DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID: VA256-18-AP-7096
1. Contracting Activity:
Department of Veterans Affairs, VISN 16, G.V. (Sonny) Montgomery VA Medical Center 1500 E. Woodrow Wilson Drive Jackson, MS 39216
2. Nature and/or Description of the Action Being Processed:
This is a request to limit competition to a single manufactuer (Brand Name). The G.V. (Sony) Montgomery VA Medical Center has a requirement to upgrade their existing patient monitoring platform that is proprietary to Philips Healthcare.
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
The medical center requires an upgrade to get into a fully supported status and off of Windows XP for patient monitoring for the intense care units (ICU), PACU, operating room (OR), and emergency room department (ED). This upgrade to the PIIC iX will allow the telemetry wireless coverage to be expanded to cover more square footage at the medical center as there were recent changes to units in building 1.
Hardware upgrades are mandatory in order for the monitors to communicate with the upgraded platform. The hardware that is getting upgraded is listed below.
Description Hardware Qty Software upgrade MP70 9 Hardware and software upgrade MP70 20 Hardware and software upgrade MP50 22 Hardware and software upgrade MP30 2 Hardware and software upgrade X2 28 Software upgrade MP30 8 Hardware upgrade PC 8
The estimated value for all of the work and upgrades needed for this procurement is $

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
The medical center currently has one type of patient monitoring system, manufactured by Philips.
The Telemetry Unit’s monitoring system was updated FY17 to the PIIC iX platform in order to mitigate patient safety risks as the PIIC Classic system was continually crashing. The remaining patient monitoring units in the Medical Center need to be updated to match the Telemetry Unit’s system in order to provide continuity of care. This also mitigates patient safety concerns with having two different patient monitoring systems in the Medical Center. The PIIC Classic platform that the patient monitoring is currently running was marked end of life by the manufacturer. The bedside monitoring, portable monitoring, and other hardware that the medical center owns is not considered end of life. Therefore, it is fiscally prudent to only update the platform and the software on the monitors in order to remove all the end of life monitoring components at the medical center.
This allows the medical center to keep the existing hardware for years longer, instead of replacing it before it’s end of life. In addition, the current PIIC Classic platform runs Windows XP which is a network security issue. Windows XP was cited as an operating system that must be removed from the VA Network. Upgrading the platform to PIIC iX will remove Windows XP from the patient monitoring at the medical center. The required software and hardware upgrades are proprietary to Philips Healthcare.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
A sources sought notice (36C25618Q9648) for this requirement was published on FBO and responses received from seven contractors. In addition, this effort will be synopsized in FedBizOps utilizing a combined synopsis/solicitation.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
Price reasonableness will be determined through adequate price competition.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Extensive market research was conducted in an effort to identify potential sources. Although, multiple manufacturers were identified, PIIC iX is the only hardware and software that is compatible with the medical center’s existing system. Market research has revealed that there are at least four
(4) potential sources who are capable of meeting the needs of this requirement. Of the contractors identified three (3) have been determine to be CVE certified SDVOSBs.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
The approval of the Philips PIIC iX platform upgrade will allow for the medical center to utilize the current patient monitoring existing infrastructure and hardware.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
Four Points Technology Draeger, Inc Alliant Healthcare Products Spacelab The Janz Corporation Nihon Kohden Philips Healthcare
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:
The Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed when the equipment meets its life expectancy.
