Anthony Marion Contracting Officer BMS JCI RFQ 36C25619Q0171 - Question and Answers:

1. Is a Bid Bond required to be submitted with our proposal? No.

2. Is the manpower associated with this contract to be provided during normal working hours, Monday through Friday, excluding Federal Holidays? Yes, typically one technician for first and second shift. As per SOW Paragraph C(f) Contractor shall provide up to two (2) qualified technicians directly employed by their company for a maximum of 80 hours (40 hours per technician) per week in lieu of on-site called in services. With a response time of two (2) hours and for an emergency service call response time of one (1) hour. Call backs outside of the above allotted 40 hours for one technician shall be responded to within two (2) hours and shall be paid at the companies’ normal overtime rate.

3. How does the VA contemplate handling the custom programming patches that are in place for the existing JCI system? Is it anticipated that this contract will include any costs associated with work required to modify or otherwise create work-arounds to compensate for the mismatch of the original software version installed to the most current version of the software? VA is currently procuring a new front end with all of the latest software. Once this is obtained it is part of the contract to keep the system updated with all patches and updates.

4. Is the current JCI system connected or integrated with the fire alarm system in any way? If so, please explain. No. It is independent of fire alarm system.

5. Is it anticipated that the contractor provides a controls technician when the "normally assigned" technician is out sick or on vacation? Yes.

6. Can you please let me know if the requirement for the prime contractor to be an OEM JCI Contractor can be waived? No.

7. Can a history of average work orders be supplied to the contractor? Work orders fluctuate and are dependent on equipment failure and VA remodeling/construction projects would be difficult to provide an average.

8. Is there an incumbent contract number on this project? Yes, there is a current contract. Awarded 04/04/2014 to Lange Mechanical services, L.P contract number VA256-14-C-0121 in the amount of $2,742,982.97.
