Replace surveillance Systems Questions and Answers
Questions Set 1
1. What is the existing video, security and access systems in place today?
A variety of vendors and systems are in place. Existing systems will not be integrated to new system.
2. The Statement of Work states “work includes alterations, electrical work, selective removal of existing construction and certain other items…” Please provide specific details on the electrical work and removal of existing construction that is required.
Install new electrical per Drawings. There is no significant removal of existing construction.
3. Is there existing wiring that can be utilized or will this require new cable runs?
New cable runs
4. For weekly payroll, will VA accept AIA G702 form or will pay stubs be required?
Weekly payrolls are required to be certified. We typically receive them on the U.S. Department of Labor
Payroll form. Actual practices to be determined after award.
5. Can the VA be more specific with the CLIN’s and the equipment count? Please provide make and model of required equipment.
Equipment count is shown on Drawings. Basis for design with Make and Model of required equipment is shown on Drawings
6. Alarm installers are categorized under the electrician wage group. It is listed twice with wage & fringe varying as follows: 21.03/4.94 & 23.04/5.52. Which one is applicable?
Wage rate update is included in this amendment. The second mention of Alarm installers is excluded in the title. Therefore the wage rate that you will use based on the updated wage rate is the Electrician
(Alarm Installation at the rate of 20.47/4.52.
7. Are there existing storage racks?
No
8. The new systems, video security, access & intrusion. Do they integrate with any other existing systems? If so, please provide the name and version.
No
9. The access system references "integrate with the personnel data base". Is this the personnel function within the access system or the VA human resource system?
It is the personnel function within the access system and will be developed by the contractor
10. Is the VA providing the single enterprise server? If the VA is not providing the single enterprise server, please provide the brand, model and OS.
All equipment listed in drawings is contractor furnished/contractor installed
11. The “Surveillance System Replacement, Specification REV 11 May 2017 PDF document”, is dated
May 11, 2017 and November 12, 2013. Is the information on this document still accurate as to what is being requested for this solicitation? Please verify that this document is relevant to the Statement of
Work, Replace Surveillance System (page 6) for Project 623‐12‐105.
Document is relevant, pages 2, 3, and 4 are incorrectly dated
12. Will the new Surveillance System be a stand‐alone network? Will there be a 2nd phase to the existing Surveillance System already in place?
New system is stand‐alone network. Future integrations are to be determined.
13. What is the anticipated contract award date?
This will depend on when the solicitation actually closes. Anticipated Award Date is within 30 days of solicitation close. Award notice will be made on FBO.
Questions Set 2
1. How many existing analog cameras are there currently and how many of these existing analog cameras will need to be transitioned to the new IP camera system via video encoders?
See Drawing 01DTY102 for cameras to be demoed

2. Per Section 28 23 00 Video Surveillance / Part 2 – Products / 2.2 Cameras / 11. Appropriate signage shall be designed, provided, and posted that notifies people that an area is under camera surveillance. What areas or exactly where is signage required?

3. Please clarify the following discrepancy in regards to video recording. Discrepancy occurs between statement of Section 28 23 00 Video Surveillance / Part 2 – Products / 2.3 Digital Based Video Management System / D. Server Modules / 6. System shall have a total centralized storage capacity of a minimum of 70 TB. Recording is based on record on motion, 10 fps, 30% motion, H.264 compression, 30 days capacity, RAID 5 configuration. Storage may be distributed on individual network video recorders. Each recorder shall be RAID 5 configured and for cameras recording to that NVR maintain 30 days storage at 10 fps, 30% motion, H.264 compression. (versus) statement of Section 28 23 00 Video Surveillance / Part 2 – Products /
2.11 Recording Devices / E. Contractor shall furnish, install, and configure storage for a minimum of 30 fps recorded on motion only using 50% motion, 30 days duration, all cameras. Please clarify recording frame rate (10 fps or 30 fps) and % motion (30% or 50%) based upon this discrepancy.

1. Does this contract include installing fiber from the OI&T Rooms to the various Telecommunications rooms?
Contractor shall provide and install fiber from OI&T rooms to Telecommunications rooms
2. Is the Network Head-End room #201A1-52 a construction buildout?
Contractor shall provide and install Technology Room MC-1 equipment in this room
3. Is 110vac power circuits part of this contract or will an electrical contractor be hired by the owner to provide this?
Contractor shall provide Electrical per Electrical Drawings and Specifications – Not by Owner
4. Are the wall and/or wall racks part of this contract?
5. Contractor shall provide and install equipment racks – Not by Owner
6. Are the UPS’s part of this contract? If so, how long of a run time are you looking for?
Contractor shall provide and install UPS units per Drawings and Specifications
7. Can the required cables for the access and video systems be installed in the existing cable tray of in J hooks?
Contractor shall provide and install J Hooks as necessary for cabling
8. Is conduit required to be installed for all of the security cables?
Contractor shall provide and install J Hooks as necessary for cabling, exposed cabling shall be in conduit
9. Is a network jack required to connect the camera CAT6 cable above the ceiling or can cable be pulled direct from the camera to the network switch?
Contractor shall provide standard RJ-45 connectors, both ends
10. Are the network switches to be supplied as part of this contract?
Contractor shall provide and install network switches per plans and specifications
11. What BIT format is required for the new card readers?
Contractor shall comply with specifications
12. The drawings do not show an Intrusion Alarm panel. Is one to be supplied as part of this contract?
Contractor shall provide and install intrusion detection security control panel per plans and specifications
13. Will the NVR be required to record 24/7 with no motion detection enabled to achieve the 30 days of storage?
Contractor shall provide and install network video recorder per plans and specifications
14. Who is to supply the Fiber Distribution Panel identified on Drawing #00 TY301?
Contractor shall provide and install Fiber Distribution Cabinet SC-FDC-1
15. What room will the access and video servers be located?
Room 201A1-52
16. What room will the Access Badging Station be located?
Room 1A104-53
17. What room will the Access and Video Workstations be located?
Room 1D134-53
18. Drawing # 00 TY500 shows 14 cameras. The drawings show 18 cameras total. Which is correct?
Provide and install 14 cameras per Drawing 00TY500 and referenced drawings
19. Drawing # 00 TY502 shows 12 doors with card readers. The drawings show 20 doors with card readers. Which is correct?
Provide and install 12 card readers per Drawing 00TY502 and referenced drawings
Question Set 4
1. Is the new camera servers and equipment going to monitor any existing cameras or feed existing monitors?
No
2. Is there an existing access control system in place? If so are we utilizing any of the controllers or software? Does the new equipment need to match existing if applicable?
Yes – Demo existing per Drawing 01DTY102 and 53DTY100 – Contractor is not re-utilizing existing PACS or matching existing
3. If installing new access control server as sow states for section C of bldg, are we connecting any existing doors or equipment to the new controllers?
New PACS will connect to new card readers shown on Drawings
4. Is there any existing IDS equipment that needs to be connected to access control?
New Intrusion Detection System components will connect to new IDS controllers
On page TY‐600:
Item #10 on the equipment schedule shows an SC‐ER‐1 enclosed equipment rack, there is not a location shown for this piece. This model is also discontinued. Is it required?
SC‐ER‐1 is called out on Detail 3 Dwg 00TY301 – provide approved equal if obsolete
Item# 11 is also listed and not used. Is this equipment required?

Item#15 SC‐Media, media converter for PTZ cameras is shown on the equipment list but not used. Is this required?
This item is not required as there are no external PTZ cameras in the project
Question Set #3, Question #12
It states that the contractor is to provide and install an intrusion detection security control panel per the plans and specs. We do not see on the drawings an Intrusion alarm panel. It is our understanding that all of the devices will terminate to the Access Management System PACS.
Drawing 00TY600 schedule references SEC‐1 Intrusion Detection Security Control Panel and specification to be used for a complete functional system.
Question Set #4, Question #4
It states that a new Intrusion Detection System components will connect to a new IDS controllers. Again, the drawings do not show an IDS controller.

1) is the contractor responsible for purchase of HSPD‐12 PIV cards, if so how many? Should a line item be included on the bid form for these cards? The cards are a significant cost of 1200 need to be provided for each employee that is added to the new database.
The intent is for the contractor to program the credential on the existing PIV cards that all VA employees have.
2) can the existing locking hardware on the doors to receive new card readers be re‐used or are new locksets required, if so what brand of hardware is desired? What is the existing locking hardware on the 2 new card reader locations?
Existing door hardware shall remain, door strikes shall be replaced. Note: there are 12 new card readers per schedule on 00TY502.
3) are the existing card readers standalone or tied into any existing access control system? If so what is this system ?
Existing access control system is stand alone and shall be demoed as called for on the plans.
