4th Floor Window Replacement Pre-Bid Questions 36C25921R0090

1. Please define the ICRA requirements for this project. Please provide pre -construction risk assessment. A draft version of the ICRA for this project is attached. File named: DRAFT ICRA fourth floor window replacement 154

2. Please specify what type of ICRA barriers are required during construction? If any. Where barriers will be required per the ICRA, the barrier shall be a solid wall construction sealed to the floor and ceiling.

3. There will be little dust generated for removal and installation of windows. Is sealing the rooms (doors) be an acceptable approach? Please reference draft ICRA provided.

4. SOW indicates that review period is 120 days. Please confirm if it is acceptable to include material escalation as part of the proposal or advise if the period can be reduced for the acceptance period. Glazing suppliers are not holding pricing for longer than 30 days right now due to marked instability and supply shortages. 60 days or more is acceptable for Section 13 item d on form 1442.

5. Can work be done during normal business hours? Demolition of windows may require tools that may be loud. Please advise. Expected work hours to be normal business hours. Work should be done in the quietest manner possible within normal work practices. It is understood and expected that demolition / construction comes with some noise and inconvenience.

6. To avoid jumping from wing to wing and room to room has the VA implemented a plan in which to give the contractor rooms for work to take place in a sequential order? Please provide suggested phasing plan. The VA cannot guarantee exact sequential order of window replacement. The expectation is for the contractor to provide a work schedule based on an assumption of sequential order with the understanding that patient census levels are outside our control and that rooms may need to be skipped over. However, the VA hospital staff, engineering staff, and contractor should remain in close communication through the course of the project to coordinate work locations and occupied patient rooms to the most reasonable extent possible in order to continue providing a full level of patient care while helping the selected contractor to maintain an efficient work schedule.

7. Please confirm that administrative and construction NTP can be issued separately to allow for procurement of windows which are a long lead time item. Propose reasonable period of performance to procure and install if unable to meet 90 days as stated in solicitation.

8. Please provide additional specifications for the threat level W1 and blast load GP2 requirements. Specifications for these were included. A revised full specification set with updated table of contents is included with this RFI response. This revised Specification document shall replace the original provided with the solicitation. File named: CON 436 SPEC BUILDING 154 FOURTH FLOOR WINDOW REPLACEMENT Rev.2

9. If there is existing information on the windows that are currently installed, can that be made available to bidders? Details of the installation project for these windows are on the attached drawing sheet “2_436.436-05-102.154.AE102.BUILDINGS 154 - FIRST FLOOR PLAN WINDOW DETAILS”

10. Please identify a staging area location. Staging will not be available immediately adjacent to the building. Coordination on site for staging will depend on the contractor’s request and duration for space needed and on other construction activities at the time that may impact availability of space for staging.

11. Please identify any accessible areas surrounding the building that a man lift will NOT be allowed to occupy, or if there are any special considerations bidders need to have for equipment. Man lift weight is maximum 20,000 lbs. Some participants in the site walk identified significant limitations in being able to access many of the windows from the grounds. The only area with a paved surface up to the exterior building wall is in the vicinity of the loading dock between the north and west wings of the building. Even in this area access is limited due to the MRI trailer which will have restrictions from equipment working over it. All other areas, access is impeded by existing structure at lower levels. However, the contractor can use whatever lifting equipment they deem appropriate within OSHA regulations for height and reach so long as protection is provided capable of supporting the lifting equipment to prevent damage to landscaping, sidewalks, or any other portions of the building/driving surface.

12. Please advise if Seclusion Rooms will be maintaining that function, and if so, will human impact resistance be required? Yes, provide windows appropriate for mental health seclusion rooms in each of rooms 429 and 451. To include human impact resistance and tamper proof fasteners.

13. Once windows are removed, will they be salvaged for owner use or advise if there are any requirements for recycling or disposal. The VA requires a waste stream report. The VA has no interest in salvaging the old windows for internal use but encourages recycling or reuse by the contractor whenever reasonably available.

14. Interior window trim that is butted up to existing windows and will need to be removed to take out existing windows and will not be salvageable. It is recommended that this be added to the scope of work. Please clarify additional requirements for trim. Existing trim is metal trim to match the existing framing. Intent is for removal and reinstall of existing trim as able. If unable to reuse existing trim, than a matching replacement shall be provided.
