PERFORMANCE WORK STATEMENT (Revision 1)
HVAC Coil Replacement
A. General: Replace multiple steam coils.
B. Background: Multiple HVAC coils need to be replaced at the Dallas VA Medical Center located at 4500 S. Lancaster Rd, Dallas TX 75216.
C. Description of Work: The contractor shall remove existing coils and replace them with new coils provided by the VA. The contractor shall remove the old coil and haul it off. The contractor shall leave the job site in a safe and clean environment at the end of each day and after the job. The contractor shall be responsible for providing all tools needed to complete the installation and shall follow all VA safety procedures. The contractor shall provide documentation to the Government POC verifying that work is completed and the new coils are functioning to manufacturer specifications. The work is needed in the following areas within the VA Medical Center in Dallas, TX. Qualified and licensed HVAC technicians shall do all work.
1. Building 2-Installation of a VA-supplied chilled water coil for AHU-17. Direct replacement coil install, welding(cutting and re-welding joints on coil piping if needed. This includes the necessary parts to remove the old coil and install a new coil and haul off of the old coil.
2. Building 2-Installation of a VA-supplied chilled water coil for AHU-32. Direct replacement coil install, welding (cutting and re-welding joints on coil piping if needed. This includes the necessary parts to remove the old coil and install a new coil and haul off of the old coil.
3. Building 74-Installation of a VA-supplied chilled water coil for AHU Swimming Pool. Direct replacement coil install, welding(cutting and rewelding joints on coil piping if needed. This includes the necessary parts to remove the old coil and install a new coil. Haul off of old coil included. There is a sheetrock wall near the coil, the contractor shall remove and replace the sheetrock.
4. Building 1-Installation of a VA-supplied chilled water and steam coil for AHU-8. Direct replacement coil install, welding(cutting and re-welding joints on coil piping if needed. This includes the necessary parts to remove the old coil and install a new coil. Haul off of old coil included.
5. Building 43-Installation of a VA-supplied chilled water coil for AHU-1. Direct replacement coil install, welding(cutting and rewelding joints on coil piping if needed. This includes the necessary parts to remove the old coil and install a new coil. Haul off of old coil included. Crane services are recommended for this job.
D. Hours of Performance: Normal duty hours. 8:30 am to 4 pm CST, Monday – Friday.
E. Check-in Requirements: Contractors must report to Engineering Service Office Building 9 to obtain a badge and sign in with the Engineering Service before work begins.
F. Documentation: The contractor shall furnish a detailed field service report upon completion of work to the COR. Payment will not be processed until a properly completed service report is received. The service report shall contain, at a minimum, the following information:
1. Total time spent performing maintenance.
2. Detailed narrative description of the services required
3. Date and time the installation is completed
4. The service report shall itemize every item in the specification. Each item shall state the "as found" condition or values, the "calibrated to" or "adjusted to" values, the factory design tolerances, and a complete description of all work performed concerning the items. Included will be a list of new parts used and recommended future repairs.
G. Period of Performance: February 15, 2025- April 30, 2025.
H. Contracting Officer Technical Representative: Before contract award, the Contracting Officer shall designate a VA Medical Center employee as the COTR. All work coordination shall be made through the COTR. The Contractor shall be provided a copy of the letter of delegation authorizing the COTR at the commencement of the term of the contract. No other person shall be authorized to act in such capacity unless appointed in writing by the Contracting Officer.
