VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C261-19-AP-4316

1. Contracting Activity: Department of Veterans Affairs, VISN 21, VA Northern California Health Care System – Mather Purchase request # 612-19-3-146-0101

2. Brief Description of Supplies/ Services required and the intended use: Laerdal SimMan 3G Light Manikin & Accessories Laerdal SimMan is an advanced patient simulation system that facilitates the training of basic and advanced life support. It is a model of the human body designed for the purpose of teaching closed chest cardiac compression, mouth-to-mouth resuscitation, and mouth-to- nose resuscitation. The device may also be used in conjunction with various cardiac monitoring, resuscitation and cardio-version equipment. The SimMan system allows for the observation and recognition of most vital signs. This package includes the manikin and accompanying accessories.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Features needed by the department that are only found in the Laerdal SimMan simulation system include:

–An advanced configurable airway comprised of adjustable lung compliance and resistance - allowing simulation of difficult airway management cases.

–Eyes that respond to light and react according to the clinical state of the manikin.

–RFID Technology for automatic recognition of drugs and airway devices.

–Auto-measurement of volume and concentration for drugs and IV fluids.

–Bleeding and wound modules that are fed from an internal blood reservoir, with the option of an external blood fill unit connection for extended bleeding cases.

–Simulated secretions: sweat, tears, froth, urine and ear fluids. All fed from an internal fluid reservoir with the option of an external fluid fill unit that can be connected for extended use.

–Manikin can perform convulsions to simulate seizures or small hand movements.

–Focus on Quality CPR (QCPR)

–Vascular Access (intra-osseous) via the tibia and sternum.

–Automatic Simulation Control based on pre-programmed and validated Patient Cases.

4. Description of market research conducted and results or statement why it was not conducted:

The VIP results show that there may be 1 SDVOSB that could possibly fulfill this requirement.

A FPDS query shows that the Laerdal SimMan system has been previously awarded to either Laerdal Medical Corp or Beacon Point Associates, LLC.

A search on GSA resulted in 1 FSS contract GS-02F-0191Y (ends: Sep 20, 2022). This contract is with a small business, Pocket Nurse Enterprise.

An FBO search revealed that this has previously been competed as a total service disabled veteran owned small business set aside by NCO 23, and awarded to Beacon Point Associates, LLC. Based on this information, it leads me to believe that there are more than 1 SDVOSB that could possibly fulfill this requirement.

Since this is a brand name only requirement, research was conducted on Laerdal Medical Corp.’s website to see if there is a authorized distributor list available. The manufacturer was contacted to verify that their authorized distributor list is current. This search revealed that there are 18 total authorized distributors. A VIP query was conducted on each vendor, and revealed that there are 2 VIP verified SDVOSBs that are authorized distributors. A SAM query was made on these two vendors to verify their status. Both show no exclusions and are considered an SDVOSB under NAICS code 339113.

In conclusion, it is evident that there are 2 verified SDVOSBs that are capable of performing the work and likely to submit an offer/quote at a fair and reasonable price that offers best value to the Government. This will be a total SDVOSB set aside in open market.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3.
