Problem Statement:
The current configuration of the exhaust duct system in OR No. 9 is not properly controllable and is thereby impacting the facility’s ability to maintain proper room pressurization and air exchanges in accordance with current VA Design Guides.
Scope:
a. Furnish and install two (2) Exhaust/Return air terminals (VAVs) which will be used to combine the four (4) existing exhaust ducts in the room. Terminals are to be sized to adequately return a minimum of 2400 CFM for the space. Appropriately modify the existing room pressure controller for each existing system to act as one (1) complete controllable system. Mechanical and HVAC as-built drawings will be provided for bidding and documentation purposes.
b. Re-use existing supply air terminals (VAVs) within room 2B132 which feed OR9 and replace the terminal equipment controllers on the terminals with room pressure controllers and monitors at both doors.
c. Remove booster fans from the two (2) supply air terminals (VAVs) and terminate wiring at the fan controller.
d. Clean duct in impacted areas and replace existing HEPA Filters in both Filter Cabinets at the completion of the scope of work.
e. Provide and install an additional supply air terminal (VAVs) with controls for the Med Room 2B135 currently being served by 2B132
f. Returns for the Med Room space are to be tied into the return duct for the surrounding corridor with code compliant sealing as required for the type and location of duct.
g. Seal all connections in the return ducts with spreadable duct mastic to ASHRE standards. Any connections performed on stainless steel duct shall be properly welded.
h. Submit a N.E.B.B Certified Test and Balance (TAB) report for review by the Government prior to acceptance of the space by the government.
i. Furnish and install five (5) 120V/20Amp dedicated source (emergency) wall receptacles in OR9 for future equipment use at locations determined by the COR. Follow all NEC Codes. As-builts of electrical panels, schedules, and locations will be provided for bidding and documentation purposes.
j. If drywall ceilings have to be removed for this scope of work, all replacement and painting in-kind is included. All “patches” to be smooth and seamless with no visible evidence that a patch was made. This includes the painting as well.
k. Contractor shall include provisions for two (2) small wall raceways for equipment cabling at locations to be determined by the government.
l. All programming, controls, wiring, electrical and associated apparatuses required for a complete and useable system are included in this scope of work.
m. A one (1) year parts and labor warranty shall be included on all equipment, devices, and ductwork associated with this scope of work.
Installation Time
1. All construction work shall be completed within 60 calendar days after “Notice to Proceed” is received by the Contractor.
2. Although OR9 is currently not in use, most work will be performed outside of normal hours of operations due to ongoing surgical procedures in the suite. All work must be properly scheduled and coordinated with the project Contracting Officer Representative (COR), the LR A/C shop, and Surgery Services.
SPECIAL CONSIDERATIONS BY THE CONTRACTOR:
1. All disposal costs and fees for debris removal will be the contractor’s responsibility.
2. Site shall be kept clean and free from debris at all times and contractor shall remove debris daily from the health care system property. Contractor will not be allowed to use Government tools, materials, and/or labor for this project.
3. Maintain/adhere to proper Infection Control Risk Assessment (ICRA) procedures for working in an active OR Suite in accordance with VA Policy as outlined below.
SAFETY CONSIDERATIONS:
1. Contractor’s workmen shall provide and utilize all safety requirements in accordance with OSHA regulations during all phases of the work.
2. All workers shall be fully aware of safety and infection control precautions for working in an active OR suite.
FIRE PROTECTION DURING CONSTRUCTION:
a. Coordinate with the facility prior to and throughout the construction period.
b. Fire protection during construction shall comply with VA Master Construction Specification (VAMCS) 01 00 00, General Requirements. (Note: VAMCS 01 00 00, General Requirements, addresses NFPA 241, Joint Commission Interim Life Safety Measures, Hot Work Permits. This specification section was formerly section 01010.)
c. Separate all occupied areas from demolition, renovation, or construction activities by temporary smoke-tight construction partitions of gypsum board or other approved non-combustible or limited-combustible material. Partitions shall be full height, extending through suspended/hard ceilings to the floor slab or roof deck above and shall be one-hour fire rated, unless sprinklers are installed and are operational on both sides of the temporary partition whereupon the partition may be permitted to terminate at the ceiling in accordance with NFPA 241. Where the ceiling on one side of the temporary construction barrier has been removed, the temporary wall would need to go to the deck above.
d. Note: This requirement is due to the inherently greater potential for fire or hazardous materials incidents associated with the combustibles and operations of demolition/construction. This risk is made worse by the likelihood of compromised fire protection systems and fire/smoke resistant construction. This does not obviate the need to provide other protective measures to contain dust and debris as specified by VAMCS 01 00 00 section 1.8(D)(2). Sprinklers are considered to be operational when they are installed in accordance with NFPA 13 (spacing, protection, distance from the ceiling, etc.) and there is a sufficient automatic water supply. If the ceiling was removed and the sprinklers remain at the original ceiling level, they would likely not be considered operational.
e. Provide dust proof one-hour / fire-rated drywall construction barriers to separate construction from the operational areas of the hospital in order to contain dirt debris and dust. Barriers shall be sealed and made presentable on hospital occupied side. Install a self-closing rated door in a metal frame, commensurate with the partition, to allow worker access. Maintain negative air at all times. A fire-retardant polystyrene, 6-mil thick or greater plastic barrier meeting local fire codes may be used where dust control is the only hazard, and an agreement is reached with the COR and Safety Office.
f. Phase construction as necessary to ensure that obstruction of exits is minimized or avoided. If exits are obstructed during construction, provide alternate exit routes during each phase of construction and identify the alternate routes on the construction drawings.
g. Minimize or avoid disruptions to fire alarm and sprinkler systems. Delineate phasing of construction to ensure that installations of new systems are expedited, and where possible, maintain existing systems in service until the replacement system is operational. If fire protection systems are to be disrupted, ensure procedures are incorporated to maintain equivalent levels of fire protection and provide formal notification to the facility while systems are down.
INFECTION CONTROL - DURING CONSTRUCTION:
a. Implement the requirements of VAMC’s Infection Control Risk Assessment (ICRA) team. ICRA Group may monitor dust near the construction work and require the Contractor to take corrective action immediately if the safe levels are exceeded.
b. The contractor is responsible for notifying/educating all personnel involved in the construction or renovation process in infection prevention measures established by the medical center and as noted on the ICRA form.
c. Isolate HVAC system in area where work is to be done to prevent contamination of duct system.
d. Complete all critical barriers i.e. (sheetrock, plastic, etc. to seal area from non-work area or implement control cube method (cart with plastic covering and sealed connection to work site with HEPA vacuum - prior to vacuuming and prior to exit) before construction begins.
e. HEPA filtration is required where the exhaust dust may reenter the breathing zone.
f. Contractor shall verify that construction exhaust to exterior is not reintroduced to the medical center through intake vents, or building openings.
g. Negative air pressure must be maintained within work space throughout the construction project. Install HEPA (High Efficiency Particulate Accumulator) filter vacuum system rated at 95% capture of 0.3 microns including pollen, mold spores and dust particles. Insure continuous negative air pressures occurring within the work area. HEPA filters should have ASHRAE 85 or other pre-filter to extend the useful life of the HEPA. Provide both primary and secondary filtrations units. Exhaust hoses shall be heavy duty, flexible steel reinforced and exhausted so that dust is not reintroduced to the medical center. HEPA filters must be routinely monitored and replaced once filter become visibly dirty or is no longer effective.
h. Seal all holes, pipes, conduits, penetrations or punctures within envelope of work area in appropriate manner. Method of sealing must maintain the construction areas required fire/smoke rating.
i. Construct “ante-room” and require all personnel to pass through this room so they can be vacuumed using a HEPA vacuum cleaner before leaving work site or they can wear cloth or paper coveralls that are removed each time they leave the work site. Keep area adjacent to the “ante-room” mopped clean as required by project traffic.
j. During demolition or any dust producing work or work in the ceiling, disposable shoes or shoe covers must be worn and removed in the “ante-room” when the worker exits the work site.
k. Do not remove construction barriers from work area until completed project is signed off by COR and area is thoroughly cleaned.
l. Provide and install adhesive dust “sticky” walk-off mats, minimum 600mm x 900mm (24” x 36”), at each entrance/exit of construction area. Replace walk-off mats as often as required to maintain clean work areas directly outside construction areas at all times.
m. Vacuum and wet mop all transition areas from construction to the occupied medical center at the end of each workday. Vacuum shall utilize HEPA filtration. Maintain surrounding area frequently. Remove debris as they are created. Transport these outside the construction area in containers with tightly fitting lids.
n. There shall be no standing water during construction. This includes water in equipment drip pans and open containers within the construction areas. All accidental spills must be cleaned up and dried within 12 hours. Remove and dispose of porous materials that remain damp for more than 72 hours.
INFECTION CONTROL – UPON PROJECT COMPLETION:
a. Remove barrier material carefully to minimize the spreading of dirt and debris associated with construction.
b. Contain construction waste before transport in tightly covered containers.
c. Cover transport receptacles or carts. Tape covering unless solid lid.
d. Wet mop area with disinfectant or as approved by COR.
e. Remove isolation of HVAC systems in areas where work is being performed.
f. HEPA vacuum and wipe clean all surfaces in the construction area. This includes walls, ceilings, cabinets, casework, furniture (built-in or free standing), partitions, flooring, etc.
SUBMITTALS / SHOP DRAWINGS:
Contractor shall submit shop drawings, product data, and required samples of all new proposed components, equipment, and materials for government approval prior to starting any work. No equipment or materials shall be procured or installed prior to approval by the COR.
All work is to be performed in strict compliance with the attached drawings, specifications and “Scope of Work”.
