1. Clarification of existing cable TV setup/pathway currently at the VA facility?
Currently Sparklight provides the VAMC with both digital TV (video) and internet service via fiber to Building 12 located at front entrance of the facility near Pass Road. Internet and video feed is separated at Building 12 and patched into the VA owned fiber optic network which is managed by Siemens. Video and internet utilize separate fiber strands. VA owned (video) fiber runs underground from Building 12 to a d-mark point outside of Building 1 and it is distributed to Room 1B109 in Building 1. Room 1B109 is considered the main tv hub where the main video feed comes in and is redistributed out to the other buildings on the facility. All buildings are currently connected with coax and fiber. Any head end equipment or video boxes required will be installed/located in Room 1B109. Any satellite dish required will be installed on the flat roof on 2nd floor of Building 1. An alternative option for satellite dish placement may be installed at Building 12. See attached PDF (Sparklight Cable Layout) and PDF (Biloxi VA Site Map).
2. Clarification of Contractor/VA responsibility Any new work and/or equipment placement must be coordinated and approved by the VA engineering office prior to installation. All conduit, cabling, dish, mounts, headend equipment, connections, activation, programing will be the responsibility of the contractor. The intent is for this effort to be a turnkey/seamless installation. Once installed, all equipment and new work will become property of the Biloxi VAMC and will remain in place throughout the performance period of this tv service contract. The contractor will be responsible for maintaining all equipment to ensure consistence video service throughout the duration of this service contract. At the conclusion of this service contract performance period all equipment and new work will remain in place and remain property of the Biloxi VAMC. The contractor is not to remove, install, and/or modify any equipment without written approval and consent from the COR or VA engineering office.
3. Are all the buildings connected now with COAX infrastructure? And the future locations?
Yes. Existing buildings are already connected with COAX and fiber. No future building locations are anticipated at this time.
4. If not connected currently with coax that we can use, is there single mode fiber that is available between buildings.
Yes but should not be applicable. Please see above RFI #1 and #2.
5. What building is the current Headend located now?
Please see clarification RFI#1.
6. Who is the current cable provider? Direct TV or local cable? Local cable does not utilize headends like DTV. They would have an incoming line (D-MARK) then it should transition to hospital RF distribution infrastructure.

7. Is there a pathway from the roof to the main comms room where the headend is located, where 6 coax cable has clean access?
Yes. See RFI #1 if planning to install satellite dish. Contractor to site verify.
8. If current provider is local cable where is the d-mark location where signal is distributed or does each building have its own cable feed? What is the approximate distance from roof to d-mark location? Is the roof protected from potential weather incoming from the gulf?
See attached PDF drawings and RFI responses above. Contractor to verify.
9. Are the manholes accessible?
Yes, however this may not be needed and will need to be coordinated with VA engineering.
10. Is there a coax infrastructure pathway mapping established?
Yes. See attached PDF (Sparklight Cable Layout) and PDF (Biloxi VA Site Map).
11. Who is the incumbent?
Sparklight.
12. Do you have a list of all TV currently operating?
Yes. Refer to scope of work. The channel lineup listed in SOW will serve as a base, but the VA is open to a larger tv channel package if available.
13. We need to also ask for make and model and confirm all TV’s are MPEG 4.
Contractor will have to site verify.
14. This will be an upgraded DirectV HD are the TV’s HD capable? VA’s responsible to replace if not correct? See question 7 VA is not replacing TV’s at this time but may do so in the near future. Contractor to site verify existing conditions and provide tv service that is fully compatible with existing equipment/infrastructure.
15. What is the status of the cabling found outside the buildings?
Good working condition. Contractor will need to confirm and site verify.
16. Whose scope is reprogramming of TV’s fall into?
The intent is to have new tv service that seamless integrates with existing. Channel lineup should remain the same but can expand. If new service changes channel programming which require tvs to be reprogrammed, then the contractor will need to provide a technician support to reprogram all tv’s as required.
17. I also noticed there was a clause in the documents: 8. Main cable pedestal trunk lines belong to the cable company and shall be secured with their locks. Does that mean we are to provide replacement cable and pedestals if we transition from the cc? Does this just refer to the incoming line currently feeding the cable signal but not the Hospital infrastructure lines?
The VA owns all fiber, coax cable, and equipment located on the facility. The contractor is responsible for any maintenance and/or repairs needed to TV cable infrastructure located outside of the buildings and the VA will be responsible for any infrastructure located inside the buildings beginning outside of room 1B109 in Building 1.
18. Are there any existing lines or tv cable services on ground?
Yes.
19. Is it possible to request a site vist for the location?
A site visit for this service contract was held at 1pm on Wednesday 11/30/2022.
