This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.
The associated North American Industrial Classification System (NAICS) code for this procurement is 339112, with a small business size standard of 1000 Employees.
The Seattle VA Medical Center 1660 S. Columbian Way Seattle, WA 98108 is seeking to purchase Stryker System 8 cordless drivers. Brand Name or Equal to Stryker.

Salient Characteristics:
Dual Trigger Rotary Handpiece, must be at least 150mm in height, 39 mm in width, 154 mm long. Must weigh no more than 1.04 kg. Speed must be at least 1200 rpm in drill mode, 270 rpm in ream mode. Must have a forward and reverse modes, with a mode of operating non-continuous, duty cycle of 1 minute on 4 minutes off for 3 times. The rest between cycles should be more than 3 hours. The Oscillate non-continuous mode of operating duty cycle should be at least 15 seconds on/15 seconds off for 5 times. The rest between cycles in the oscillating mode should be no more than 1.5 hours. The power supply must battery powered and able to use our current Stryker System 8 large battery pack that we already have in house and use. Ref# 8212-000-000
Delivery shall be provided no later than 30 days after receipt of order/award of contract. Delivery terms—FOB destination. The contractor shall deliver line item(s) Deliver to:

The Government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

All quoters shall submit the following: A copy of the quote or offer, a copy of their authorized distributor letter. If quoting Equivalent Product, a detailed demonstration of equivalency is required.

This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"
Quote shall list exception(s) and rationale for the exception(s).
Submission shall be received not later than 5 PM PST on 02/27/2019 e-mailed to Gregory.watson2@va.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). E-mailed will be accepted.
