Site Visit Information:

Site visit will be conducted on 5/5/23 at 9:30 MDT. Meeting location will be 5001 N. Piedras St.

El Paso, TX 79930. Visit will include all facilities stated in the SOW. Point of contact will be Roger Conklin who can be reached at 915-564-6100 x6365 and roger.conklin@va.gov. Please contact the facility prior to visiting for any entry requirements.

Questions and Answers

Q1. Is there a total inventory count (reader make and model, panel model, camera make/model, NVR) of currently deployed equipment?

A1. At the Warehouse there are no cameras or surveillance equipment.

Q2. We strongly recommend- and it is in the VA's best interest- to work with companies that have the Federal ICAM CSEIP designation: Registry of Certified System Engineer ICAM PACS (CSEIP) – Secure Technology Alliance (securetechalliance.org) to handle a project of this magnitude for physical access control system deployment.

A2. The info about the equipment is in the SOW. The system we currently use at the Main and CBOCs is FICAM compliant and meets all PIV requirements. But with the C- Cure9000, anyone that will install it needs to be certified with at least C-Cure9000 System Installer/Maintainer, Advanced Integrator and C-Cure9000 High Assurance with Innometrics.

Q3. What is the total PIV population at the El Paso VAMC (and associated CBOC's)?

A3. We currently have approximately 1500+ PIV cards

Q4. Is it the VA's intent to have the PACS system installed on the VA network?

A4. No, currently we are standalone, and it does not connect to the network. The VA access control and camera systems are standalone, they don’t connect to the VA network or any other network.

Q5. Is it the government's intent through this solicitation to make sure that proper remediation efforts are performed to make sure the PACS system is compliant with the v8.1 PIV credential? How many (out of the total population for the site) have received the v8.1 PIV?

A5. Yes, it has to be able to be complaint with the new PIV cards, currently I believe about 700+ have the v8.1 PIV.

Q6. Is the VA amenable to an alternative PACS solution that is approved though the GSA 13.02 APL topology?

A6. The SOW, section 1.1 states “El Paso VA Health Care System (EPVAHCS), Police Services, requires the purchase, installation, and initial reprogramming to upgrade their physical security systems for Bldgs. 116 & 117, Sleep Center & Warehouse with equipment compatible with, or similar to the Bosch B8512G and CCure9000 type of devices to allow all motion intrusion equipment to mitigate risk based off Unauthorized Entry – Forced & Surreptitious and Breach of Access Control Point – Covert & Overt.”

And clause 52.211-6, Brand Name or Equal was included in the solicitation.

Q7. Would an extension be possible for this project?

A7. In accordance with amendment 0001 the solicitation will be extended.

Q8. Will a site visit be available?

A8. Site visitation information can be found in amendment 0001.

Q9. Any other specifications that can be provided or a more in-depth SOW?

A9. Spec sheets are provided and attached to amendment 0001 for the equipment being requested.

Q10. Are we to assume all the key symbols are to be new and installed?

A10. Yes, at the Warehouse they have no existing equipment. At the sleep center there is obsolete equipment that needs to be removed.
