A.1 QUESTIONS RECEIVED FROM SITE VISIT

QUESTIONS AND ANSWERS FROM THE SITE VISIT ON 08/08/2024 FOR P/N 657A5-23-114

QUESTION 1: There are about 4 road crossings required for the duct banks.

(Commander Drive, North Periphery Rd and Copeland St x2) Is it the intent for those to be dug out and patched or directionally bored?

ANSWER 1: This question refers to concrete encased electrical duct banks. These shall not be bored. Contractor shall do one crossing at a time and coordinate time 4 weeks in advance with COR. Contractor shall calculate off peak hours for this work. The contractor shall replace all aspects of the existing road including striping to match existing roads. Contractor shall also match existing sidewalks where crossings are required.

QUESTION 2: Drawings show (2) pull boxes side by side everywhere. Does this mean that the (4) 2" conduits split and (2) 2" conduits go to each one? Is the intent for one to be for power and the other for security?

ANSWER 2: YES

QUESTION 3. On Sheet ES-101 Detail #3, If the site lighting, gate operator and network switches are all fed from the new "GS2" panel at the gate, why does it show a conduit going to the existing panel "GS" in the Temporary Guard Shack? If it is required, what size conduit and wire is required and what purpose does it serve?

ANSWER 3: There are no power requirements in the guard shack, Panel GS2 is located near the gate.

QUESTION 4: There are some 360 degree cameras shown to be mounted on the 4" aluminum light poles for the site lighting. Typically at this site all the exterior cameras are mounted on concrete poles to warrant against any kind of vibrations that could blur the picture of the cameras. Just wanted to make sure this is the intent to mount to these aluminum poles? Please advise.

ANSWER 4: Install cameras on aluminum poles as shown on drawings

QUESTION 5: The drawings call for Cat 6A cable to be run out to the exterior cameras.

The maximum distance of 328' is more than exceeded to most of them.

Typically on this site, fiber is run to each exterior camera and a Stainless box is provided to house the converter equipment. Is this the intent on this project? If so we would have to figure out locations to mount these above ground boxes due to these cameras being mounted on Bollards. Please Advise.

ANSWER 5: (Response is being worked on) QUESTION 6: More information and possibility pictures of the exiting electrical panels (B14-3 and LPP-1). The drawings give the manufacture of the panel but not the series or type of breakers. Also, I would like to know if the panels are located on the first floor or basement of the buildings.

ANSWER 6:

QUESTION 7: The drawings state that the camera / access control system is to be integrated with the existing system that is at the VA now. What brand and series is the existing system?

ANSWER 7: SiPass Integrated 2.90 and Siveillance VMS Video Client 2023 R3 QUESTION 8: I cannot find where the low voltage conduits are supposed to enter Building 81? The drawings show 2 conduits for power but nothing to the low voltage PB.

ANSWER 8: Provide 2- 2” conduits in addition to the power conduits for a total of 4-2”conduits entering Building 81 room 135 . See Drawing TY101 for location of Security Equipment Closet. Contractor shall follow path of power conduits and communication conduits shall extend to Security Equipment Closet. See Note 6 Drawing TY 101.

QUESTION 9: What size wire should be used for the feeders to panels GS and GS2 ?

ANSWER 9: Panel GS2 shall be #1/0 conductors and #6 ground.

QUESTION 10: The one-line drawings for the cameras show CAT 6A cable. I do not believe CAT 6A can support cameras with this distance shown. Please advise.

ANSWER 10: (Response is being worked on) QUESTION 11: Can we get clarification on all areas where the mow strips will be located?

ANSWER 11: Mow strip is only under historic fence and non-historic 20’ section with galvanized angles(location of 20’ section shown on CI-100 with enlarged on CI-101) QUESTION 12: Is the Rat fence required around the complete job?

ANSWER 12: Install as shown on drawings QUESTION 13: Is there gate operator specs?

ANSWER 13: (Response is being worked on) QUESTION 14: What is the gauge required for the black vinyl coated fence? 8Ga or 9Ga? Is there specs for this?

ANSWER 14: 9 Gauge Core Class 2B Black Vinyl Chain link Fence.

QUESTION 15: Are there specs on the Historic fencing? Other than Brand?

ANSWER 15: See specifications in division 32 QUESTION 16: What bracing is required?

ANSWER 16: (Response is being worked on) QUESTION 17: Can the Superintendent wear dual hats as either superintendent & SSHO or Superintendent & QAQC?

ANSWER 17: Yes. The Superintendent can be the SSHO or QC. However, no one individual can perform more than two of the key staffing positions below and the project manager and superintendent cannot be the same person. Just a reminder: The Superintendent shall be physically present at the on-site project office anytime work is being performed.

QUESTION 18: Will three separate roles be required for this Project: Superintendent, SSHO & QAQC?

ANSWER 18: see answer 17.

QUESTION 19: Will the owner accept the use of Procore Project Management software as the primary submittal and data tracking tool for this project?

ANSWER 19: Yes, Procore is acceptable.

QUESTION 20: Is this project tax exempt and will the CO/COR provide the necessary tax-exempt certificates.

Answer 20: Contractors working on this project are exempt from state sales tax. A tax exemption certificate will be issued upon award of this contract. A recently recommended tax-exempt language will be added into this solicitation per the Office of General Counsel in addition to Clause FAR Part 52.229-3 – Federal, State and Local Taxes.

QUESTION 21: As a result of the effect of COVID-19 throughout the U.S., and the resulting Federal, State and local governments’ responses / requirements are there any new work requirements or mandates that will be required by VA on this project?

Answer 21: For staff at this facility Return to Work Criteria for HCP with SARS-CoV-2 Infection: The following are criteria to determine when HCP with SARS-CoV-2 infection could return to work and are influenced by severity of symptoms and presence of immunocompromising conditions. After returning to work, HCP should self-monitor for symptoms and seek re-evaluation from occupational health if symptoms recur or worsen. If symptoms recur (e.g., rebound) these HCP should be restricted from work and follow recommended practices to prevent transmission to others (e.g., use of well-fitting source control) until they again meet the healthcare criteria below to return to work unless an alternative diagnosis is identified.

HCP with mild to moderate illness who are not moderately to severely immunocompromised could return to work after the following criteria have been met:

· At least 7 days have passed since symptoms first appeared if a negative viral test* is obtained within 48 hours prior to returning to work (or 10 days if testing is not performed or if a positive test at day 5-7).

At least 24 hours have passed since last fever without the use of fever-reducing medications, and

· Symptoms (e.g., cough, shortness of breath) have improved.

Question 22: What is the approximate duration between issuing the award and issuing the NTP?

ANSWER 22: The anticipated award of the project is 2nd – 3rd week of September 2024. The Contracting Officer (CO) will issue the NTP in 2 weeks after the award of this contract, at the pre-construction meeting. The pre-construction meeting cannot be scheduled until the payment and performance bonds, and liability insurance certificate are received; Awardee will be given 10 calendar days to provide the bonds and insurance certificate to the CO from the time of award.

QUESTION 23: For planning the preliminary project schedule, can you please provide an anticipated award date?

ANSWER 23: see answer 22.

QUESTION 24: How many calendar days should be included in the critical-path method schedule for owner and A/E review and respond to RFIs?

ANSWER 24: Plan on ten days for RFI’s.

QUESTION 25: How many calendar days should be included in the critical-path method schedule for owner and A/E submittal review?

ANSWER 25: Plan on fifteen days for submittal review.

QUESTION 26: Will the Government provide the 3-D REVIT Design model in native file format, for the creation of coordination drawings, and use by contractor?

ANSWER 26: No.

QUESTION 27: Will the owner accept the software “Out-Build Scheduling Software” for schedule submission and monthly updates?

ANSWER 27: Yes.

QUESTION 28: Where will the designated laydown area be for storage and staging?

ANSWER 28: The contractor laydown area on the SE corner of campus. Possible short-term staging adjacent to work underway.

QUESTION 29: Please confirm that the project is to be completed during normal working hours, not nights and weekends.

ANSWER 29: Unless unforeseen circumstances arise, work will be completed during normal business hours.

QUESTION 30: Many VA campuses are beginning to address tuberculosis protocols on VA campus projects. Will this project be required to follow 01 35 26 1.13 for TB required protocols? Will this be a requirement to follow the 90-day screening prior to and before work on the project? That will limit the amount of personnel who can immediately perform work right after the award.

ANSWER 30: This project will not be required to follow 01 35 26 1.13 for TB required protocols.

QUESTION 31: There was nothing stating whether or not Reps and Certs should be included in our submission. Are we required to submit these with our proposal.

ANSWER 31: You are not required to submit Reps and Certs with your proposal, but you are required complete the annual representations and certifications electronically in SAM.gov as they will be reviewed by the CO for determining whether the prospective contractors and subcontractors are responsible. Also, read the provisions in the solicitation FAR 52.204-8 – Annual Representations and Certifications.

QUESTION 32: The E4 feeder going to Panel B14-3 shows (4) 2” PVC conduits we will need (3) parallel runs for the feeder due to voltage drop are we to cap the 4th Conduit on the exterior of the boiler house or run it all the way to the panel as well? Please advise.

ANSWER 32: East Panel (Copeland gate) shall be #3/0 conductors and #6 ground.

QUESTION 33: Are all the unmarked conduit runs going to lights and panels typical (2) 2”?

ANSWER 33: Yes QUESTION 34: Can the Superintendent be shared across multiple projects, or should they only be dedicated full-time to this project?

ANSWER 34: Yes, if these projects are all on-site and he is able to fulfill the role and responsibilities required by this project. Remember that the superintendent shall be physically present at the on-site project office anytime construction work is being performed on those projects. But he/she should not be paid full time hours on all these projects that he is acting as the Superintendent for. See FAR Clause 52.236-6, Superintendence by the Contractor, in the solicitation.

QUESTION 35: Is the QCM required to be onsite full-time, or can they make site visits as required for inspections?

ANSWER 35: The QCM is not required to be onsite full-time but need to perform the QC administration as required by this project. The QCM will only be compensated on the time the QCM service is performed for this project.

QUESTION 36: If the QCM is required to be onsite, should they be assigned to this project only, or can they be assigned to another project as well?

ANSWER 36: see answer 34 and 35.

QUESTION 37: Is the SSHO required to be on-site full-time, or can they be a home office employee (e.g., Safety Director) on the prime contractor's staff?

If the SSHO is required to be onsite, should they be assigned to this project only, or can they be assigned to another project as well?

ANSWER 37: The SSHO must be on-site during construction work. They can be assigned to another on-site project as well, but he/she needs to perform the SSHO duties as required by this project. He/she will only be compensated for this project at the time the service is rendered.

QUESTION 38: Can a subcontractor fulfill the SSHO role with periodic visits?

ANSWER 38: No. The SSHO must be a prime contractor personnel and needs to be present on-site during construction work. The Superintendent can play a dual role as the SSHO or QC if he/she has the necessary qualification, training and experience required in the solicitation.

QUESTION 39: If the Superintendent cannot fulfill the role of QCM and SSHO, the average ADDITIONAL cost for a dedicated QCM or SSHO is approximately $26,500 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc). We expect this project to be 10 months long, and the bid is expected to increase by $265,000. Please confirm that the Superintendent can’t fulfill the role of QCM and SSHO and that a dedicated CQM or SSHO separate from the Superintendent is still required.

QUESTION 40: Does the VA require any scope of work in this project to be performed outside of regular work hours?

ANSWER 40: It is the responsibility of the contractor to determine if any construction, commissioning, or integration processes will result in unacceptable interruptions to any facility system or operation. The VA does not currently foresee any work will need to be completed outside of regular hours. Any unforeseen systems/utility interruptions that affect facility operations may require off-hours work.

QUESTION 41: What trades or scopes will be required to perform off-hours work for work scopes that must be performed?

ANSWER 41: It is the responsibility of the contractor to determine if any construction, commissioning, or integration processes will result in unacceptable interruptions to any facility system or operation. The VA does not currently foresee any work will need to be completed outside of regular hours. Any unforeseen systems/utility interruptions that affect facility operations may require off-hours work.

QUESTION 42: What will the work hours and days be for scopes that require off-hours work?

ANSWER 42: If off-hours work is required, it may be completed in the evenings or on weekends.

QUESTION 43: Please provide a copy of the Site Visit Attendance Sheet.

ANSWER 43: The site visit attendance sheet will be provided and published in SAM.gov through amendment 1 to the solicitation.

QUESTION 44: In the event of contract modifications, should contractors apply bond premiums to the individual modification or wait until the end of the job where the VA issues a final modification to reimburse contractors for bond overruns for all mods.

ANSWER 44: Payment for additional bonding, as a result of contract modifications, will be paid with the final payment upon presentation of a paid invoice from the Bonding Company, reflecting payment for the increased premium. Evidence must be in the contract file to reflect the increased bonding if the total contract amount exceeds current bonding requirements.

QUESTION 45: Where are the designated contractors' and subcontractors' parking area?

ANSWER 45: General parking for contractors is located in the laydown area on the southeast corner of campus. Additional parking may be permitted in or near areas of work depending on location and circumstance.

QUESTION 46: Will the VA allow 2-3 spaces for the prime contractor and each subcontractor?

ANSWER 46: General parking for contractors is located in the laydown area on the southeast corner of campus. Additional parking may be permitted in or near areas of work depending on location and circumstance.

QUESTION 47: Where shall these people park if the VA cannot make 2-3 spaces available for the prime contractor and each of the subs?

ANSWER 47: General parking for contractors is located in the laydown area on the southeast corner of campus. Additional parking may be permitted in or near areas of work depending on location and circumstance. Parking will be available.

QUESTION 48: How many hours should the prime contractor and subcontractors’ budget for on-site badging, safety training, orientation, etc.?

ANSWER 48: Given the nature of this project, the VA does not expect all workers to be badged. The superintendent and other key personnel will require badging. Badging takes a total of 4-8 hours per person. Safety training and orientation should take no longer than 4 hours.

QUESTION 49: Is TB Testing required before contractors can commence work onsite?

ANSWER 49: see answer 30.

QUESTION 50: The solicitation includes FAR 23.1 Sustainable Products and Services and/or VAAR 852.223-70 Instruction to Offerors – Sustainable Acquisition Plan, but is not included in any of the Factors. Please confirm if a Sustainable Acquisition Plan is required to be submitted with bids, and which Factor should it be submitted with.

ANSWER 50: No. the Sustainable Acquisition Plan will not be required. The amended solicitation will remove this VAAR provision QUESTION 51: Will the government provide call-in details and instructions for the bid opening to ensure transparency for all bidders?

ANSWER 51: This procurement is not a Sealed Bidding, FAR Part 14. Therefore, No public bid opening will be held. This procurement is using FAR part 15.101-2 – Lowest Price Technically Acceptable source selection process as indicated on the published solicitation in SAM.gov.

QUESTION 52: Will the VA provide the point of contact information for the existing access control system and the existing video management system integration contractor?

ANSWER 53: VA water sources may be used when it is accessible near work locations.

QUESTION 54: Is temp power available for contractors to connect to?

ANSWER 54: Temp power is not typically available for the contractor. Circumstances may permit limited use of VA power.

QUESTION 55: What are the locations for temp power?

ANSWER 55: Temp power is not typically available for the contractor.

QUESTION 56: If no temp power is available, a generator will be required, which usually adds significant cost to rent and fuel. Please confirm this is necessary if no temp power is available.

ANSWER 56: Generators will be necessary is certain situations. If this question is referencing power for a job-site trailer, there are meters in the contractor laydown area. If there is a meter available, the contractor may establish power with the power company (Ameren). These are first come, first serve.

QUESTION 57: Are contractors required to set a pole and meter electric usage?

ANSWER 57: No. There may be available meters in the laydown area. Contractor will be responsible for coordinating power with the power company (Ameren).

QUESTION 58: Will the VA provide a space for the Prime Contractor’s Superintendent to set up, or should we add costs to our bid for a mobile office?

ANSWER 58: The VA does will not provide a space for prime contractor’s superintendent on this project.

QUESTION 59: Is space available for a 10’ x 40’ temporary ground-level office near the temporary power source?

ANSWER 59: There may be space available near meters in the contractor’s laydown area. This space changes constantly and we cannot confirm that space will be available when required.

QUESTION 60: Will the VA provide space for a 20-yard dumpster?

ANSWER 60: Dumpster space will be available. This will be discussed during kickoff meeting with contractor awarded the project.

QUESTION 61: Where shall contractor dumpsters be located?

ANSWER 61: Dumpster space will be available. This will be discussed during kickoff meeting with contractor awarded the project.

QUESTION 62: Can the VA accommodate a dumpster near the work locations?

ANSWER 62: Depending on location, this may be possible.

QUESTION 63: Will the VA allow contractors to use VA indoor restrooms?

ANSWER 63: The contractor should plan to provide portable toilets near work site.

QUESTION 64: Can Porta Johns be placed within a 100’ radius of the work locations if required?

ANSWER 64: Yes – upon discussion and approval.

QUESTION 65: Can electrical, access control, video management, and any other tie-ins be performed during regular hours ANSWER 65: This will be possible as long tie-ins and associated outages do not adversely affect operations.

QUESTION 66: Can system commissioning activities be performed during regular hours?

ANSWER 66: This will be possible as long as commissioning and associated outages do not adversely affect operations.

QUESTION 67: Will the VA allow for stored material so that we can procure and lay down long lead items and/or critical path material/equipment?).

QUESTION 68: Will the VA fully pay for this material/equipment if stored onsite ANSWER 68: The Government is permitted to pay for 'materials delivered on site but not installed'. The COR, by his concurrence with the progress payment, is certifying to the CO, that all 'Materials not installed', if identified on the Progress Payment as such, are on hand, are available, are segregated, are identifiable and have been inventoried in accordance with the specification. Title to these supplies passes to the Government when the progress payment is made; however, the responsibility for their protection against loss, theft or damage remains with the Contractor until installed and the project or portion thereof accepted by the Government. If material is stored at an off-site location, the storage location must be secured and insured.

QUESTION 69: Is both a boundary survey and topographic survey required?

ANSWER 69: According to facilities management, the existing fencing was placed “a few feet” inside the actual property boundary – A boundary survey should not be necessary. A topo survey will be required as necessary to construct new fence.

QUESTION 70: Can the subcontractor experience be used to satisfy the Factor 1 experience of Prime Contractor?

ANSWER 70: No. The subcontractor experience cannot be used to satisfy Factor 1. The Proposal Submittal Instruction on the Solicitation for Prime Contractor experience stated the following:

“FACTOR 1: RELEVANT CONSTRUCTION EXPERIENCE OF PRIME CONTRACTOR.

To be evaluated under this factor, Offerors shall submit a minimum of two (2) and maximum of five (5) construction project examples for the Prime Contractor that best demonstrates recent and relevant experience by the Prime Contractor on projects that are similar in size, scope, and complexity to the RFP requirements. Subcontractor work cannot be substituted and shall not be accepted. The projects must demonstrate an Offeror’s construction experience as a prime construction contractor directly responsible to the project owner and managing multiple subcontractors. “ QUESTION 71: It appears that Drawing No. ICRA-01 is showing an incomplete Infection Control Risk Assessment. Please confirm if there are ICRA requirements, and if so, please provide drawings indication locations for ICRA requirements, and another RFI period for questions relating to the new drawings. (Not sure if this is a COR or A/E question) ANSWER 71: ICRA Class Classification are noted on Drawings ES-101 and ES-102 for Buildings 81 and 14. Building 15 is also ICRA Class I for low voltage wiring installation.

QUESTION 72: Page 15 of the Solicitation, Factor 4: Past Performance notes “ATTACHEMENT 5” Past Performance Questionnaires (PPQ), but a PPQ was not uploaded to Sam.gov. Is a PPQ still required and if so, will the VA upload the PPQ form to Sam.gov?

ANSWER 72: The PPQ will be provided in the amendment 001 of the solicitation and will be published in SAM.gov.

QUESTION 73: Page 14 of the Solicitation, Factor 3 states, “If references cannot be verified, then Factor 3 will receive a rating less than acceptable.” If Factor 3 receives a rating of less than acceptable, will the VA decide not to award the contract to the contractor even if the contractor is the lowest bidder?

ANSWER 73: In addition to price factor, the contractor’s proposal will be rated using non-price factors. There are five non-price factors to be used to determine the technical acceptability of the proposal. The VA will make the award based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. Please see Proposal Submittal Instructions on the published solicitation in SAM.gov QUESTION 74: A weather station is attached to the south fence near the Contractor’s Laydown yard. Is this the property of the Marion VAMC, or a Contractor? Whose responsibility is it to remove and replace this?

ANSWER 74: This weather station is not the property of the VA. It can be removed. It’s ownership will be determined.

QUESTION 75: Can we dump our footing excavation spoils on the massive pile in the back of the Contractor’s Laydown yard, or must they be exported off-site?

ANSWER 75: Plan to haul spoils off-site.

QUESTION 76: Whose responsibility is it to contact the three neighbors with multiple dogs before the existing fence is removed? Will their contact information be provided?

ANSWER 76: This will be a coordinated effort with VA COR and contractor’s superintendent or PM.

The roller system was chosen specifically for this application.

QUESTION 82: In regard to the below email from Roller Barrier / Insight-Security, will the VA consider using the Double Row Roller Barrier System from Roller Barrier / Insight-Security?

ANSWER 82: Double or Single-Row Roller Barrier should be sufficient.

QUESTION 83: In regard to the below email from Roller Barrier / Insight-Security, Has the VA taken into consideration the weight of using a Double Row Roller Barrier System on the 29’ long gate?

ANSWER 83: Rollers can be removed from Copeland Gate.

“Thank you for your enquiry and for providing the relevant documents. After reviewing the information, I regret to inform you that the Roller Barrier may not be effective for chain link fences, due to their inherent foot and handholds, are relatively easy to climb, even with the Roller Barrier installed. Additionally, the low height of the fences further increases the ease of climbing.

Please note that if you still wish to proceed with the Roller Barrier, the only viable installation method would go with the Double Row Roller Barrier System and the brackets will need to be welded to the top rail or pole of the chain link fence (see attached for ref).

Due to the weight of the Trigard System the fence is likely to fall over as chain link fence is not strong enough to withhold the Trigard system.”

QUESTION 84: Specification 32 31 53, 2.2 Perimeter Security Fence paragraph D.2. states “Provide motorized cantilevered, sliding gates with no tracks on the ground for vehicle access.” Is the Copeland Street Vehicle Gate intended to meet this specification?

ANSWER 84: All of the gates were intended to be suspended cantilever gates systems. FP provided basis of design June 2024 for the gates, fence, and framework.

QUESTION 85: If the Copland Street Vehicle Gate is intended to meet the specification above, please provide details on how the Copeland Street Vehicle Gate will be cantilevered, ensuring that will be able to support the weight of a Roller Barrier System.

Special Notes regarding FAR 52.229-3: Federal, State and Local Taxes:

Offerors are hereby notified that under Illinois Admin. Code tit. 86, § 130.2075 - Sales to Construction Contractors, sales of materials to construction contractors for incorporation into real estate owned by governmental bodies are exempt from Retailers' Occupation Tax and Use Tax. Therefore, the contractor’s purchase of such building and construction materials within the State of Illinois to be incorporated into the real property belonging to the U.S. Department of Veterans Affairs (VA) is subject to the exemption from Illinois’ Retailer’s Occupation Tax and Use Tax. To take advantage of the tax exemption, the VA will furnish to the contractor at award a State of Illinois Contractor Exempt Purchase Statement for the project involved, and the contractor may present this form when purchasing materials for incorporation into such project.

Notwithstanding FAR 52.229-3, all bids received in response to this solicitation are presumed to reflect this tax exemption, and therefore should not include Illinois’ Retailer’s Occupation Tax or Use Tax on sales of materials for incorporation into VA real estate under this contract.
