No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.

The Network Contracting Office (NCO) 16 is seeking preferably Service-Disabled Veteran Owned Small Businesses or Small Businesses (but will accept other than small business for market research purposes), capable of providing generator maintenance services for The South-Central VA Health Care Network (VISN-16) main office, 715 S. Pear Orchard Road, Plaza 1, Ridgeland. MS location as per the draft Performance Work Statement.

1. Introduction: The South-Central VA Health Care Network (VISN-16) main office, located at 715 S. Pear Orchard Road, Plaza 1, Ridgeland, MS 39517, has a requirement for maintenance on their emergency generator which consists of one (1) Caterpillar 600kW generator and fuel tank. Subject work is to be accomplished for and at the VISN-16 main office, Plaza 1, Ridgeland, MS.

3. Performance Requirements:

3.1. The Contractor shall furnish all necessary labor, material, parts, components, tools, supplies, test equipment, diagnostics, manuals, schematic drawings, facilities, freight, temporary or standby equipment, vehicle usage, travel, mileage and other necessary items to perform maintenance services to keep the equipment cited within this contract in good operating condition.

3.2. Good operating condition is considered that the equipment is available for use 24 hours per day / 7 days a week / 365 days a year, inclusive of all holidays.

3.3. It is expected that preventative maintenance frequencies identified in this Scope of Work will be completed on time. Any maintenance items and/or deficiencies identified during inspections that are not correctable as part of this service contract will be listed on a separate estimate and furnished to the Contracting Officer’s Representative (COR).

3.4. The Contractor must show the cost of any materials and parts billed for as part of the annual preventative maintenance.

4. Period of Performance:

4.1. Base Year. October 1, 2025, thru September 30, 2026.

4.2. Option Year 1. October 1, 2026, thru September 30, 2027.

4.3. Option Year 2. October 1, 2027, thru September 30, 2028.

4.4. Option Year 3. October 1, 2028, thru September 30, 2029.

4.5. Option Year 4. October 1, 2029, thru September 30, 2030.

5. Scope of Work:

5.1. Preventative Maintenance. The Contractor shall provide the preventative maintenance of each calendar year the agreement is in effect. Such planned maintenance shall consist of, but not limited to, the following.

5.1.1. Semi-annual and Annual Preventative Maintenance Services. Planned maintenance tasks and inspections shall be performed and shall include, but not limited to the following requirements.

5.1.1.1. Follow all Environmental Protection Agency Requirements.

5.1.1.1.1. Use only fluids and lubricants that are approved by the OEM.

5.1.1.1.2. Remove and dispose all fluids in accordance with State and Federal laws and regulations.

5.1.1.2. Provide Fluid Analysis Reports within 7 calendar days of services completed.

5.1.1.3. Provide Inspection Reports within 7 calendar days of services completed.

5.1.1.4. Services shall be scheduled at least 14 calendar days in advance of the service to be performed.

5.1.1.5. Special care should be taken to keep the generator and engine components clean and in serviceable condition to facilitate detection of possible leaks and prevent subsequent damage.

5.1.2. Services Performed and Frequency.

5.1.2.1. Quarterly Preventative Maintenance Service. Occurs on or about October 1st, January 1st, April 1st, and July 1st every year of this contract. The service will include the following.

5.1.2.2. Semi-annual Preventative Maintenance – Level I Generator Service. Occurs on or about December 1st and May 1st of every year of this contract. The service will include the following.

5.1.2.3. Annual Preventative Maintenance – Level II Generator Service. Occurs on or about June 1st of every year of this contract. The service will include changing the fuel polishing filter as well as the following.

5.1.2.4. Three-year Preventative Maintenance – Level III Generator Service. Occurs one time on or about April 1, 2028, of this contract. The service will include a 4-hour load bank test as required by The Joint Commission, performance of all fuel polishing maintenance to include a complete fuel polishing of all fuel in the belly tank, as well as the following.

5.2. Corrective and Emergency Maintenance (Time & Materials). Corrective and emergency maintenance shall be performed upon notification that equipment is inoperative or in a faulty condition. The Contractor shall provide the Contracting Officer with a designated point(s) of contact and make such arrangements to enable its maintenance representative to receive such notification 24 hours per day / 7 days per week / 365 days per year inclusive of all holidays with a four-hour on-site response time.

5.2.1. Response time shall begin at the recorded time of the call to the Contractor and proceed until the Contractor’s maintenance personnel are on-site and have begun corrective actions. Repair time shall begin upon the recorded initiation of time of corrective action by Contractor personnel at the repair site. All calls and arrival times will be recorded by the COR.

5.2.2. The Contractor’s failure to meet the required response time will result in a 10% maintenance credit for each occurrence or a possible termination for default.

5.2.3. After service, the Contractor will provide a written report summarizing the performed service, findings, and recommended action.

5.2.4. Repair time for normal wear items on any single piece of equipment shall not exceed 24 consecutive hours. Should the Government determine that the equipment is not operating in a satisfactory manner, the Government shall remedy the malfunction, through whatever means are necessary, and offset the Contractor’s invoice for costs to correct the malfunction.

5.2.5. For purposes of this agreement, normal wear items are considered as, but not limited to, the following, and must be included in the agreed upon list of stocked spare parts such as belts, hoses, radiator cap, filters, thermostat, starter, alternator and water pump.

5.2.6. Item(s) will be reimbursed on a Time & Materials basis. Contractor will be required to provide a breakdown of labor hours and material costs. Parts and consumables will be reimbursed at the manufacturer’s sales price plus 25% markup.

5.2.7. Labor billing amount shall be in accordance with the appropriate wage determination for each location.

5.2.7.1. Straight time. Monday – Friday; 7:30 a.m. to 4:00 p.m.

5.2.7.2. Overtime. Monday – Friday; 4:00 p.m. to 7:30 a.m.

5.2.7.3. Double time. Sundays & Holidays

5.2.7.4. Mileage per vehicle.

5.2.7.5. Per Diem per person.

5.3. Contingency Planning (Time & Materials). As a priced option to the Government, and upon execution of said option, Contractor shall designate mutually acceptable personnel to provide uninterrupted on-site maintenance during periods natural catastrophe or significant inclement weather event (Hurricane Condition III – Onset of Hurricane force winds anticipated in 48 hours). Additional personnel may be designated to re-establish operations immediately after the site is declared safe to enter.

5.3.1. Estimate is based on two (2) on-site personnel for one (1) week.

5.3.2. Billable hours shall start at the time of mobilization and continue uninterrupted until return to origin.

5.3.3. Parts and consumables will be reimbursed at the manufacturer’s sales price plus 25% mark-up.

5.3.4. Labor billing amount shall be in accordance with the appropriate Wage Determination for each location.

5.3.4.1. Straight time. Monday – Friday; 7:30 a.m. to 4:00 p.m.

5.3.4.2. Overtime. Monday – Friday; 4:00 p.m. to 7:30 a.m.

5.3.4.3. Double time. Sundays & Holidays

5.3.4.4. Mileage per vehicle.

5.3.4.5. Per Diem per person.

6. Invoicing: Invoices shall be submitted semi-annually and/or annually after completion of preventative maintenance inspections and/or monthly for any work performed on this item per Section 5.1.2.
