Questions and Answers

1. Is there an incumbent?

Yes, GC Logistics currently has the last option year on the current Grounds Maintenance Contract for the facility that includes (1) Base year & (4) option years.

2. Has there been any service increase/reduction to this new solicitation?

No

3. What were the total number of Supervisory hours and FTE hours including breaks or emergencies as approved for every month of the first contract with options?

(FTE) Full time Equivalent hours for the Grounds Maintenance Contract per month is (160-174 hr.) or (2,088 hr.) per year dependent on the days per month. Emergencies have only consisted during Inclement weather during the winter time the past few years. This required the Contractor to stay on site to ensure ALL walkways, entrances, and roads were de-iced for safety reasons for staff to and from the facility.

4. Will you schedule a site visit?

Site visit is August 18th at 10am ET which is annotated on the modification

5. Has the Statement of Work posted?

The solicitation was issued and should be located above the sources sought.

6. How many acres is in the requirement?

The G.V. (Sonny) Montgomery VA Medical Center consists of 3.75 Acres of property to be maintained per SOW.

7. Does maintenance and cleaning of parking include?

The parking lot cleaning includes ALL policing of the grounds to remove and dispose of material. The parking lot will be maintained with a street sweeper to ensure parking areas are maintained to a professional appearance.

8. Will contractor have a staging area where we can park our equipment overnight? Is the area fenced in and does it have utility connections?

Yes, the staging area is located in the I lot located across from the VBA facility. The area isn’t fenced in as this area is part of the lower parking lot with no utility connections. If permissible, we could accommodate other areas accordingly depending on the situation and response time needed.

9. If we missed the deadline to reply to this pre-solicitation, can we still submit a bid when the formal solicitation is released?

Yes, a Pre-solicitation is only a request for information about your business, not actually a request for bid. A Formal solicitation means a request for proposal process for formal bids, proposals, or quotations.

10. Where does the CLC Courtyard area extend to?

The CLC Courtyard area is contained within the Black gated fenced area and shall be maintained per SOW.

11. How high do trees need to be maintained for the VAMC Facility?

Minimum safety clearance is 14 feet over streets, 12 feet over driveways, 8 feet over walkways, and 4 feet from building. This is per the SOW for the current Grounds Contract. This is used to ensure there isn’t a safety issues for driver/veterans entering the facility.

12. Does the vegetation on the fence line around the facility need to be maintained by the contractors over the Grounds Contract?

Yes, any vegetation on the VAMC side of the fenced area will need to be maintained to ensure the grounds are kept in a professional appearance to patients/staff.

13. Where’s the dedicated contractor drop zone for equipment etc.?

The drop zone for contractor equipment etc. will be located in the I section of the parking lot located across from the VBA. This will ensure the equipment is out of sight of normal operations for the facility.

14. When is the best time to have the facility parking lot cleaned with the street sweeper?

The best times would be after hours or on weekends to ensure every area of the parking lot is properly cleaned.

15. What parts of the VAMC will need to be pressure washed?

The pressure washing services will only be needed for the major entrances & sidewalks for the VAMC to ensure cleanliness for Veterans/staff.

16. What is the typical size of asphalt repairs to maintain the roadways?

The size of the asphalt repairs will be minor potholes etc. This will ensure staff will not damage vehicles once entering the VAMC campus.

17. Has the current SOW increased with the new contract?

Yes, the current contract has increased SOW based off of an increase in quantity and additional work.

18. Is there a limit on sub work in regard to the Grounds Maintenance Contract?

Yes, contractors upon award can’t sub out more than 50% of the required work per SOW for the Grounds Maintenance Contract.

19. Are brick pavers to be included in the power washing?

The pressure washing services will include: Power washing of the entrances, exits, and high traffic areas Veterans and staff will be using on a daily basis. This will also involve of sidewalks that don’t have brick pavers in high traffic areas. The main purpose is to have the entrances presentable and professional to staff/Veterans.

20.Can cracks, joints and bumpers in roads and sidewalks be sprayed with round up or equivalent?

Yes, the sidewalks, curbs, and cracks can be sprayed to kill off unwanted weeds etc.

21. Beds currently have pine straw. Is the government wanting to switch to mulch?

No, we plan on keeping pine straw for the VAMC facility. The only downside to pine straw is during inclement weather it tends to be blown away. This normally means (1) time per month it needs to be redistributed in beds to have a professional appearance and maintain beds.

22. Does the IPM need to be provided with proposal or after award?

Contractors whom are awarded the contract can submit the IPM at this time. This will allow for contractors to see the facility and implement a action plan.

23. Will the contractor have access to water and power in storage area.

The storage area for equipment etc. will not have water and power as this is part of the VAMC parking lot located in the I section located on the site plan that was issued during the scheduled site visit.

24. Will the contractor have access to restroom facilities or need to provide portable facilities?

Contractor’s will have access to facility restrooms, water, and ice located in my shop area outside the R&E entrance/Exit.

25. Can the contractor use a Conex or storage container to secure smaller equipment, tools, log books, etc.?

No, there is currently not a good location to setup a Conex for storage for the facility at this time. If things change after contract is awarded, we can see about establishing if a location is desirable.

26. Can the contractor use fuel storage tank on site or will they have to go off site to get fuel?

Contractor’s will need to go off site to refuel equipment, preferably if you have a trailer mounted tank with a pump would be beneficial for the contractor’s and VAMC facility.

27. Does the government intend to add additional duties to SOW /Grounds Maintenance CLIN?

The current SOW for the Grounds Maintenance Contract has additional work along with quantity of previously listed items. There will not be additional duties to the SOW for this solicitation.

28. Will the contractor be permitted to use the dumpsters located on-site?

Contractor’s are to haul off any trash, limbs, and debris at a offsite facility to properly dispose of materials.

29. Please provide the number of waste cans to be emptied. Will the bidder be required to provide bags?

There will be approximately (40) waste cans located at all entrances and key areas around the facility. Yes, the contractor is responsible for providing bags for this service on a daily basis 5x per week.

30. Will sand barrels need to be filled if there is no expectation of ice or snow?

Sand barrels will need to be maintained throughout the year to ensure preparation for upcoming snow, ice, and inclement weather permitting. Sand or deicer could also be stored on a trailer in the I lot section in prep of inclement winter storms that might cause a delay in the medical center operations.

31. Is the current condition of the grounds acceptable to the hospital?

Yes, the current condition of the grounds in acceptable to the hospital and shall be maintained year round.

32. Does the hospital have any expectations regarding the expected depth of mulch?

The expectation for any mulch is around 3-4 inches to ensure grass, weeds, and vegetation don’t interfere with landscape areas. This will also provide shade during times of drought and hot climate that we have received the past few months.

33. What size are the trash receptacles?

The average is around 35-50 Gallon trash receptacles dependent on the design and location around the VAMC Facility.

34. Who is the current service provider?

GC Logistics

35. Will the contractor have access to water provided by the owner (tank, filling, hydration, rinsing, and washing)?

Yes, there is a hose bib located at my office outside of the R&E entrance/exit for rinsing, washing, filling and hydration. If contractors need hydration, I have a sink and ice machine to accommodate during inclement weather. Otherwise, contractors are required to have their own cooler to supply workers with water to properly stay hydrated.
