Lifts shall be completed for each lift.

Question 4

Can the government share the current Maintenance Schedule being used for Annual Maintenance of the 327 patient lifts?

A: Scheduled attached.

Question 5

Will the government provide a list of equipment to be serviced, to include make/model/serial numbers?

A: Listing of ceiling mounted lifts for the Main Hospital and the ACC has been attached.

Question 6 Q:

The objectives note battery replacement (#8) and replacing emergency pull cords/lifting straps (#9). Will the government provide replacement batteries, emergency pull cords and lifting straps?

A: The vendor shall be responsible for the cost to replace pull cords and batteries.

Question 7 Q:

For the 30 hour OSHA safety card, is it acceptable for the work supervisor to have completed this training?

Or, must every worker have the OSHA safety card?

A: It is acceptable for the supervisor to possess the 30 hour OSHA safety card.

Question 8

Can the government clarify the term “single visit”? Can a single visit span several weeks?

A: The PM for each lift shall be completed within a single visit, meaning preventative maintenance should not span more than a single day for completion of that individual lift.

Question 9

Item b notes “must be a vendor in our system”. What system is being referred to here?

A:SAM (System of award management) if you’re not in now it’s important to register to do business with the federal government.

Question 10

Q: What is the model number for the ceiling mounted lifts so we can research the manufacturers service requirements and ensure we are covering all required call out for preventative maintenance?

A: The (2) types of lifts we have are Guldmann GH3+, and Arjo Maxi 600.

Question 11

Q: Are all 327 lifts in both facilities the same manufacturer and part number?

A: Correction. There are (21) Guldmann lifts located at the ACC . There are (86) Arjo Ceiling Mounted Lifts, and

(219) Guldmann Ceiling Mounted Lifts located at the main hospital. Total 326 ceiling mounted lifts.

Question 12

Q: Does the VA Healthcare Facility have an idea for how often the PM should be performed or is it left up to the contractor to determine? One visit a month servicing about 28 lifts each month over the course of the year? Or could we service around 60 each month and complete all 327 in the first 6 months of the year? Is there any current prioritization for certain lifts requiring maintenance more than others?

A: PM’s on ceiling mounted lifts are performed on each lift once a year. Refer to answer #8 for the “single visit” reference.
