Solicitation 36C25725Q0217 Technical Questions - NTX HVAC Coil Replacements

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

Answer: Brand new

2. If not brand new, could you please provide the current/previous contract number?

Answer: N/A

3. Could you provide any pictures showing the location of the coils in the assigned building?

4. Can you provide what the size of each coil per building?

5. Could you provide any pictures showing the location of the coils in the assigned building?

6. Where are the coils located, are they located within a Mechanical room that has easy access all the way around them? Or are they located within in a ceiling, and we will have to utilize a scissor lift and duct jack to install them?

7. What are the tonnages of the coils? What are the dimensions of the coils? What is the total weight of the old coils and the new coils?

8. What materials are the coil headers made out of on both the old coils and the new coils are they copper?

Answer: Aluminum fins and Copper piping

9. Do all the coils have bleed down ports , I.E. Ball valves to drain them? If so, are they in good working condition or do we need to figure in replacing the drain petcocks as well. If so, what size petcock is it, what size pipe is it.

Answer: In good working condition, as far as the government is aware. There may/may not be issues with completely opening or having sediment in the line for drainage.

10. Do the cabinets that the old coils are in are they in good shape or will we need to do some fabricating or any sheet metal work to seal the or make them operational?

Answer: In most case they are in good condition but recommend that they be cleaned and coated. Unsure if any fabrication would be needed.

11. Will we have a place to store equipment, or will we have to remove tools and parts every day?

Answer: Yes, there will be a space allotted to store and secure equipment.

12. Will we be able to remove and dispose of the old coils?

Answer: Yes.

13. Are there any drawings available of the existing conditions?

14. Location of the air handler and HVAC coils in the builds including accessibility to the units, height from floor, and photos of each unit.

Answer: See Question 5 and 6

15. Air hander information tag suppling each HVAC coil.

Answer: All information pertaining to the unit is on the data plate on the unit.

16. Location of shut off valve for each coil.

Answer: Located near the units.

17. Can coil be isolated by shut off valve or does the air handler supplying the HVAC coil need shut down for replacement?

Answer: Yes

18. If air handler shut down is required, can this be done during normal business hours?

Answer: Any and all shut down are coordinated through Engineering through the Energy Center and the A/C Shop.

19. If HVAC coils are in patient care areas, what are the IRCA requirements?

Answer: Yes, in Patient Care areas but not patients rooms.

20. Is this project tax-exempt?

Answer: No.

21. Is there glycol in the chilled water system(s)?

Answer: No.

22. Are there hazardous materials on the mechanical piping or ductwork?

Answer: None the government is aware of.

23. Will there be scheduled outages or after-hours work?

Answer: All scheduled outages must be coordinated through Engineering through the Executive Office to disseminate through distribution.

24. Who is the incumbent controls contractor?

Answer: Siemens.

25. Will test and balance be required for the whole HVAC system(s) or at the AHU(s)?

Answer: No

26. Will the VA provide escorts and or keys to get to the mechanical rooms?

Answer: Yes.

27. Could you provide us Model numbers for the AHUs?

Answer: Yes, we can get this information for you.

28. Is there a possibility to schedule another site visit for this project? Unfortunately, we could not be there for the site visit on the 21st of January.

Answer: Yes.
