Mark Bultman Contracting Officer Q = Question A = Answer

Q1-On pages 14 and throughout the SOW the term “classified papers” is used when describing the material to be shredded. Classified material is typically associated with DOD and NSA level materials, whereas VA records typical represent confidential information. The destruction of classified information is a DD254 security measure, which requires a formal security clearance and specialized destruction methods that essentially render the material dust which would not be recyclable. If classified material will be part of the solicitation it will dramatically change the scope of a typical VAHCS destruction process, including much higher bids to cover the commensurate effort that classified material requires. Would you please confirm that this solicitation does not require the destruction of classified material and remove any references to classified material? If it does have this requirement, please confirm if special containers will be used for the classified material, and if there will be a separate CLIN for this service.

A1-Deleted the words classified papers shown in the Statement of work (SOW).

Q2-Are the ”small cardboard boxes” mentioned in the SOW very lightweight cardboard such as is found in a tissue box? Regular cardboard boxes like those used for shipping cannot be shred by on-site trucks. The same is true of the covers of hard bound journals, also mentioned in the description of materials to be shredded. Even if it were possible to shred on site, a recycling plant will not accept a load that has cardboard or hard covers mixed in with the shredded paper – the entire load would be considered contaminated and have to be landfilled since the material cannot be recycled. Even larger quantities of lightweight cardboard can cause a load to be landfilled rather than recycled. Please confirm that any cardboard will be very lightweight and of a small quantity, and that the hard bound journals will have their front and back covers removed prior to being placed in the shred bins.

A2- Under parag 1.2 - Deleted the words small cardboards boxes etc Q3-In the SOW, 1.2 is the “service destruction for CDs/DVDs” referring to a large quantity of CDs/DVDs handled by purges via contract modification or P-card purchase? If not, what is the quantity and frequency and where should pricing for this service be entered?

A3- CD/DVD destruction is once a month- no quantity specified just once a month . CLIN 0018-4018 added in the Price Schedule Q4-What size are the “Pharmacy Bottle” containers and what will be placed in them? Will there be sensitive information e.g. patient labels on pill bottles?

A4- Pharmacy bottles are of various sizes but no specifics.

Q5-Referring to the Q&A question #1 – who will determine if a container needs to be emptied? What is the historical percentage of containers emptied compared to total number of containers on site?

A5-Currently 100% of container emptied every week.

6. The following are the changes made Under the Statement of Work (SOW):

a. Parag 1.1 and para 3.6.3 delete the words classified papers

b. Parag 1.2 delete the words small cardboard boxes, etc.

NEW Price Schedule -Use this for your Quotes The contractor shall provide document destruction services. The contractor shall provide all labor, personnel, equipment including confidential containers (consoles/bins), supplies, secured vehicles, materials, supervision, and other related services necessary to provide on-site commercial document destruction services for confidential waste (administrative papers, classified papers, sensitive documents, hard bound journals, magazines and white and mixed paper) at the Veterans Affairs Northern California Health Care System(VANCHCS), its divisions and Outpatient Clinics.

Number of the confidential containers might fluctuate by 5% to 35% based on the usage of the facility. Any change in the number of containers will be accomplished by a bilateral contract modification.
