Questions for Security Camera Project

1. Since most VA hospitals are moving to IP based cameras to take advantage of enhanced analytics and the VA will be replacing a number of currently non-functional analog cameras, would the Government consider consolidating all NVRS to a single centralized digital IP-based NVR with enhanced storage to allow for future growth? Not required per current scoped.

1. Since many government entities are requiring FIPS-compliant switches and NVRs to protect facility and patient data, would the government consider requiring FIPS-compliant NVR and network hardware? Not Required

1. What is the contractor's responsibility regarding existing cameras that are determined to be non-functional? The contractor shall provide a list of non-functional cameras to the COR for further action.

1. What is the required storage capacity of the system and how many days of recorded data must the system hold? 14 days

1. Are drawings available that show locations of IT closets that contain camera system components and/or cabling? Yes

1. Where will the Line Item 0010 new rack be installed? 1W58

1. Is the standalone network (Fiber Cabling) in place? Yes, The new stand-alone fiber backbone will utilize spare fiber strands in existing fiber cables.

1. Is the intent to use Pelco or another Brand VMS? Brand is not specific.

1. What firm installed the existing system and does that firm have preference in removing and installing the new system? Existing system is PELCO. Existing hardware must be provided to the COR for secure disposal.

1. Section 1 states that the Contract is to "replace" the existing camera system and Section 2 infers that ALL 259 cameras are not working. However, Section 3 Scope items do not include camera removal. Please clarify if the camera replacement and / or installation is included in Scope item 3.2. Also, please confirm or advise that there are no camera moves if camera installation is required Most of the existing cameras are operational and will be reutilized for this requirement. The contractor shall provide a list of cameras found to be non-operational to the COR for further action.

1. CLIN 0003 provides "200" hours for "labor installation;" please define what this number means and how it was calculated. Please confirm that this CLIN includes Scope Items 1 and 6. 200 hours of labor should be sufficient to perform this requirement. If more time is required, the contractor will coordinate with the COR.

1. Please confirm no hardware brand preferences. Network Video Recorders shall have Win 10 operating system. The Video Management system server shall have Server 2016 operating system.

1. Can the Government provide a list of currently installed camera models (i.e. Qty, Type) in order to, at a minimum, determine repair/replacement costs if needed? Not part of original scope. The contractor shall provide a list of non-functional cameras to the COR for further action

1. Does the Government require

a. any RAID configuration for the NVRs? No

b. Rack-mounted NVRs? Yes

c. Rack-mounted VMS? Yes

1. Are all the existing cameras ONVIF compliant? No

1. What type of existing cabling connecting the cameras is in place (for example, Cat 5/6, coax, etc)? CAT 5/6

1. Please identify the physical location of the preferred main monitoring workstation as well as the secondary workstation. 1W58A

1. Will containment (HEPA) carts be required in any areas? No

1. Scope 3.6 requires training for all VA Police Service employees; can Contractor conduct training at one time, or will several sessions be required? How many Service Employees will participate? Several sessions will be required. Approx 41 employees

1. Can Contractor perform uninterrupted work during normal business hours? What are the normal business hours? Can’t be guaranteed uninterrupted. 0730-1700

1. Will the Government accept equipment delivery? Yes If not, will the Government provide secure on-site storage for materials and equipment?

1. Does the Government have specific asset tagging requirements that might impact scheduling? Asset tagging will be performed prior to start of installation and should not impact project scheduling.

1. Does the Government have a brand and/or model preference for the Fiber MUX? No preference, provided includes SC click connectors

1. Does the Government have a preference on storage space on the NVR’s, i.e., 4TB, 8TB, 20TB, 28TB, etc.? 14days

1. Will the Government provide remote access to NVR server during installation for testing? Approved MOU/ISA required for remote access.

1. Will we be provided a layout to show how the cameras and equipment are routed to the IT network closets? Ethernet cables are run via most direct route to the network closet on each floor.

1. Does the facility staff have access to the camera passwords for the installed cameras? No

1. Are all of the cameras on site IP? Yes

1. There is no storage listed in the unit pricing but it does mention the usage of playback within the scope. Does there need to be any storage for the recorders and if yes, how many days and what type of recording are required? 14 days: HD video (minimum 720P)

1. What is the maximum number of users that will be on the system reviewing live view or playback at any given time? 2

1. Please provide camera type with manufacturer and model number for compatibility and storage estimation. If cameras are mixed types, please provide count on each type. All existing cameras were manufactured by PELCO. All are digital and will connect via ethernet connection. All existing cameras are capable of a minimum of 720P resolution.

1. Can you clarify the storage requirement for the cameras? N/A

1. Is there existing fiber to connect the switches together? Yes. The new stand-alone fiber backbone will utilize spare fiber strands in existing fiber cables.

1. Can you verify fiber type and distance between switches? N/A - The new stand-alone fiber backbone will utilize spare fiber strands in existing fiber cables

1. Will copper patch cables be provided for new equipment? In the material pricing sheet the switches are referenced with sfp. Is that correct or do you want separate pricing on the sfp modules? Is there a line diagram or print that references room numbers, existing fiber types and termination locations, installation location for new switches, and any other pertinent information that may be needed to spec sfp modules and to install a working backbone for the stand alone network. SFP modules should be included with the switches. All required copper patch cables will be provided by the contractor. See provided drawings.

1. Work with the OI&T department to map the existing camera system; identity security control rooms. Please expand on what is required by this statement. Will a print with all camera, IT closets, and control rooms marked on the print be required? Was this included in the 200 hour labor line item 003 when the labor estimate was done? contractor shall provide locations of all installed components, which shall be included within the 200 hours of labor.

1. The SOW states to “Replace the existing Pelco SSTV System” and ‘259 cameras are not functioning’. Please confirm fixing some old cameras and replacing some with new for a patchwork / Frankenstein system is not acceptable or is re-using existing cameras possible? Most of the existing cameras are operational and will be reutilized for this requirement. The contractor shall provide a list of cameras found to be non-operational to the COR for further action.

1. is the goal to just replace and upgrade the video system head end equipment and networking backbone only? The contractor shall provide hardware for standalone camera network utilizing existing cameras for HD display and storage of 14 days of retrievable HD recorded video.

1. Are Louisiana state licenses required for the security contractor? No

1. Is equipment required to meet the BAA or be TAA compliant? For Contracting

1. Can vendors schedule follow-up site visits? Yes
