RFIs Solicitation 36C26221Q0424 Generator Repair

1. Section 1.i. of the solicitation states: “Period of Performance: Base Year with Four (4) Option Years)”. Can you elaborate on what you are looking for in this section? This appears to be a repair job and has no provisions for recurring maintenance.

VA Response. It was an error. Period of Performance should be 60 days, same as paragraph 3.3

2. Since there will not be an Organized site survey, as stated in section 1.k.1. Can you provide drawings & Distances of where the following items are to be located, and their corresponding connection points?

a. Rental Generator Placement and Distance between Rental Generator and Rental Transformer.

b. Rental Transfer Switch Placement & Distance between Transfer Switch and MV tie-in/Connection Point.

c. Generator Load Bank (LB) Placement and distance between LB and LB Transformer.

d. Generator Load Bank Transformer placement and distance between LB Transformer and MV tie-in/connection point.

e. Cooling Tower placement, and distance between existing radiator and proposed location of cooling tower.

VA Response. Amendment 1 to the solicitation was published offering individual site surveys as long as coordinated with the facility POC.

3. Section 2.2.d. calls for the leaking undersized radiator to be replaced with a cooling tower. What heat rejection data can you provide from the Engine to accurately size the cooling tower?

VA Response. Vendor has model and SN# will need to calculate correct sizing

4. 2.2.h. (Generator) calls for: Clean Generator and Inspect/Test and clean generator windings and related components. Can you elaborate on what level of cleaning and testing you require? For example, this can be interpreted to mean Megger, Dip & Bake the generator end and windings, or it can mean simply surface clean and test continuity.

VA Response. surface clean and test continuity.

5. Section 2.2.j calls for Load Bank Testing after completion for proper run in.

a. Is a Resistive Load Bank Test Sufficient, or do you require Reactive Load Bank Testing?

b. What duration of time do you require for this load bank test (1.5 Hrs. 4 Hrs. etc.)?

c. What percentage of load to you want to achieve, and for what duration of time do you want to keep it there, during this test? For example; NFPA 110 Calls for 50% load for 30 Minutes, and 75% load for an additional hour during a 1.5 hr. test.

VA Response. Resistive Load test 2.5 Hours 50% load 30 Minutes, 75% load 1 hour & 100% load 1 hour

6. Section 2.3.a calls for “update controls at the ATS and the Generator”. No further detail is provided. Please provide additional info on the ATS (Make, Model, Voltage, Poles, Wires, Bypass or Non-Bypass, options, etc.) for both the existing ATS and what controls update you require.

VA Response.

7. Section 2.3.b. Calls for a 2K Generator until generator passes satisfactory operational testing. What is meant by 2K, or did you mean 2MW?

VA Response. 1 hour 100% load 2000 Kw

8. Section 3.3 Period of Performance calls for 60 days from contract award. Does this mean work is to commence at 60 days from award or be completed within 60 days from award?

a. If the intent is to have work completed within 60 days of award, is there a penalty for delays, and if so what are they?

VA Response. The initial projects is 60 days from award to complete the project. If this is unacceptable, please provide a proposed period of performance.

9. Will any extensions be issued to this RFQ to allow for time to accurately size the cooling tower, and asses fee’s if applicable for this work?

VA Response. We will extend the RFQ timeline to make offers due on Friday March 26, 2021.

10. One of the attachments to the solicitation seems to be for Fire Pump Maintenance. Was this attached in error as there is no mention of the Fire Pumps in the Scope of Work provisions as outlined in sections 2.2 or 2.3.

VA Response. The wrong attachment was uploaded. The correct attachment is enclosed with this amendment.

11. Who is responsible for providing fluids (Oil, Coolant, Etc.)?

VA Response. The contractor.

12. Who is responsible for disposal of fluids (oil, Coolant, etc.)?

VA Response. The contractor.

13. Who is responsible for providing Cranes, Rigging, Forklifts, Etc.?

VA Response. The contractor.

14. Will a Remote Mounted Horizontally Oriented Radiator with 480VAC Electric Pump and Fan Motors be acceptable in place of a Cooling Tower?

VA Response. Yes, if sized correctly will be acceptable

15. Can Contractor use substitute parts?

The generator repair/ reconditioning must be of original equipment only. NO SUBSTITUTION parts are acceptable. This includes all seals, rockers, linkages, etc. See para 2.3.d.

16. What are qualification requirements of mechanics?

The only mechanics that should touch the engine must be factory trained, certified factory trained repair mechanics from GM/EMD and authorized to purchase original equipment parts. Vendor shall be expert on EMD emergency power generator repair and overhaul of equivalent size emergency generators of 2 MW. Specialist in generator, ATS overhaul and repairs for at least 10 years. Vendor shall provide references.

B. Replace the obsolete Woodward speed control module in the genset control cabinet.

C. Replace the obsolete Allen Bradley PLC switchgear feeder breaker control system.

D. Replace the obsolete Woodward generator load control (DSLC) in the switchgear.

E. Replace the obsolete generator rotating exciter motor with a static non rotating exciter.

Item A replacement parts would be a digital controller and 10 inch color data display module.

Item B replacement part would be a new electronic speed controller.

Item C replacement part would be a digital controller and utility parallel protection monitor.

Item D replacement part would be a digital load control module.

Item E replacement part would be a static - non rotating generator exciter / voltage regulator.
