Technical Questions

CTX Floor Tile Repair

1) The tile being removed, is that Carpet tile, ceramic tile, etc.?

The tile is an adhered VCT tile.

2) What material is to be re-installed?

Luxury Vinyl Plank: Karndean – Loose Lay LLT202 Color: Indiana

3) What material is the Sub floor?

Concrete slab on grade.

4) What material is the Base material?

Existing base is a rubber cove base applied to GWB.

5) What Base material is to be re-installed

Match existing base with complementary color to plank floor. COR & Occupant to approve.

6) Prior to beginning demolition work the contractor shall test existing tiles for asbestos. If asbestos is identified the contractor shall take the proper abetment action. Explain (proper action taken) and if there will be a modification to the contract if asbestos is found for abatement?

Due to the age of the building, we are requiring asbestos testing as a precaution. We do not anticipate any asbestos however should testing indicate otherwise allowances will be made upon the contracting officer approval.

7) 7 It appears this removal and installation is 1 room, based on the LF and SF numbers in the description in demolition, however in the Installation of new tile section it states transitions between dissimilar tile materials and threshold to be ADA compliant, indicating multiple rooms.

The primary replacement area is in the corridor which has multiple doors to adjacent spaces. Some of these spaces have carpet, carpet tile or dissimilar tile floor. The contractor should attend the site walk to observe the specific type and number of transitions required.

8) Please verify the number of rooms and locations or a set of drawings indicating areas to be worked on please.

Currently the tile will only be required to extend into a small IT closet adjacent to the hallway and (2) storage rooms at the end of the hall.

9) Is bonding going to be required?

Yes

10) Provide specification on type of tile to be installed? RFQ section – Demo of existing tile #2 / page 4 of 51.

11) Provide clarification of Building where work is to be performed?

Building 90 basement floor.

12) RFQ states Building 90 section requirements page 4 of 51?

See question #11.

13) RFQ states Building 222 section site visit page 32 of 51?

This was for parking purposes on day of site walk.

14) What are the minimum specifications and /or restrictions on the size, color, texture of the replacement tile—both base/body tile and accent/boarder tile.

Tile has been specified in previous answer. At minimum, the base will be rubber cove base 4inc tall (6inc is also acceptable) with a complementary color. Color samples to be provided by contractor for owner selection.

“The contractor shall provide the COR and VA tenant sample of tile and base to be installed prior to beginning any work. Additionally, the contractor shall provide (3) layout patterns sketches.”

The Owner of the building after the site walk has returned to the previous plank material mentioned in Question #2. NO pattern variation is required. Plank is to run lengthwise in the hallway in a standard staggered plank pattern.

16) If there is not a specific flooring spec, what allowance would you like us to use so that we are all bidding the same material price?

N/A See question #2 for flooring material.

17) If calls to match existing floor pattern can we get a plan indicating layout so we can account for primary color and accent color quantities?

The owner has returned to the original plank tile selection. Installation is to be a stagger plank pattern running the length of the hallway.

18) Any quantity requested for attic stock?

Please provide (2) unopened attic stock.

19) If the material being installed is VCT, are we responsible for applying wax or does the

VA have a company that is responsible for flooring maintenance that will perform the waxing?

The floor shall be left in a completed state, clean and wax treated per manufacture requirements.

20) Page 5, Number 4 under "Installation of New Tile" It calls for self-leveler over the entire floor area.

Self-leveling compound will only be required where deviation in floor level, damage or repair is required.

21) 5. Will foot traffic be eliminated during the installation & curing process of the primer and self levelling?

Work has been prescribed for night and/or weekends (see previous answer).

Contractor should plan there work to provide adequate curing time. Again, self-leveling compound is not required over the entire floor.

22) To self-level we need the whole space demoed and poured at one time so that the leveling material can be cohesive throughout the SOW. If we self-level all adjoining areas that are not receiving new flooring will have a height difference that we cannot account for at this time?

Level is not required over the entire space only as previously described. Where leveling occurs adjacent to different materials the contractor shall taper this installation to allow installation of rubber transitions between different materials.

Transitions shall follow ADA guidelines.

23) Do you have a spec on the moisture sealant you want used?

NO. Contractor shall submit a liquid applied; low VOC sealant recommended by the tile manufacture for VA approval.

24) Can we use a 100% RH Adhesive in lieu of moisture sealant?

100% RH would be considered with tile manufacturer approval.

25) Has Moisture testing been done on the slab?

NO

26) 10.Does this area of work have any moisture problems that is leading to the use of moisture sealant?

To our knowledge the floor does not have a reoccurring moisture issue. Previous damage was do to flooding.

27) 11.Do you want to go back with a 4.5” tall cove base rather than 4” to eliminate paint lines?

As discussed in field and in previous answers the contractor can either install 4inc base or elect to install 6inc base.

28) What is the color selection on the new base?

Contractor shall provide sample color chart for owner selection. Colors provided should be complementary to the specified floor plank.

29) What will the ICRA level be for this project?

This is not considered an ICRA project.

30) Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?

NO.

31) It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the

Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?

NO this is not a RFP design build. This should be a firm fixed price contract. The area of work has been defined during site walk, and drawing provided. Basic materials have been outlined in the SOW and the follow on RFI. The contractor should bid accordingly, provide submittals and substitution request as necessary.

32) Provide all the site visit sign in sheets

Sign in sheet is the property of the CO (Contracting Officer). The CO will release at their discretion.

33) Any quantity requested for attic stock?

Provide at minimum (2) boxes of attic stock.

34) If the material being installed is VCT, are we responsible for applying wax or does the VA have a company that is responsible for flooring maintenance that will perform the waxing?

The VA expects a clean finished product which would include waxing per manufacturer requirement.

Level is not required over the entire space only as required to make repairs. Where leveling occurs adjacent to different materials the contractor shall taper this installation to allow installation of rubber transitions between different materials. Transitions shall follow ADA guidelines.

36) Will foot traffic be eliminated during the installation & curing process of the primer and self levelling?

NO. The building will be occupied during the day. Contractor is to provide floor protection as required to prevent tracking of strippers and other materials to adjacent space.

37) To self-level we need the whole space demoed and poured at one time so that the leveling material can be cohesive throughout the SOW.

38) If we self-level all adjoining areas that are not receiving new flooring will have a height difference that we cannot account for at this time?

39) Do you have a spec on the moisture sealant you want used?

44) What is the color selection on the new base?

Contractor shall provide sample color chart for owner selection. Colors provided should be complementary to the specified floor plank.

45) Can demo and work occur during normal business hours.

NO. All work is to be performed after hours or on weekends. Provide cost difference for weekend work verses afterhours.

46) What are the hours of operation for work to be performed?

6:00PM to 5:30AM Weekdays, weekends from 8:00am to 5:00PM.

47) Is this M-F work only or are we able to work on Weekends?

We are asking for cost difference between nights and weekend work. The VA intent is to have work completed during weekdays under after hours conditions.

48) Past Performance: based on the VA Infection Control Risk Assessment requirement should that be a past performance requirement when dealing with Medical facility because of the health hazard compliance, policies and procedures set forth by the VHA? This will ensure that the contractor is in compliance with the requirement.

As this is an office call center there are CA requirements.

49) Are we to dispose/abate of any asbestos, lead, mold or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.

50) What will the ICRA level be for this project?

ICRA is not required for this project.

51) Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?

52) Will all work associated with this project able to be performed during regular working hours?

NO, see previous responses.

Clarification

All quotes should be written to perform work during the overnight period, no exceptions. Work by contractors should be done between 6:00pm and 6:00am Monday through Friday. Please note weekend work is acceptable as well. Please provide rates/cost differences between night and weekend work.

Do not include asbestos abatement in your proposal. We encourage the contractor to test prior to beginning their work. Should test result show asbestos we will then address this work via a change order. The contractor will be required to provide any positive result documentation to the

VA prior to addressing any change order.

Each contractor should include temporary floor protection in their scope of work to prevent tracking of material in adjacent areas during mastic and tile removal. Such products as Ram

Board, Florotex, etc. are acceptable.

Contrary to previous discussion on site, the owner has returned to the plank material previously specified. Please provide Luxury Vinyl Plank: Karndean – Loose Lay LLT202 Color: Indiana as from previous RFI response. Tiles should be installed per manufacturer recommendation and laid length wise down the hall.
