Project Name: Replace 5 KV Load Interrupter Switchgear
Solicitation Number: 36C26220Q0528
Question 1 Q: Are all (4) sections of the switch gear combined by a single through bus? Will the VA allow/ consider for any other combination which will meet the technical scope requirements?
A: There are two circuits that feed the switches: R3 and R4. The Contractor is responsible to obtain the correct equipment and the configuration, which meets the technical scope requirements in accordance with the Statement of Work.
Question 2 Q: What is the expected warranty on parts and installation?
A: The warranty is expected for one year from the date of the Government acceptance.
Question 3 Q: Is there a preference for either weekday / weekend / after-working hours for planning the timeline of the required utility shut-down?
A: Shutdowns are best during weekends and/ or after Work Hours. The Contractor is required to coordinate with the Contracting Officer Representative (COR) with a minimum of two weeks’ notice.
Question 4 Q: Beyond the paragraph “10. Fire Safety” applicable publications referenced within the RFP, please provide references for any other project specific technical publications / specifications?
A: We don’t have references for any other project specific technical publications / specifications.
Question 5 Q: Epoxy anchors, material type is not specified. Please confirm that stainless steel meets the technical requirement? Please provide any project specific technical publication specification required.
A: Cut sheets of any and all material shall be approved before use.
Question 6 Q: Besides the VA specific permits noted in the RFP, please provide information on any California State, County and/or City specific permits expected to be obtained by the contractor?
A: The Contractor is responsible to verify and obtain any specific permits by California State, County and/or City.
Question 7 Q: Has a load study been done to confirm a 750-kw generator is the correct size for building load? If a load study has been done can it be made available to the bidding contractors at this time?
A: A load study has not been done.
Question 8 Q: Will facilities personnel be onsite during the shutdown to facilitate / perform the proper isolation and shut-down/start-up sequences of the facility?
A: VA facilities will isolate VA owned main switches, but the Contractors is responsible to test for power, lock out and tag out.
Question 9 Q: We assume existing terminations to be installed correctly and to be of the correct type, please confirm if our assumption is correct?
A: If any deficiency is found, the Contractor is responsible to notify the COR.
Question 10 Q: We assume existing termination points to match similar to new and cable length to be sufficient, please confirm if our assumption is correct?
A: The VA cannot confirm cable length and point of connection directly to the point.
Question 11 Q: We assume footprint of new gear to be of similar dimension to old and there will be no conflicts with anchor spacing from edge of pad and/or anchor spacing from previous anchors, please confirm if our assumption is correct?
A: The VA cannot confirm anchor point and spacing to the similar to the new equipment.
Question 12 Q: We assume that existing equipment can be back fed from one location (single generator, single hook up), please confirm if our assumption is correct?
A: The contractor is responsible to determine point of connection for temporary hook up.
Question 13 Q: We assume that we can utilize plywood to cover/protect the existing grass field and that restoration will not be needed, please confirm if our assumption is correct?
A: The Contractor can utilize plywood to cover/ protect the existing grass field, however the Contractor is responsible to restore any and/ or all damages to the existing grass.
Question 14 Q: We assume that we can have full access to the parking lot north of the equipment for the purposes of receiving new equipment and loading old, please confirm if our assumption is correct?
A: The COR will work with the contractor to determine a laydown and receiving and loading areas.
Question 15 Q: What time is this offer due on April 30, 2020?
A: Quotes are due on or before Thursday, April 30, 2020 @ 2PM Local Time.
Question 16 Q: Do you have any pictures I could review as to layout, accessibility, the actual 5KV Load Interrupter Switchgear & other needed items?
A: Please find attached, Building 99 Main Switchgear. The pictures provided are of the existing equipment prior to the seeder change.
Question 17 Q: What voltage is the building that the generator will be feeding?
A: It is 480 volts 3 phase.
Question 18 Q: Does this building need to be powered 24/7?
A: This building needs to be powered 24/7. It is a nursing home and hospice facility.
Question 19 Q: How far from the main electric room is it from where we will put the generator.
A: it is approximately 75 – 125 feet.
Question 20 Q: Anything you have to define what we will provide would be helpful.
A: The contractor is responsible to provide the building with temp power for the duration of the switch install.
Question 21 Q: How can I obtain a copy of the pre-bid sign in sheet or plan holder’s list?
A: Please find attached, the sign-in sheet.
Question 22 Q: Has any new amendment been issued?
A: Amendment 0001 is the first amendment.
All other terms and condition remain unchanged.
