1. Post the questions and answers received in response to this solicitation.

2. Update the CLIN structure.

3. Due date and time of quotes has NOT changed.

Questions:

Question 1 Under section 1 Description of Services it states “The contractor shall provide a full time, on site, qualified technician Monday – Friday, excluding weekend and holidays, 0730 hours – 1630 hours.”

And then under section 3.0 it states maintenance is to be done “1. Every other week systematic examination of equipment” Please clarify what maintenance schedule you are wanting.

Full time on site.

Question 2 Under Section 8.0 Inspection General Requirements it states 1st paragraph - “Three Year (hydraulic only) tests on elevators required per the schedule of elevators, within the month November of each contract year” There is no line item in the B.2 Price/Cost Schedule for this. Please clarify Added Question 3 B.2 Price/Cost Schedule Item 9 – Refers to “Semi-Annual” (twice yearly) load safety tests but there is nothing about this requirement in the SOW under Section 8.

Question 4 B.2 Price/Cost Schedule Item 9 – States 37 Elevators. However, based on Section 7 -Schedule of Elevators there is only a total of 34 elevators.

Please clarify the total sum of elevators.

Question 6 B.2 Price/Cost Schedule item 10. States “annual vertical transport inspection” Please clarify what type of test this is and for what elevators.

it is NOT a test, it is only an inspection Question 7 Section 11.0 Preventative Maintenance (PMI) Plan “The Government estimates a one-hour minimum duration per unit.”

Is this a per visit total or monthly total. As per section 3.0 it states maintenance is to be done every other week. So is the 1 hour per every visit, which = 2 hours a month. Or is it 1 hour per month which equals 30mins per visits?

Question 8 Can alternates or a clarification be made or provided?

Yes Question 9 When reviewing the subject-line solicitation, we discovered what may have been a minor oversight that could have a large impact on Base Year pricing. The difference between a “No-Load” and “Load” test for elevators is significant. Load tests require the use of test weights and take roughly 3-4 hours more per elevator. With 37 elevators, we’d be expected to spend roughly an extra 4 weeks of team hours for the Load tests in the Base Year, as outlined in Section 8.0:

CLIN 0012 requests pricing for “No-Load” tests in the Base Year:

Again, this is a very minor wording difference, but we wanted you to be aware of the potential ramifications when it comes to pricing. A slight modification to CLIN 0012 may avoid a larger issue with the awarded contractor, especially if the offeror did not thoroughly review the requirements of the solicitation.

Please confirm that these sections refer to full-load (CAT5) testing.
