1. I do not have past performance running a call center, would I get a neutral rating?
Yes, you will get a neutral rating, but please include capabilities to perform the task. The Services will be reviewing in detail
2. For this solicitation; do you require an agency to perform the services remotely or will you need personnel to come into the Canal St. location?
The personnel will be on station in New Orleans on Canal Street
3. Page 20 of 65 #4 (sub-section 4.1.2 “Should the contractor use a vendor other than OPM or Defense Security Service (DSS) to conduct investigations, the investigative company must be certified by OPM/DSS to conduct contractor investigations.” Our company uses E-Verify, does E-Verify qualify.
No, Fingerprinting can be completed at any VA facility nationwide, and they must use the correct SOI/SON when submitted to allow proper billing and routing of the results. This information is found on our form.

Statement of work has not changed and total contract value base and four option periods to include 6-month extension $2,295,455.12. (5 Years , 6 months)
7. Will the government accept CPARS report instead of attachment c past performance questionnaire?
You can submit your CPARS as additional information, we prefer the past performance questionnaires to be submitted for we check CPARS anyway after quotes have been submitted.
8. In regard to section 2.2.2 of the PWS, will you please advise what the appropriate staffing levels are Saturday and Sunday?

13. Will the new contractor be able to offer first refusal employment to the incumbents’ current employees? If yes how soon can the contractor engage with the current incumbent employees?
Yes, the successful offeror will be able to offer the position to the incumbent employees. Once the successful Contractor is notified, they may contact the employees and will be provided their anniversary dates.
14. When is the projected award notification?
The successful offeror should be notified by 03/12/20.
15. What is the average current value of the contract per year with the incumbent?
Total Five-year contract plus 6 month extension is $2,295,455.12
16. Is there a set-timeline for transition-in/phase-in to handover the contract from the incumbent contractor to the prospective incoming contractor?

Currently there are 21 operators in place. Please note weekend coverage is as follows: 3 operators from 7-3 and 2 operators 3-11 and 11-7
18. What is the average daily number of calls received by this Veteran Affairs hospital?
I have no idea. I will have to get this information from the COR who is currently on leave. This question will be answered on the 28th.
19. How many locations are there for this project?
This is for the New Orleans Hospital which is where all operators will be located.
20. Of the 21 telephone operators currently working, do you know how many of them are full time and part time employees?
See section 2.2 of the solicitation for scheduling requirements.

23. Is this contract inclusive of the Executive Order 13706 to Health and Welfare coverage of $4.54 per hour or $786.93 per month?
Yes, the contract is inclusive of the Executive Order 13706. The current rates with the Solicitation Attachment Wage Determination, demonstrate $4.22 per hour up to 40 hours per week or $168.80 per week or $731.47 per month.
This rate is to be used only when compensating employees for performance on an SCA covered contract also covered by EO 13706 Establishing Paid Sick Leave for Federal Contractors. A contractor may not receive credit toward its SCA obligations for any paid sick leave provided pursuant to EO 13706.
24. What fringe benefits are required to be included for the potential contractor employees?
Any and all fringe benefits governed by Federal and State regulations. Also, benefits inclusive to the applicable clauses to the contract. Please contact the Department of Labor to determine fringe benefit considerations.
