1. The period of performance for this project isn’t commensurate with the proposed SOW.
Lead times for chillers and AHUS are 6-9 months and VFDs are one year. With this project being heavily HVAC equipment dependent, no meaningful work can be accomplished until the mechanical and electrical equipment is in hand. Will the government consider delaying the NTP until the start of physical construction? If not, will the government extend the POP to account for the extremely long lead times we are encountering for this equipment? Will the government allow the contractor to submit for no-cost time extensions to account for the extremely long lead times we are facing?
The NTP will not change. Yes, a no-cost time extension could be granted after confirming hard times with the manufacture. Once this is done, the COR will notify CO and the CO will decide on the time extension.
2. Does this project have any access restrictions such as restricted work hours, work periods, etc.?
Standard working hours are 0700-1630. No access restrictions however, during demo please note: the Laundry Facility working hours are 0600-1400. The VA will be flexible regarding working with contractor work hours.
3. Can the AHU and Condensers be replaced in phases? Will Temp cooling be required for this project?
Yes, this project can be done in phases. Temp cooling is already set up; VA will handle.
4. Please confirm the electrical scope of work for this project is limited to disconnect and reconnection of the equipment.
Yes, if disconnect is sized appropriately for new equipment (does not require a larger feed) and meets all code requirements. Contractor may use existing conduits and J- Boxes if compatible with new equipment requirements and needs/locations.
5. Will the new equipment need to be tied into the BAS?
Yes, it is currently on its own local thermostat however, we would like a control point for the BAS (Tridium compatible).
6. Please advise who the JCI and/or Tridium POC is for the facility.

7. Are there any known environmental hazards that need to be abated to allow for the project SOW to be completed such as ACM, Lead, etc.?
None that are known.
8. Will crane and rigging work need to be scheduled for weekends?
No, not necessarily however, we can discuss and be flexible, if need be, for work hours.
9. Please confirm the SOW of work is to take place only in Bldg. 18 Laundry.
Yes, only BLDG-18.
10. Please provide a typical coil connection detail for the DX and heating coils.
Current coil connection specs are steam for heating and refrigerant for cooling. This information can be found in the VA Master Construction Specifications (Ref: PG-18-1, Division 23 – Heating, Ventilating, and Air Conditioning and PG-18-4, Division 23 – HVAC and Steam).
11. Will the interconnecting piping between the AHU and Condensers need to be replaced? If so, please advise on the pipe size and insulation specifications requirements.
Yes, pipe size will be determined by the manufacturer’s recommendation for our current specifications and what is listed in VA Master Construction Specifications (Ref: PG-18-1, Division 23 – Heating, Ventilating, and Air Conditioning and PG-18-4, Division 23 – HVAC and Steam).
12. Are auxiliary drain pans required?
Yes, they are required.
13. Does the existing roof have a warranty? If so, please provide the manufacturer warranty information as well as the approved list of roof contractors.

15. Will the new AHUs and Condensers need to be connected to the facility BAS?
Yes, they are not currently connected but we need a control point to connect to the BAS (REF Question #5).
Please see the attached amended (in red) SOW. These changes were brought to light after the Pre-Bid meeting. The summary of changes (what change/what section) are as follows:
