28. I work for a General Contractor bidding the Construct Three-Sided EMPI Structure project.
The drawing the VA representative had with him was a layout of all the Emergency Management equipment laid out on the 120’ x 80’
I have an electrician asking about the drawings, I did realize that the site plan and site plan model large are the same. He believes that at the walk through the VA representative had a different drawing showing the proposed trailer locations as well as some written notes pertinent to the electrical work needed. Is that something that can be sent to us or uploaded to SAM.gov?
footprint. Nothing other than the scope of work and answers to these questions will be provided.
29. Are soil borings available for the EMPI Structure site? Can they be provided prior to bid?
No Soil Borings are available.
30. Will the awarded contractor be responsible for supplying a complete set of engineered/stamped drawings for this project?
Yes. A complete set of Drawings for paper / electronic for work completed.
31. From our initial calculations, maintaining an 18’ minimum clearance between the bottom side of the lowest beam and the floor (the haunch), coupled with a 120’ span, puts the eave height at approximately 23’ with a beam that is 4’8” at the haunch. If the requested design parameters are not achievable, please advise which dimension is most critical, 20’ eave height or 18’ minimum clearance at the haunch.
Note: Given a 1/2 on 12 pitch, the ridge height would be approximately 25’6”.
The critical elements of this structure is that any 18’ or lower vehicle / trailer can be stowed out of the elements. Depending on which Pre-Engineered Metal Structure Manufacturer, designs will vary.
Only 3 sides, no internal columns, and pitched roof for a 120’ x 80’ structure are needed.
32. Reference EMPI Specifications 13 34 19 1.4.A.2: From our research, IBC 2018 calls for Exposure D, Risk Category IV – 182 mph wind load. Referenced specification states 140 mph pressure wind load. Please advise preferred wind load for EMPI Structure.
Preferred Wind Load Required- IBC 2018 calls for Exposure D, Risk Category IV – 182 mph wind load.
33. Due to the location being in close proximity to bodies of water, would the Owner prefer the structure to have galvanized primary and secondary steel?
Yes
34. SOW only describes site concrete as 120’ x 90’ building slab. Is this the only concrete needed for site access? Are any additional driveways or sidewalks required?
120’ x 90’ slab and footers. No other driveways or sidewalks at this time.
35. What is the desired roof pitch? The Lowest Pitch possible without the roof being flat.
36. Would a screw down roof be acceptable or is a standing seam roof preferred as per spec?
Government requests a standing seam roof.
37. Can an approved primer and paint manufacturer be provided along with a more detailed paint spec?
Manufacturer recommended. Paint Specification is page 107 of EMPI Specs.
38. The current lead time for a pre-engineered metal building package from our supplier is approximately 36 weeks (252 days). Can the government extend the completion time in order to allow for the lead time on the building?
Possibly. Extended period of performance can be addressed after contract award depending on information received from manufacturer concerning production and delivery times, etc.
39. What exposure classification is the pre-engineered metal building; “B”, “C” or “D”.
Preferred Wind Load Required- IBC 2018 calls for Exposure D, Risk Category IV – 182 mph wind load.
40. Spec. section 13-34-19_2.2_D.: “Wall panels shall consist of an insulation core enclosed between (2) metal face sheets”. Is it the governments desire to have this insulated panel or just a non-insulated 26-gauge exterior wall panel?
The government’s desire is to have non-Insulated 26-gauge metal wall panels. Colors to be determined by interior designer with submittals.
41. The scope of work calls for a 6’ wide translucent panel at the top on the (3) enclosed sides. The standard panel width is 5’-6”. Is the 5’-6”’ wide panel acceptable?
The “Translucent” section will be 6’ from the eaves down. You can use whatever translucent panel width desired as long as the top 6’ is translucent.
42. Are liner panels required for the interior of the metal building? If required, please provide height.
No liner panels are required for this Contract.
43. Will wall and roof insulation be required for the metal building? If required, please provide specification.
No roof or wall insulation is to be included in the Contract.
44. Under the scope of work, page 6, the description of the building indicates a “lean to” structure with a single slope roof; 20’ eave height at the open side and 18’ eave height at the rear, enclosed side. At the pre-bid site meeting, attendees were given a schematic drawing which indicates a gable roof structure with a 21’ eave height. Are we to go by the schematic drawing or the description in the scope of work?
The schematic drawing was provided to illustrate an idea of a 3-sided Structure. Contractors are to go by Scope of Work.
45. There are no geotechnical reports, civil drawings indicating existing grades, proposed finish grades and finish floor elevation. How is a prime contractor to quote a stipulated sum for earthwork when the above information is not provided?
The Site Visit was to allow Contractors to see current conditions.
Contractor to use judgement in earthwork estimate.
46. Spec. section 31_20_00_1.2_I. states that the removal of unsuitable materials and its replacement as directed will be paid on the basis of conditions of the contract. Can the government provide a spec. section for changes in the work?
The Pre-Engineered Structure will dictate the footers and foundations. The Contracting Officer will have sole authority in authorizing any changes in the work.
47. There are no geotechnical reports clarifying the existing soil conditions nor are there any structural design drawings indicating the footing / foundation design for the metal building.
Without known soil conditions and design criteria, prime contractors will be “guessing” at the design and subsequent costs for the foundation. How is a prime contractor to quote a stipulated sum for the foundation when the design will not be determined until after proposals are received?
The Pre-Engineered Structure will dictate the footers and foundations.
48. Will the concrete slab have a “turndown” edge at the perimeter? If yes, please provide dimensions.
There will be no turndown edge.
49. What type and size of steel reinforcement is required for the concrete slab?
The Pre-Engineered Structure will dictate the footers and foundations.
50. What is the dimension for the concrete ribbon and associated steel reinforcing for the anti-climb fencing?
Please refer to the Ameristar Fencing Manufacturer Literature included with RFP for recommended information.
51. Are the dimensions of the proposed slide / roller gate the same as what is indicated on page 14 of the Ameristar Fence Products?
Is the gate to be electrically operated?
No. Typical data provided by Ameristar Fence Products. There will be only manual operation of the gate.
52. The plans call for a concrete ribbon for the fence but plans outlining the dimensions or specs for concrete ribbon are absent. What are the desired dimensions for the concrete ribbon?
Same as Question # 50
53. Please advise if specifications section 13 34 19.2.2.D and E are correct and the building is to have insulated wall panels and semirigid insulation on the inside face of the roof panels as the spec suggests given this is an open structure.
Please see RFI #26 – No insulation is required.
54. Please define what is meant by exposed steel which will require a primer coat prior to insulation and two finish coats after installation.
Do you mean any unfinished steel is to be painted or are we adding an additional three coats of paint to the entire building?
Depending on your Pre-Engineered Building Manufacturer, the structural steel may or may not come pre-primed. If it is not, a primer and topcoat is needed to protect it from the elements. If the structural steel comes with a primer coat prior to erecting, just a topcoat is required.
