1. Is this requirement being performed by a contractor currently or has this been performed in the past? Please provide the incumbent contract or task order number. If not, please advise if this is a new requirement.
The requirement is currently being performed under contract #VA256-16-P-0606.
2. What was the previous award amount?
The overall total of the previous award was $233,520.00.
3. Who is the incumbent contractor?
The incumbent is CE&G Transport Services, Inc.
4. Is a cooler used for labs and pharmaceuticals? If so, what type of cooler is recommended for the contractor to provide?
Coolers are used; however, the coolers are owned (provided) by the Lab.
a. Soft sided or hard sided coolers?
Soft coolers with Styrofoam inserts.
b. Dual zippers to lock or coolers that can be locked with a padlock?
Lab prefers dual zippers for locking.
5. Will the contractor be responsible to provide ice packs for the coolers if icepacks are required?
The Contractor will not be responsible for providing ice packs for the coolers.
6. In the SOW it states the arrival and return times to “JACC, Pensacola Florida with stops at Eglin CBOC, Panama City CBOC, and Panama City West CBOC in whichever pre-determined order that best fits the government and its priority’s.” Are there specific arrival times for each CBOC, or are the times open to whenever the driver can get to each CBOC for drop off and pickup within the time frames of the JACC?
There are specific arrival times stated in paragraph two of the PWS for the JACC only. “The Contractor will arrive at the JACC, Pensacola, FL… no later than 06:00 a.m. and depart… no later than 06:30 a.m. Contractor should return to the JACC no later than 12:45 p.m.”

a. Which items that are listed are being dropped off and picked up at each CBOC? (Pharmaceuticals, medical supplies, labs, documents/mail, etc.?)
JACC, FL - Lab specimens, medical supplies, documents/mail.
Eglin, FL - Lab specimens, medical supplies, documents/mail.
Panama City, FL - Lab specimens, medical supplies, documents/mail.
Panama City West, FL - Medical supplies, documents/mail.
b. Will carts be needed to carry supplies or documents?
Yes, carts will be needed to carry any supplies or documents.
c. About how many bins of mail are taken each day? What is the estimated size of each bin?
Approximately one to four bins of mail are taken each day. The estimated size of each bin is approximately 16” x 12” x 14”.
d. Will housekeeping supplies be kept in boxes or bins? If so, how many and estimated size?
No, housekeeping supplies are not applicable to this requirement.
7. Are there any other requirements for the transportation vehicles?
The transportation vehicles will also need a spill kit.
8. What was the cost of the final full option year of the previous contract?
The overall total of the previous award was $233,520.00.
9. How many drivers/vehicles are currently used to service the current contract?
One driver is currently providing the requested service(s).
10. What are the vehicle sizes required?
The suggested vehicle sizes are Minivans, SUVs, or similar mid-sized or larger vehicles, in order to sufficiently perform the required courier services.

11. Will dry ice be needed for specimen transport? Is it the responsibility of the contractor to provide dry ice?
No, dry ice will not be needed for specimen transport.
12. What is the estimated total volume in size, weight, and quantity for all items transported on an average daily trip?
The estimated volume size is approximately 30 to 50 cubic feet total. The weight is approximately 160 to 200 lbs. total. NOTE: These approximate sizes and weights will not be in the vehicle simultaneously as the driver will be dropping items off and picking up items.
13. Can you confirm if there will be any STAT runs required for this contract, what is the required turnaround time, time of day, location(s), and expected trip volume per year and per location for additional pickup requests?
At this time, it cannot be confirmed whether STAT runs will be required or not.
14. Regarding specific employees information: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. However, we will be forwarding our standard Training (HIPAA) Certificates-Procedures for your reference.
This appears to be a comment, not a question.
15. Regarding evaluation factors for the price Volume: we usually like to provide a “Pricing realism” cost break-down, to include SCA minimum per year, the number of drivers, hours and miles that are estimated to be required for performance, and other costs. Is it acceptable that we forward this Pricing Realism chart with our Price response?
The government cannot take a position of advising an offeror on what it should or should not include in their quotes.
16. The starting point in Pensacola and to then return to Pensacola is a total of 293 miles (5 hours 36 min of driver time) as per google maps. Is there any chance to extend return time to 13:30?
No, the return time cannot be extended due to there are time constraints for getting specimens to other laboratories.
