1. SF 1449, Block 5, shows Solicitation Number as 36C261‐22‐Q‐0046; starting on Page 2 of 72, the Solicitation Number in top left hand margin is 36C261‐21‐Q‐0992, please clarify which solicitation number is correct.

Response: the correct solicitation number is 36C26122Q0046, please use that number in any correspondence

2. The solicitation appears to be missing FAR 52.212‐2, Evaluation – Commercial Items. Although the solicitation includes VAAR 852.273‐73, Evaluation – Health Care Resources, it is unlikely that it replaces FAR 52.212‐2 or FAR Addendum Provision 52.212‐2? Will the government please include FAR 52.212‐2, Evaluation – Commercial Items?

Response: 852.273‐73 may be used In lieu of 52.212‐2 and is used for acquisition of healthcare resources. 52.212‐2 will not be added to the solicitation.

3. Under VAAR 852.273‐73, the solicitation is silent regarding the relative importance of past performance, technical and price, which, by default, then requires they be weighted equally when rendering a best value decision, is that the government’s intent? In other words, when the solicitation is silent in regard to relative importance, the government intends to equally weigh all of the factors to obtain the best value for this effort, correct?

Response: Yes, all factors will be considered when evaluating proposals

4. According to Addendum Provision FAR 52.212‐1(b)(10), “Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items…;” however, on Page 70, E.5, Paragraph 1.a., there is no definition of recent…would the government please define recent?

Response: Past performance information and relevant contracts within the last 1 year ( 52 weeks) will be acceptable.

5. Is this a new requirement? If not, please provide current contract number and incumbent name.

Response: Testudo Logistics, Contract Number 36C26120P1170

6. Are there any specific certifications or education requirements or that would be nice to have (that may also comply with state addiction counselor requirements)?

Response: Education‐ Certification in Addiction Studies and/or Certification in Drug and Alcohol Counseling strongly desired but not required. Experience‐ At least 1‐year experience working with homeless individuals and/or individuals with substance use disorders (SUD)

7. Can the government please define the appropriate labor category for these two positions? (We identified the most likely lab. category as: 12320 ‐ Substance Abuse Treatment Counselor ‐ $27.69 hr is that correct?)

Response: Yes, 12320 ‐ Substance Abuse Treatment Counselor 27.69 rate would be the closest category for the Health Technician positions.

8. If currently being provided by another contractor; are there incumbent personnel and will they have the first right of refusal?

Response: It's not VA's position and general practice to provide current contractor contact information.
