Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses or Small Businesses (but will accept other than small business for market research purposes), capable of providing Radiation Safety Officer Services as per the draft statement of work below.

The NAICS code is 811310, 541380 Testing Laboratories, the Size Standard is $15.0 million and Service Code Q522 Medical Services Radiology. DRAFT Statement of Work Radiation Safety Officer
1. Services, Non-Personal; Contractor shall provide all labor and technical expertise necessary to perform Radiation Safety Services for the Gulf Coast Veterans Health Care System (GCVHCS). The contractor shall be expected to work up to 40 hours per month depending on need and on mission requirements.
2. The contractor shall have the minimum training and experience as defined in 10 CFR (Code of Federal Regulations) 35.50 – Training for Radiation Safety Officer, or 10 CFR 35.900 – Radiation Safety Officer. The contractor shall agree, in writing, to be responsible for implementation of the GCVHCS Radiation Protection Program and ensure that radiation safety activities are being performed in accordance with National Health Physics Program (NHPP) / Nuclear Regulatory Commission (NRC) license-approved procedures and regulatory requirements. The contractor shall have the authority to implement the Radiation Protection Program as referenced in 10 CFR 20.1101 – Radiation Protection Programs, and Subpart B: 35.24 – Authority and Responsibilities for the Radiation Protection Program, Paragraph {g}, and as delegated by the signed letter of understanding provided by the GCVHCS Director (or Acting Director).
3. The contractor shall have the authority, organizational freedom, time, resources, and management prerogative to: identify radiation safety problems; initiate, recommend or provide corrective actions; stop unsafe operations; verify implementation of corrective actions; and investigate deviations from the radiation safety practices approved by facility management and/or the Radiation Safety Committee. The contractor shall perform an annual review of all operational elements of the As Low As Is Reasonably Achievable (ALARA) Program. The contractor shall investigate and take appropriate action when investigational levels are exceeded.
4. The contractor shall ensure the use of reasonable practices and controls to strive to maintain doses to workers and to the public are ALARA, in compliance with 10 CFR 20.1101(b). The contractor shall conduct educational programs at least annually (or more frequently to capture new employees) to instruct personnel in the ALARA philosophy and to inform employees of the ALARA Program efforts. The contractor shall cooperate with all users and employees to ensure development of ALARA procedures. Suggestions for improvement in ALARA practices shall be received and evaluated by the contractor. As a part of the ALARA effort, the contractor shall ensure that individual members of the public do not receive a Total Effective Dose Equivalent (TEDE) of more than 10 mRem (0.1 mSv) per year from airborne radioactive material releases as per 10 CFR 20.1101(d).
5. The contractor shall collect management approved procedures to include policy and technical issues, in a centralized location. The Radiation Protection Program shall include: authorization for the purchase of radioactive material; receipt and opening of packages containing radioactive material; storage of radioactive material; inventory control of radioactive material; safe use of radioactive material; emergency procedures in the event of loss, theft, etc.; periodic radiation surveys and wipe tests; checks of radiation survey and other radiation safety instruments; and disposal of radioactive material.
6. The contractor shall train personnel who work in or frequent areas of radioactive material use on the safe handling and storage of radioactive material at least annually (but more frequently when new employees are hired or new radioactive compounds are acquired and placed in use or when methods of storage change). The contractor shall oversee a record system of the Radiation Protection Program until the permit is terminated by the NHPP. The record system shall include: all records, reports, written policies, and procedures required by regulatory agencies concerning radioactive material; a copy of the regulations governing the possession, use, and disposal of licensed material, such as Title 10 Code of Federal Regulations; and audits and other reviews of the Radiation Protection Program content and implementation for a period of three (3) years after the record is made.
7. The contractor shall evaluate “action levels” at least monthly for continued appropriateness to ensure compliance with 10 CFR 20.1501 and 1502 for the following: (a) personnel exposure investigation levels; (b) area surveys, dose rate and contamination levels; (c) bioassays; and (d) radioactive effluent concentrations; safety issues may require daily evaluation of “action levels” to establish exposure levels, dose rates, contamination levels, effluent concentrations, etc. The contractor shall review at least monthly the following Radiation Protection Program records: sealed source inventories; sealed source leak tests; dose calibrator linearity tests; dose calibrator accuracy tests; dose calibrator geometrical variation tests; occupational radiation exposure reports; medical event documentation, spill/incident reports for cause and corrective action; dose rate and contamination survey results; and changes in the radiation safety program.
8. The contractor shall review with the GCVHCS Radiation Safety Committee and GCVHCS Director (or Acting Director) at least annually, the content of the Radiation Protection Program and determine if the written program is being implemented in compliance with 10 CFR 20.1101(c). The contractor shall provide a written report on the Radiation Safety Program and related activities to the GCVHCS Director annually.
9. The Government will furnish the contractor the following: office space to perform work at the Biloxi VA Campus, a computer connected to the VA’s network, a printer, and all office supplies necessary to perform the required radiation safety services.
10. Required Radiation Safety Inspections of the VA’s Outpatient Clinics in Mobile, AL and in Pensacola, FL shall also be conducted by the contractor in accordance with the requirements listed above. VA Nuclear Medicine personnel will accompany the contractor on these inspections and will provide transportation through Government furnished vehicles.
11. VA Training: The contractor will be required to complete approximately five (5) hours of on-line VA (Specific) Training on an annual basis in order to be able to utilize the VA Computer System.
12. The Certification and Accreditation (Authorization) (C&A) do not apply and a Security Accreditation Package is not required.
13. VA sensitive information will be protected in the VA provided computer system that the contractor will utilize. No contractor computer system will be utilized so there will be no system interconnection requirements at all.
