Question and Answers
1. QUESTION: Can the Government please clarify what the exact definition of “New” is to ensure that proper costs are accounted for and to assumptions are made by any interested vendor.
Answer: New means Brand New, not refurbish or used
2. QUESTION: Will the government please provide exact numbers of 2, 3, or 4- compartment receptacles as the overall cost could vary? Will the government please reevaluate the need for multiple compartment receptacles with the understanding that these receptacles will be utilized for single stream recycling and therefore do not need multiple compartments? Will the government please provide an example of a suitable receptacle as those also vary drastically in style and cost?
Answer: See Amended B.2 Price/Cost Schedule
Example: One compartment containers are acceptable. A container like the Uline H-2179 with H-2180 lid. It holds 35 gallons with dimensions 20x20x28” and would be a receptacle for paper, plastic and glass.
3. QUESTION: Will the government please clarify who will be responsible to provide the labor force needed to service the 145 single stream receptacles that will be placed throughout the facility per SOW?
Will the government also clarify how often this labor force will be required to empty/service the 145 single stream receptacles per week and on which days this service will be required?
Answer: Contractor shall be responsible, see revised SOW.
4. Question: Wood Pallets – Where will the wood pallets be stored? How many will be collected prior to the need for removal and recycling? Who will be responsible for the loading of the pallets onto the vehicle for transportation?
Answer: In the warehouse. Approximately 15. Contractor is responsible for loading.
5. Question: Cardboard loose – What container will this loose cardboard (OCC) be placed in? How often will it need to be hauled? What CLIN line is this container found in?
Answer: In the single stream container, hauled along with all recyclables. CLIN 0008-4008 (VA06A).
6. Question: Cardboard Baled – Where will the bales be stored? How many bales will be collected prior to the need for removal and recycling? Who will be responsible for the loading of the bales onto the vehicle for transportation?
Answer: Stored on west dock and east dock. 3-5 on each dock. Contractor is responsible for loading.
7. Question: Batteries (All types: alkaline, lithium, lead-acid, etc.) – Will the government please establish a separate CLIN for Universal Waste such as Batteries? The interested vendors will need to know historical information as to how many batteries of what type, size, weight have been disposed of historically? 8. Question Polyethylene Drums – Where will the drums be stored? How many drums will be collected prior to the need for removal and recycling? Who will be responsible for the loading of the drums onto the vehicle for transportation?
Answer: Stored on west dock. Ten drums maximum. Contractor is responsible for loading.
9. Question: Construction and Demolition Debris (consisting of paper, corrugated cardboard, glass, plastic, concrete, roofing materials and metals). – Will the government please add a CLIN to cover the costs associated with this service? Will the government please provide historical information as to how many tons were disposed of over FY16-FY17 (24 months).
10. Question: Will the government please reevaluate the items which have been listed as part of this section since many are either non-recyclable, have a nonrevenue value in the recycling market or are incredibly costly to recycle? The costs of recycling many of the items listed would far outweigh any revenue generated from the recycling of the other items and would lead to a recycling program which generated an invoice for the processing fee instead of a check for the recycling value.
Answer: Government will reevaluate the items listed and determine the value of recycling them. We understand that some may not generate revenue and may in fact cost money to recycle, but we have an obligation to recycle as much as possible.
11. Question: Can the Government please clarify what the exact purpose of each container will be? Will it be for Recycling, Single Stream recycling, Refuse, C&D… Can the government please provide a CLIN with a cost for contaminated load disposal with an annual occurrence of 12 with the hopes of ZERO being needed?
Answer: VA01, 01A, 02, 03, 04, 05, 06 and Options 01 and 02 are all waste containers. VA06A is a single stream recycling container and VA06B is a metal recycling container.
12. Question: Can the Government please provide information as to the current diversion rate in as much detail as possible?
Answer: The current diversion rate is approximately 3.3% for trash and 42% for construction waste. With a recycling program, this should increase significantly. Target date for 50% is changed to 2020.
13. Question: What is the current revenue being generated via recyclable sales for items on the VAMCs recycle list found in 2.1.1 of the SOW
Answer: FY17 recycling generated $17,251.64 and in FY18 so far it has generated $3529.69.
14. QUESTION: Will the government please clarify, container by container, whether the solicitation is requiring self-contained compactors or stationary compactors?
Answer: stationary compactors.
15. Questions: Can CPARS reports be submitted in lieu of Past Performance
Answer: Contractor is highly recommended to send Past Performance Questionnaire to references. See
Note Past Performance Section E in amended Solicitation.
16. Question: Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?
Answer: This is a new requirement
17. Question: For 5.1.1.12, can the VA provide a separate line item for the purchase of the 145 recycling containers?
18. Question: What type of waste will be placed into the VA01 compactor?
Answer: Regular trash: paper, kitchen waste, patient care items (NOT sharps or body fluids), some boxes and other discarded items. See also definition 6.1-6.3.
19. Question: Can the VA provide clarification on the containers listed at the supply dock? The VA describes the open top container for VA06 as a 30yd refuse/recycling open top container and the container for VA06A as a 30yd refuse/single stream open top container; is it the VA’s intention to utilize VA06 open top as a waste container and VA06A as a single stream container? This needs clarification because these two offer significantly different rates.
Answer: VA06 will be used as a waste container and VA06A as a single stream container.
20. Question: How does the VA currently accomplish the services listed for 5.1.11? (5.1.1.11 #VA07-
UNBLOCK: Contractor shall provide service to Unblock and/or Clear Trash Debris from Bldg. 100, Trash Chutes (Site ID #VA02) Southwest and (Site ID #VA03) Northeast. Also, the Contractor shall provide trained technicians to service and provide response to unblock and/or clear blockage from trash chutes within 24-hours of Request Notification at a set fee per chute; the estimated number of blockage calls per year – 6 each).
Answer: The VA has been calling a separate contractor as needed to clear blockages.
21. Question: Will the VA provide a separate line item for 5.1.11?
