General Conditions and Statement of Work
Introduction Rocky Mountain Regional Veterans Affairs Medical Center (RMRVAMC) wishes to enter into an agreement to purchase SIM EQ008, AV System for the installation and training at the Bioscience East Building located at 1999 N. Fitzsimmons Parkway, Aurora, CO 80045.
The contractor shall provide all displays, mounts, system integration, cable management and training detailed below. The system will cover 10 specific rooms/areas with varying requirements for displays, mounting options and systems integration.
General System Design and Planning Basis of Design The basis of design for the system being proposed is detailed below. Exact matches or equivalent components are required for the outfitting and activation of the Simulation Facility. The awarded contractor must delivery a fully functioning and integrated system.
General Requirements The 15 each Standard Displays detailed in section 2.3. must meet or exceed the following specifications:
· Minimum of 4 HDMI inputs
· Wi-Fi Certified 802.11a/b/g/n/ac
· Bluetooth enabled
· Smart phone connectivity for iOS and Android with built-in Chromecast
· Minimum of 1 audio output
· Minimum of 3 USB ports
· USB Playback Codecs that support at a minimum of MPEG4, JPEG, MPEG1 and MotionJpeg
· Will be an LCD display type with resolution of at least 3840 x 2160 and 60Hz refresh rate The 4 each Interactive Displays detailed as SMARTboards in section 2.3. must meet or exceed the following specifications:
· The ability to write or draw by two different users independently and simultaneously over any application or presentation displayed; minimum of 4 pens (black, red, green, blue) and one eraser provided upon delivery
· Touch screen functionality that recognizes provided writing device and finger/hand
· Will be an LED display type with 3840 x 2160 resolution and 60Hz refresh rate
· Minimum of 2 each 10W speakers with at least 1 audio output
· Wi-Fi Certified 802.11a/b/g/n/ac
· Bluetooth enabled
· Will have integrated computer capability to display presentations from USB devices with a minimum of 4 GB of RAM and 32 GB onboard storage
· Will have the ability to capture display contents into common file format to include .doc and .pdf.
· Contrast ratio of at least 1200:1 All displays will be wall mounted and award contractor will be responsible for all mounting requirement to include external support/bracing as needed. Mounts will meet or exceed specification for components detailed in section 2.3.

· 1 Each 55" Display (Sony XBR55X800G)
· 2 Each 65" Display (Sony XBR65X800G)
· 2 Each 65" SMARTboard (Smart 6265P)
· 2 Each 86" SMARTboard (Smart 7286P)
· 5 Each 3' DVI to HDMI Cables
· 5 Each 3' Audio Cable
· 14 Each 10' HDMI Cable
· 2 Each 30' HDMI Cable (Legrand AC2F10-BK)
· 5 Each 65' HDMI Cable (Legrand AC2F20-BK)
· 5 Each Conduit (PC200-H150)
· 2 Each Medium Tilting Mount (Chief RMT2)
· 1 Each Large Tilting Mount (Chief RXT2)
· 2 Each Large Smartboard Mount (Smart SBID-501)
· 10 Each Medium Articulating Mount (Chief TS325TU)
· 2 Each Large Articulating Mount (Chief TS525TU)
· 2 Each Extra-Large Articulating Mount (Chief PDRUB)
· 5 Each HDMI Wall Plate
· 2 Each HDMI Splitter (StarTech ST124HD202)
· Connector and Adapter Kit (will be extra cables and adapters for connectivity as needed beyond installation requirements to be left with staff)
· 2 Each 10’ HDMI to HDMI Cable
· 4 Each 10’ DisplayPort to HDMI Cable
· 2 Each 10’ HDMI to DVI Cables
· 3 Each 10’ HDMI to VGA cables
· 3 Each DisplayPort to HDMI Adapters Proposal Requirements Document Requirements Detailed product brochures, technical data and/or product cutsheets for each display type submitted must be provided with the submittal.
General Site Conditions General Operation On-Site assembly and installation of items, and performance of services identified in this document will take place during normal business hours which are defined as: 7:00am to 4:00pm Mountain Standard Time), Monday through Friday, and excluding Federal Holidays.
The vendor will protect all finished spaces and surfaces at no additional cost to VA ECHCS. The vendor will be responsible for paying for and repairing any damage or noted deficiencies to finished spaces and surfaces that occur as a result of the vendor’s (or associated sub-contractors) installation.
There are no dumpsters available for vendor use. Vendor shall be responsible for removal of all trash generated from installation.
Drawing Documents A detailed floor plan with markups and notes has been provided with this package.
Installation Requirements The general Installation requirements are:
· Vendor is responsible for bringing all system into operation to include making final connections to VA provided computers. This includes all required cabling, connectors, adapters, video and audio input devices, etc.
· Any cable runs that are external or surface ran along the walls will be enclosed in wire molding that closely matches the exiting paint color of the applicable wall.
· Cables will not be ran along the floor in a manner that imposes a tripping hazard.
· As detailed in section 4, the awarded contractor will be responsible for removing all debris to include carboard boxes from the area after installation.
· All mounts will be of such a design easy access to the rear connections is available.
· For the larger SMARTboard or equivalent displays, the use of wood for external bracing is acceptable as long as the wood is not visible when viewed from the front.
Specific installation requirements:
· Within room Control 1, P1-106F, four (4) HDMI cables will be ran from SIM #1 and SIM #2 into this room. The cables will be ran through the wall and terminate into four (4) HDMI, female wall plates.
· Within room Debrief, P1-106C, a long enough HDMI cable will be provided that will allow a connection from the opposite side of the room (west wall) from where the controlling computer is shown on the included drawing.
· As noted on the drawings, the two (2) 65” displays located in room Training/Classroom, P1-106M, must be must be cable of displaying content from either of the two (2) SMARTboards located in the front of the rooms. Additionally, these displays must be on long arms that have the ability to extend at least 24” and pulled down to a level should access to the controls be needed.
Project Management Requirements Project Management Plan The Contractor shall draft a Contractor Project Management Plan (CPMP) that lays out the Contractor’s approach, timeline and tools to be used in execution of the contract. The CPMP should take the form of both a narrative and graphic format that displays the schedule, milestones, risks and resource support as well as detailed specifications for each product type to be installed. The CPMP shall include the contractor’s plans for managing all subcontractors if applicable. Reporting Requirements.
This plan will be submitted for VA approval within 30 days of award.
Verification and Validation Requirement (Testing) The Contractor shall perform testing following installation to ensure connectivity between training spaces and control rooms.
The Contractor shall demonstrate functionality in each room where contractor provided equipment has been installed.
Training Requirements Onsite Training The contractor shall provide 4 hours of onsite training that focuses on system topology, system layout, basic troubleshooting, input/output switching, etc.
The contractor will provide onsite, train-the-trainer, SmartTech or equivalent training for the SMARTboards or equivalent displays. This training MUST be from a certified trainer from the manufacture and the training will take place over an 8-hour period for up to 10 personnel. Training must cover and demonstrate all features and capabilities of the displays.
The awarded contractor will provide a detailed training plans for these displays within 30 days of award.
The SMARTboard or equivalent training must be conducted within 10 business days of final installation.
Offsite and Web-Based Training The contractor shall provide SmartTech or equivalent, online Training for six (6) personnel. This training will cover all aspects of using the technology with prescribed practices for enhancing the training environment.
Warranty Coverage periods Warranty coverage for the SMARTboards or equivalent will be for three (3) years on the displays and 1 year for the pens.
Warranty coverage the standard displays will be for one (1) year for the displays.
Contractor Warranty Requirements The contractor will provide a warranty report/document within 10 business days before installation that shows the displays make, model, serial number, warranty coverage, and manufacturer’s warranty claim contact information. Final signoff will not be accomplished until this document is provided. Note, this must be provided prior to delivery of equipment.
Security Requirements The C&A requirements do not apply and a Security Accreditation Package is not required image1.jpeg image2.jpeg
