1. 36C25723Q0547 Due to the Lowest Price, Technically Acceptable (LPTA) source selection, please verify if the procurement is for Medical Device Patient Lifts FDA Complete System (FDA Includes: Motor, Rails, Hangar Bars) Brand New purchase and Installation.
a. S02-36C25723Q0577 Page 4 of 50…the paragraph says “ARJO Huntleigh or AMICO ceiling lifts”, “our goal is to match the lifts” suggesting Arjo Huntleigh or Amico will suffice the SOW only and no other Vendor will suffice. The VA has clearly made their decision on two vendors. This is a suggestion that the VA will not purchase based on equipment performance but by previous relationship.
Answer: Brand name items have been removed from the SOW.
b. 36C25723Q0547 Page 8 of 57…. this talks about Upgrade/refurbishing of existing track with installation of new motor”, insinuating a manufacturer can reuse old parts?
This will create an unfair pricing advantage if a manufacturer is allowed to bid an upgrade of the Motors to the current rails or reusing any end-of-life parts. Medical Device End of life parts are not allowed to be reused as they are End of Life, if you have a waiver for this, please provide the waiver to reuse Medical Device End of Life parts such as the rails shown here only Arjo or Amico can match per Sow. Page 8 of 57…Please clarify if this is an upgrade of only the MOTORS or a Brand-New FDA Medical Device Patient Ceiling Lift System?
Answer: The requirement has been revised for all new patient lifts.
c. 36C25723Q0547 Page 8 of 57…the paragraph says, “Ceiling lifts must not be combined with rails or hardware from different manufacturers.” . Page 5….we agree due to the liability and creating a new type of lift not approved by the FDA. We would like to alert the VA to also to…PAGE 24 C.4 VAAR 852.212-71 GRAY MARKET ITEMS (APR 2020) CURRENTLY does not allow reusing of End-of-Life equipment or any previously bought parts such as Line items 8-11, this would be considered remanufactured supplies or equipment/parts provided per C.4 VAAR 852.212-71 GRAY MARKET ITEMS (APR 2020)

d. 36C25723Q0547 Page 14 of 57 a. B.3 PRICE/COST SCHEDULE 0001 - 0009 looks like the government is procuring a parts contract as there are no mention of Medical Device Patient Ceiling Lifts. These are parts request line items only….please clarify if the government if procuring a parts contract or new Medical Device Patient Ceiling Lifts?
Question: Based on the above…. Is this an UPGRADE of End-of-Life Medical Device Patient Ceiling Lifts or is this a 100 percent brand new purchase of all Medical Device Patient Ceiling Lift needed? Parts Contract? It would be an unfair advantage to a single
Answer: The requirement has been revised for all new patient lifts.
2. 36C25723Q0577 has 52.211-6 BRAND NAME OR EQUAL? Yet there are several mention of no other brand will suffice or will be accepted.
i. Ceiling Lifts and Installation IAW SOW See "Instructions to Offerors" on page 38…clear direction SOW Only Brand Name.
Answer: The requirement has been revised for Patient Lifts with salient characteristics.
ii. The systems being installed here are being installed in areas that already contain similar equipment, and our goal is to match the lifts in the same section of the hospital to avoid misuse of unfamiliar equipment. Page 4….this clearly states its Brand Name Only.
Answer: Brand name items have been removed from the SOW.
iii. Scales must have a readout in the hand control and must not decrease the lifting height of the system. Page 4….specific to certain vendors only, limiting competition…too specific.
Answer: To maximize patient safety and patient comfort and convenience when using the lifts, this is what is required.
iv. New lifts shall accept generic type replacement batteries without voiding any warranties. Page 5….Too specific request, limits competition for the performance of the lift.
Answer: The specifications of the batteries must be compatible with the lifts provided to ensure neither the lifts, the batteries, nor the facility’s electrical system components are damaged.
v. For reinstallations and structure alterations of existing lifts: Ceiling lifts, curtain compatibility, and continuous-charge rail must be approved by the manufacturer of the existing lifts, supports and/or rail system. Only one manufacturer’s lifts, rails, or hardware are allowed on any part of a system that interconnects. Page 13…this shows its an unfair pricing situation with new lifts and upgrades being purchased that only limited vendors can perform.
Answer: The requirement has been revised for all new patient lifts.
vi. The contractor must offer a warranty for and take responsibility and liability for the function of the rail system onto which they install their lifts or which they modify. The contractor will resolve any issues with the current structure or compatibility within the firm fixed price offered for this contract taken from Page 13. Page 5 (4)(p) a says this is not allowed on page 13, conflicting SOW. “Ceiling lifts must not be combined with rails or hardware from different manufacturers.”
Answer: The requirement has been revised for all new patient lifts.
3. 36C25723Q0547 Training and Warranty
i. Page 6 of 57. Contractor will provide training on equipment use for all new types of equipment included in this contract, one session per shift for up to 2 shifts of personnel in each affected area and for onsite trainers (up to 10 sessions scheduled after installation and before use), in coordination with COR. Page 6…why the request for this quantity of training? Should this not be a line-item specific request if varying from manufacture directed free training?
Answer: The Contractor need not provide different training from what the manufacturer provides. The Contractor must ensure adequate training is provided as specified, whether done by the OEM’s staff or the Contractor’s staff. Training has been added as a separate Line Item.
ii. Page 9 of 57: A specific opportunity for Service Agreements, Preventive Maintenance Agreements, and Extended Warranty Agreements should be presented. Page 9….this will change pricing, what specifically is the government requesting in this solicitation, please provide a line item if this will affect LPTA.
Answer: The Government is requesting a description of a maintenance contract the offeror can provide that can be purchased after the equipment warranty ends. This requirement will not be included in this procurement, but this information is important for future life-cycle planning for this equipment.
iii. Page 10 of 57: Contractor shall provide certified in-service training on each site, multiple times in a day, for biomedical engineering staff in coordination with the COR Page 10….Too general, this training needs to be a Line item if it will affect LPTA.
Answer: Training has been added as a separate Line Item.
iv. Page 13 of 57: Provide 3 years of warranty on tracks, installation, motors, and other parts, including the price of parts, labor and travel, or 10 years of warranty as long as the manufacturer is performing the preventive maintenance annually. Page 13…very specific to a single manufacturer limiting competition to a single vendor. Government should list as a line item if need extra warranty if this will affect LPTA. Please clarify training and warranty needed for performance of this solicitation…if this will affect LPTA, please provide line item specific for training and additional specific warranties.
Answer: Contractor shall provide at least 3-year warranty or better on the lifts.
4. The Reflected ceiling plan provided, only indicated the structural components of the hospital.
I.e. concrete decking. Can you please share with me the Architectural Reflected Ceiling plans showcasing the track design with measurements?
Answer: Architectural Reflected Ceiling plans attached as Attachment C.
