1. Please provide the sign in sheet from the site visit.

2. What will the IRCA level be for the project?

A: TYPE C = Will generate a moderate amount of dust, fumes/odors, noise, or vibration

Low Risk Area I = Mechanical Equip etc.

C + I = II Moderate Risk Area Project classification. The Contractor will be brief by the COR, on all control measure to be followed at the pre- construction briefing/ meeting.

3. Will there be any restrictions on the hours that we will be allowed to work or will all work be performed during "normal duty hours?"

A: The only restrictions will be times where the contractor need to performed work after normal duty hours due to Environmental Controls, such as high noise or smell levels.

4. Will we be required to abate asbestos, lead or any other type of hazardous material on the project? If so, please provide details.

A: No, all abates will be performed by VA inhouse staff unless otherwise notified by the COR.

5. Specifications state "Digital Corridor Lantern/Position Indicators to be installed over the hoistway entrances." Is it acceptable to install these fixtures on the (side of the entrances where they are currently located) in-lieu of over the entrances? Section 142100

2.43 DIGITAL CORRIDOR LANTERN/POSITION INDICATOR

A. Provide each car with combination corridor lantern/position indicator digital display mounted over the hoistway entrances at each and every floor. Provide each terminal landing with "UP" or

"DOWN", minimum 64 mm (2 1/2 in.) high digital arrow lanterns and each intermediate landing with "UP" and "DOWN" digital arrow lanterns. Each lens shall be LED

A: Contractor shall provide RFI/Shop drawing for any proposed changes to designs.

6. If we cannot reuse the current wall penetrations to install the "Digital Corridor Lantern/Position Indicators" it will be impossible to exactly match the abandoned penetrations because the tile, wall paper, etc. associated with the existing wall penetrations is 15 to 30 years old.

Will an aesthetically pleasing metal plate to cover the current wall penetrations be acceptable?

A: Contractor shall provide RFI/Shop drawing for any proposed changes to designs

7. Is Contractor required to provide unarmed guards at the project sire 24 hours a day, 7 days a week after construction hours?

Reference:

a. The Contractor shall provide the guards and VA police with communication devices as directed.

b. The general Contractor shall install equipment for recording guard rounds to ensure systematic checking of the premises.

A: N/A

8. Is Contractor required to provide duplicate keys and lock combinations to the Contracting officer representative (COR)?

Reference:

a. The General Contractor shall provide duplicate keys and lock combinations to the Contracting offers representative (COR) for the purpose of security inspections of every area of project including tool boxes and parked machines and take any emergency action.

A: The contractor will install a combination lock box and duplicates of all keys shall be place in the locked box for safety and security reason.

9. Will the Contractor be provided a daily parking location for work vehicles at the Dallas VA?

Reference:

a. Vehicle authorization request shall be required for any vehicle entering the sire and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.

A: Yes. Contractor will be briefed at the pre-construction meeting on where to park.

10. What is the assigned location for storage space for materials?

Working space and space available for storing materials shall be as determined by the COR.

A: during the pre- construction meeting, the contractor will be briefed on where to store equipment in the mech room.

11. Is Contractor permitted to store materials in quantities required in excess oftwo work weeks?

DISCUSSION: Normally an entire elevator’s worth of material is stored onsite.

A: during the pre- construction meeting, the contractor will be briefed on where to store equipment in the mech room however there is enough space provided in the mech room.

12. Is Contractor required to provide two crews or identify a primary and alternate crew to ensure continuity of operations?

A: The contractor is responsible for means and methods per ensuring continuity of work.

13. Is it acceptable to 4 days a week at 10 hours a day?

A: The contractor is responsible for means and methods per ensuring continuity of work.

14. Is a construction sign required for this project outside of building? If so, where and of what design?

A: If the contractor deems necessary to park a trailer or any other equipment outside, the contractor shall have signs otherwise a sign is required to be posted on door or entry of work.

15. Is a construction sign required indoors? If so, where and of what design?

A sign is required to be posted on door or entry of work as a minimum

1, company’s name 2, fair work acts, 3, estimated duration of the project. 4. Hard hat area5. The COR will also post the IRCA. All these requirements and others will be discussed at the per construction meeting.

16. Request Identification of construction elements requiring photographic documentation?

A: Yes

17. Request Site Superintendent be authorized to perform photographic documentation? Daily work requires daily photo documentation before being covered. If an outside photographer is required, that person would have to be onsite almost every day to take photographs of completed work.

A: The Site Superintendent is authorized to take photographs.

18. Does the ATS require replacement? Does it provide a PTS signal to the existing Controllers? Is the ATS

Configured to provide the PTS signal to the Controllers? Is the VA or Contractor responsible for programming the ATS to provide PTS to the new Controllers?

19. When where the shunt trips last tested and possible to provide test documentation?

A: It was noted that the last time was about 2 years ago and there’s no documentation at this time.

20. Is the backup generator capable for supplying power for all cars to run at the same time?

A: No, only (2) at a time.

21. Is it required that the HVAC as a whole being replaced or is it preferred that the current system continues to be monitored to ensure it meets cooling requirements? c

A: To be monitored to ensure it meets cooling requirements

22. Drawing: Will the elevator pit be considered confined space?

23. Drawings: Will the elevator Hostway be considered confined space?

24. SOW: Are there restrictions on working hours in Building #2 concerning loud or noisy work?

A: Yes, Perform construction activities involving repetitive, high-level impact noise only between 6:00 a.m. and 6: 00p.m unless otherwise permitted by the COR. Repetitive impact noise on the property shall not exceed the following Decibel A-scale (dab) limitations: Time Duration of Impact Noise Sound Level in Dba

More than (12) minutes in any hour(70) Less than (30) seconds of any hour (85) Less than three minutes of any hour (80)

25. Specification 14 21 00, 2.21: In the spec 14 21 00, 2.21 calls for “New” compensation ropes, is this only for elevators that currently have them or will they need to be added to any elevator that does not currently have compensation rope/chains?

A: Replace existing comp. ropes/with new ropes, Replace existing chains with “New Wisperflex type comp” only on those units so equipped.

26. Specification 14 21 00, 2.45: The Infrastructure drawing C1.2 shows the new 8” water line lined into the existing water main at building 78, please provide the as-built underground utility drawings for the area around building 78.

A: Drawing will be provided for awarded contractor

27. Specification 14 21 00, 2.45: In the spec 14 21 00, 2.45, H: It reads provide hanger rollers for hoistway door panels, does this translate to replace ALL door rollers with new?

A: Replace ALL door rollers with new.

28. Specification 14 21 00, 2.46: In the spec 14 21 00, 2.46,: States “new” interlocks, does this mean the complete interlock box/assembly or just the working components (stationary and moving contacts) that are replaceable?

A: Yes, complete new interlock, box/assembly, pick-up rollers, vane or clutch assembly.

29. Specification 14 21 00,3.7: n the spec 14 21 00, 3.7, A & B & G Painting and finishing: is this required or part of a new construction spec?

A: All machine room components to receive a finish coat of paint, (machines and bedplates) Controller cabinets with factory finish acceptable, galvanized steel cabinets acceptable. Machine room floor to be painted upon completion.

30. Specification 14 21 00: In the spec 14 21 00 Various places it calls for painting of equipment located in the hoistway, how are the flumes to be dealt with?

A: Use low or Zero VOC paint for hoist way equipment.

31. Specification 14 21 00: Who will be responsible for the interim maintenance and call service for the cars included in the modernization bid but have not been removed from service for the modernization yet? I.E.

Cars 1 & 5 are in progress of being modernized leaving cars 2, 3, 4, 6, 7, 8 in service, if one of these 6 cars shuts down or has other issues who will be required to service it?

A: It is the intent for the successful contractor for the modernization to also be awarded the interim maintenance agreement an all the elevators in the group. To avoid any divided responsibility.

32. Specification 01 00 00 1.5.B.2: Are security escorts a requirement for this project?

A: No

33. Specification 01 00 00 1.5.C: Are guards required for this project?

A: No

34. Specification 01 00 00 1.10: Will .CAD files be provided to contractor for preparation of as-builts?

35. Specification 01 00 00 1.15: Is photographic documentation required? This spec is for vertical construction.

36. Specifications: What are the project staffing requirements? Can site superintendent share duties such as safety manager and QC manager?

37. Does this solicitation require a 5-year maintenance contract (from 2018 to 2023) included in the final bid?

A: Yes provide pricing for both an Interim contract during the modernization work, and a 5-year contract after all warranty period has expired.
