STATEMENT OF WORK
1. BACKGROUND: Temporary Bridge Housing (TBH) Facility project is a transitional housing compound with beds for up to 100 homeless veterans, including laundry facilities, personal hygiene centers and 24- hour security and supportive services. The plan calls for 1200 units of permanent supportive housing for the homeless veterans. This housing site includes two (2) tension membrane structures along with modular trailers to provide space for sleeping, personal hygiene and supportive services.
This is a collaborative effort between City of Los Angeles, County of Los Angeles and Department of Veterans Affairs.
In preparation for the construction project, grading activities were performed to begin site preparation. In the process, Asbestos Containing Material – Thermal Systems Insulation (ACM- TSI) and transite pipes were discovered to have been disturbed. Samples of ACM-TSI pipe, 12” transite pipe, 4” TSI pipe and debris contaminated soil were submitted and an asbestos validation report was completed. Based on the results, the VA is required to implement South Coast Air Quality Management District (SCAQMD) procedure 5 plan to clean-up the disturbed asbestos containing materials. 2. SCOPE: The Contractor shall furnish all equipment, expertise, labor, materials, services, trained and qualified personnel, tools, instrumentation, and security as needed to ensure the abatement of Hazardous Materials are conducted in accordance with the applicable federal, state and local guidelines, laws, and regulations.
a. General Requirement: Asbestos Abatement
(1) Removal of top soil 70,000 sf – six (6”) to 12” depth
(2) Removal of compacted soil 30,000 sf – six (6”) to 48” depth
(3) Removal of remaining 12” and 4” TSI pipes 260 linear feet each
(4) Removal of contaminated stock piled soil (4 piles) 300 cubic yards total
(5) Disposal of contaminated pipes 40 cubic yards
(6) Removal of compacted soil to 5’ for plumbing lines
b. Specific Tasks:
(1) Prior to start work, the Contractor, shall isolate the regulated work areas using caution tape and posting warning signs and labels in Spanish and English around the perimeter of the affected area as per 29 CFR 1926.1101 (6) and (7). The barrier tape and signage shall be posted at a distance far enough away from the work area to allow a person to read the sign and take necessary protective measures to avoid exposure.
(2) A two-stage worker decontamination unit shall be provided at the entrance of the work area.
(3) Personal worker air monitoring for abatement workers shall be performed by the Contractor.
(4) Workers must wear disposable coveralls, ½ face air-purifying respirators with P-100 HEPA filters, safety glasses and any other appropriate safety equipment.
(5) Documentation shall show that all workers performing the cleanup activities have medical examinations and training in accordance with 20 CFR 1926.1101. Also, documentation of successful respirator fit testing for all workers within a one-year period of the time of the project.
(6) Periodic area air monitoring by the Department of Veterans Environmental Consultant should be performed as a precautionary measure to evaluate engineering controls during all phases of the abatement project. The samples shall be analyzed by Phase Contrast Microscopy in accordance with NIOSH 7400 method.
(7) Conduct and provide a geophysical survey of the TBH site to identify subsurface utilities.
(8) Conduct and provide selective soil clearance sampling.
(9) Identify any additional TBH site areas that require future excavation.
(10) Removal of remaining 12-inch and 8-inch TSI pipes (260 linear feet each), and removal of up to 1000 linear feet of additional remaining pipes currently protruding from the ground.
(11) Removal of up to 2000 cubic yards of additional soil generated from trenching activities required for pipe removal activities. Up to three (3’) of soil is planned to be removed from each side of the pipes.
(12) Cut the three exposed water lines (i.e., one 10” line, two 6” lines) and replace with C900 PVC, and trenching will go no deeper than four 4”. (Note: VA facilities and engineering staff will ensure pressure, elevation, thrust blocks, etc., are acceptable).
(13) If sewer lines and surface drainage lines are abandoned, they will be cut, removed, and capped at perimeter of the TBH site.
(14) Place one foot (i.e., 12”) of clean import topsoil/class II base over the TBH site, projected to be 5,500 tons of soil.
(15) Evaluate the type of excavator(s) being utilized and verify they are properly sized.
(16) Provide an on-site asbestos contractor to provide direction to the site preparation team.
(17) Dust control will be provided during all operations with water supply from VA Greater
Los Angeles Healthcare System.
(18) Total soil removal provided for up to 10,000 cubic yards.
(19) Friable asbestos material waste removal will be provided by approximately 10-12 trucks per day manifested in accordance with California Environmental Protection Agency (EPA) to a regulated asbestos landfill.
(20) Remove contaminated top soil to a 6” – 12” bed from the areas of the TBH site that have been identified as contaminated, and remove existing stockpiles of asbestos contaminated soil, broken concrete, surface debris, and trench spoils, using pressurized cabin excavator operated by Asbestos Hazard Emergency Response Act (AHERA) certified worker. (21) Remove 6” of contaminated compacted soil and upon completion of underground survey, remove 4’depth for new plumbing and foundation trenches.
(22) Dispose stockpile soil using pressurized cabin excavator operated by AHERA certified workers.
(23) Remove the cross contaminated pipes following safe work methods by AHERA Certified Workers.
(24) The trenches shall be excavated to an approximate depth of 4’ and a width of 4’ to access the pipe. Comply with trenching and excavation requirements of 29 CFR 1926.651 and 1926.652 or OSHA-state regulations plan requirements and procedures.
(25) The pipe will be removed in 4’ to 8’ manageable sections by hand methods. The pipe will be removed intact, and if cutting or breaking is needed the pipe will be adequately wetted prior to and during the cutting activities.
(26) A layer of six-mil poly may be spread beneath the break areas extending up the broken pieces of pipe.
(27) The exposed areas of piping will be sprayed with a lock-down encapsulant prior to transport.
(28) The excavated sections of piping shall be placed on a drop sheet and then double wrapped in two (2) six-mil transparent, leak tight printed bags, sealed with “goose neck” method. The pipe shall be properly labeled and then transported to a poly lined, labeled and lockable construction dumpster for future transport and disposal as non-hazardous, non-friable asbestos-containing waste.
(29) The material shall be adequately wetted during the removal and wrapping process to prevent visible dust emissions.
(30) The poly drop sheets and debris from the trenches shall be double bagged and properly labeled for transport and disposal as hazardous asbestos containing waste.
(31) Following the removal of the ACM-TSI pipe, each cut zone in the trench shall be inspected for the presence of any remaining ACM-TSI pipe debris. Should any asbestos containing debris be discovered, the materials shall be immediately wetted, manually cleaned by HEPA vacuum methods and additional 6’ of soil will be removed until no debris are visible.
(32) All equipment and tools used during the abatement project shall be decontaminated using HEPA vacuum and wet wipe methods prior to being removed from the site.
(33) All asbestos waste shall be stored in a poly lined, labeled and lockable construction dumpster until future transport and disposal.
c. General Requirements:
• A licensed asbestos abatement contractor, will handle all asbestos abatement work and management of contaminated materials. The excavation and abatement work must be performed by persons knowledgeable, qualified, and trained in the removal, treatment, handling and disposal of asbestos-containing materials and subsequent cleaning of the affected areas. In addition, such persons shall comply with applicable EPA, Cal-OSHA, SCAQMD Rule 1403 and local mandates. All asbestos-containing material shall be disposed as required by law.
• The contractor shall supply all labor, equipment, materials, services, insurance and incidentals that are necessary or required to perform the work in accordance with applicable government regulations.
• Disposal shall be performed by issuing proper waste manifests (hazardous and non-hazardous), signed by the owner or designated site representative at the disposal site.
• All waste manifests and site field logs and data shall be submitted to Ben Spivey after the abatement project.
3. Qualification: The work shall be performed by a Contractor duly licensed in the State of California in accordance with the provisions of Chapter 9 Division 3 of the Business and Professions Code, as amended. The Abatement work of this section shall be performed by an entity holding a license with an “C22” Asbestos Certification as issued by California State Licensed Board.
4. GENERAL INFORMATION:
a. Contractor’s Program Manager: The Contractor shall provide a Program Manager who shall be responsible for managing the performance of work. The name of this person shall be designated in writing to the Contracting Officer. The Contractor’s program manager shall have full authority to act for the Contractor on all matters relating to daily operations of this contract.

b. Contractor Workers: The Contractor shall not employ any person for work on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, and general well-being of the public.
c. Parking: It is the responsibility of Contractor personnel to park only in designated parking areas. The facility may not have on-site parking available for contractor personnel. Parking information is available from the VA Police & Security Service Office. The VA will not invalidate or make reimbursement for parking violations of the Contractor's personnel under any circumstances. The Contractor assumes full responsibility for any parking violations.
d. Smoking: Contractor personnel may smoke only in designated areas. There shall be no smoking within 25’ of all entrances to buildings. Smoking is allowed in all outside areas that are 25’ away from entrances to buildings unless indicated otherwise. Enclosed patios connected to facility buildings are considered part of the building and as such are non-smoking areas.
e. Invoicing & Payment: The Contractor shall submit an electronic invoice through Tungsten upon completion of all required work.
The Contractor shall submit in arrears a properly completed itemized invoice in accordance with FAR clauses 52.212-4(g) Contract Terms and Conditions – Commercial Items via Tungsten Network:

No advance payments shall be authorized. Payment shall be made monthly for services provided during the billing month in arrears in accordance with FAR 52.212-4, para. (i).
Upon submission of a properly prepared invoice for prices stipulated in this contract for services delivered and accepted in accordance with the terms and conditions of the contract, less any deductions stipulated in this contract.

If the holiday falls on a Sunday, the following Monday will be observed as a National holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National holiday by U.S. Government Agencies, and any day specifically declared by the President of the United States of America.
3. Overtime & holiday Pay: Any overtime and/or holiday pay that may be entitled to the
Contractor’s workers shall be the sole responsibility of the Contractor and shall not be billed to nor reimbursed by the Government.
Contractor will bill and be paid for actual services provided by Contractor’s personnel.
Contractor will not be paid for “availability” or “on-call” services unless otherwise provided herein.
