RFQ 36C25624Q0363 Solar Panel Maintenance Services 3rd Set of Questions and Answers
1. Regarding the requirement for two personnel on-site each month, could you please confirm if this is primarily for safety reasons, or are there other operational considerations we should be aware of?
Contractor must provide service support one (1) day-per month onsite during the contract period, 8:00 am to 4:30 pm, Monday thru Friday excluding Federal Holidays. Service support must include a minimum of two qualified manufacturer technicians to adequately perform a complete troubleshoot of the system to determine the corrective action needed. All travel expenses must be included.
2. With regards to cleaning and corrective action, could you clarify if the frequency specified is bi-annually, or should corrective action be undertaken as needed and approved by the contracting authority?
The SOW identifies monthly for corrective actions or as needed. Contractor must provide service support one (1) day-per month onsite during the contract period, 8:00 am to 4:30 pm, Monday thru Friday excluding Federal Holidays. The SOW identifies cleaning bi-annually. “Contractor shall conduct two (2) planned preventative maintenance semi-annual visits per year.” Correct, the corrective action will be as needed and approved by contracting authority.
3. For thermographic imaging, are we to understand that this is required annually, or should it be conducted after each cleaning cycle?
Correct, “Once a year, conduct a thermographic survey of PV panels”
4. In relation to time and material determination, could you elaborate on how this will be determined upon specific action? Are there any predetermined criteria or factors we should consider? Example; if a panel is broken how do we order and replace?
To clarify, this is not a construction contract this is a service contract.
Contractor must order the material when approved by contracting authority. If a delay of material arrival presents itself, contractor must provide a proof of material availability and expected arrival date from the material manufacturer. All parties must agree to proceed with the material order or develop a different path forward based on the timeline.
