1. Is there an incumbent contractor, current contractor number and award amount? The incumbent contractor is PHI Group, LLC. Current Contract Number is 36C26019P0362 (POP: 11/17/18 – 03/16/2019) for the total amount of $671,100.00.
2. How many janitors and supervisors are required? Since wage determination and SCA apply to this contract, the numbers of janitors, supervisors, and Executive Housekeeper help ensure we provide accurate numbers and support. This is a non-personal services contract. The Government does not dictate how many janitors or supervisors are required.
3. Does the workforce displacement act apply and require us to provide the incumbent personnel the first right of refusal? Yes. FAR Clause 52.222-17 is in the solicitation and any offeror will need to comply.
4. Are there any changes to the scope of work for this solicitation from the current contract? Please read the solicitation for servicing areas.
5. There are no wage or benefit rates in the package to use for bidding. Page 58 shows that a union agreement exists between AFL-CIO and contractor PHI Group, LLC. We need a copy of this agreement to do a price proposal. Please provide this document. The Full CBA and Supplemental Agreement is attached to the amendment.
6. For items 0003, 1003, 2003, 3003 and 4003 on the Cost/Price Schedule – there does not appear to be a line to enter the prices for Residential Cleaning “Upon Vacancy”. How many Residential Cleanings are there each month and where do we put the price for these? Assume 10 residential cleaning total per year across all Transitional Housing units.
8. We need more information to figure out consumable supplies usages and costs. How many VA employees currently work in each facility?
VA Employees Muldoon Clinic: 400-450 Domiciliary: 35-50 Mat-Su CBOC: 18-20 Kenai CBOC: 18-20
9. Has the number of VA employee remained constant in the past several years? Current levelized staff levels are provided above.
10. Do you expect the number of VA employees to increase or decrease in the next five years and if so, by what percentages? Current levelized staff levels are provided above.
11. How many surgeries are performed in the Muldoon facility each day? 10-12 minimally invasive dermatological and scope procedures when fully operational.
12. What is the average number of outpatient visits conducted in the facilities each day?
Daily Appointments across all Outpatient Clinics Muldoon Clinic: ~500 Mat-Su CBOC: ~50 Kenai CBOC: ~25
13. How many beds are in the Domiciliary? Is the Domiciliary facility fully occupied on a regular basis? The Domiciliary has 50 beds with an 80-85% occupancy rate on average.
14. Does the eventually selected contactor have to be a Certified Veteran Enterprise registered in the VetBiz Data System. Yes.
15. 6.5 Part III – General Standards of Responsibility and Special Standards of Responsibility, Does the word “show” indicate a statement from the offering contractor stating that they meet the requested requirement or information requested. See FAR Clause 9.104-1
16. 6.5 Part III – General Standards of Responsibility and Special Standards of Responsibility, i. Offeror shall show they have adequate financial resources to perform this contract, or the ability to obtain them. What does the Government envision as a proper response to this question? A certain dollar amount balance in the bank, some letter from the financial institution, financials, a Profit and Loss Statement, some other format? This will be verified through Duns & Bradstreet.
17. 6.5 Part III – General Standards of Responsibility and Special Standards of Responsibility, ii. Offeror shall show they are able to comply with the required performance schedule, taking into consideration all existing commercial and governmental business commitments. Is this a statement of commitment from the contractor stating the requirement? See FAR Clause 9.104-1.
