Questions and Answers

1. Can data collection in non-public areas such as mechanical rooms, electrical rooms, boiler plants, outdoor facilities, etc. be conducted during normal business hours?

ANSWER: Yes

2. During the site walk, KCVA representation stated floor plan creation including electrical equipment locations should be considered in the scope of work? Can you confirm?

• If true, can you amend and include this in the solicitation deliverables?

Amended on SOW in Continuation Pages in GREEN font.

3. During the site walk, KCVA representation stated if a panel is discovered without a panel schedule, the discovery and creation of a new panel schedule should be considered in the scope of work? Can you confirm?

• If true, can you amend and include this in the solicitation deliverables?

Amended on SOW in Continuation Pages in GREEN font.

4. Can you confirm that “motor data under 50hp” is a typo? Should this detail state “motor data over 50hp”? Located on Solicitation Page 5 of 65, Section B.4, 2., B), I.

ANSWER: Confirmed the term should be “over” not “under”.

5. Can you provide existing one-line diagrams of Bldg. 40, OEIF, G.I., Bldg. 56, Bldg. 1 Floor 9, and original one-line diagrams?

ANSWER: See attached.

6. Can you provide a campus map including Bldg. # details?

7. Can you provide floor plans for all buildings?

8. Can you provide a transformer make/model/size/location spreadsheet?

9. What portions of the medical center require HEPA equipment to remove ceiling tiles? Is this detailed on the floor plans?

ANSWER: If more than one ceiling tile in a 50 ft area needs removed, a HEPA cart is required.

10. During the pre-bid site walk it was discussed that the contractor shall create floor plans and panel schedules in ACAD. Please confirm this is a project requirement.

ANSWER: This is not a project requirement and is a stand-alone service. There is no construction projects or A&E projects associated with this requirement. There is no information that goes into ACAD.

11. During the pre-bid site walk it was discussed that less than 10% of the electrical panels do not have physical panel schedules. Please confirm that the contractor is to tone the lines to determine what each circuit serves when panel schedules are not available.

ANSWER: Panel Schedules stickers are to be updated or if they are missing the stickers are to be replaced.

Statement of Work Arc Flash Survey and One-line Diagrams

General Statement: Contractor shall provide all labor, materials, equipment, tools, supervision, and oversight of the overall requirement as necessary to accomplish the electrical Arc Flash Survey and One-Line Diagrams as detailed below for the Department of Veterans Affairs (VA), Kansas City Medical Center (KC VAMC).

1. Services:

• The Contractor shall make sure that the construction/installation activities generate the most efficient path forward and the least disruption to the KC VAMC and its service lines.

• Contractor will conduct work in off-duty hours and weekends.

➢ Hours of operation should be 4:30 p.m. – 12:00 a.m. Central.

• Contractor must provide one work week notice to modify any openings in the framing or drywall (wallboard) for conduit or pass through.

• Contractor shall provide labor to perform data collection for existing electrical equipment and added electrical equipment.

• Contractor shall walk the entire site and accurately document on floor plans (provided by FMS/Projects section) all electrical equipment that will be included in the Arc Flash study/One Line Drawings.

• Contractor shall collect all data needed for Single-line Diagram, Short Circuit Analysis, Device Coordination Analysis, provide up to date One-Line Computer Aided Designs (CAD) drawings, Arc Flash Analysis, create arc flash incident energy labels and label affixation.

2. Deliverables include:

a) One Line Drawing- A one-line diagram in AutoCAD of the portion of the power distribution system considered in the study, based on the study model.

b) Data Collection-Contractor engineers shall collect all information needed to make a complete model of the site electrical system.

I. Cable lengths, type, and sizes, overcurrent protective device types and settings, transformer impedance, motor data under 50hp. Also include conduit types and sizes.

II. Gathering all data shall be complete by contractor engineers and will be done so per NFPA 70E regulations, Schneider, and VA safety policies.

III. Deliver a floor plan creation including electrical locations.

IV. If a panel is found not to have a panel schedule. The KCVA will require an accurate panel schedule/new sticker provided.

c) Coordination Analysis Results- Provide evaluation of conductor and equipment protection per National Electrical Code (NEC), time current coordination curves based on the recommended settings, device settings table that documents both the existing and recommended settings, and device settings will be based on a compromise and balance system protection, reliability, and arc flash exposure levels.

d) Short Circuit Study Results- Provide all input and output data, an equipment comparison table (compares the calculated short circuit values to the equipment rating.

• Contractor shall report any found deficiencies along with a proposed solution to correct the deficiency.

e) Arc Flash Analysis Results- Provide arc flash exposure values and flash protection boundary in a tabular format.

f) Arc flash analysis will be performed per the National Fire Protection Association (NFPA) 70E standard requirements, arc flash exposure values and flash protection boundary will be calculated per Institute of Electrical and Electronic Engineering (IEEE) 1584 methodology to determine Personal Protective Equipment (PPE) requirements, and the adjustment of protection device settings.

g) Arc Flash Incident Energy Labels- Display results of the arc flash analysis. Labels shall include Incident Energy Value, Hazard Risk Category, Flash Protection Boundaries, Shock Hazard Boundaries, date of survey, and immediate upstream disconnecting device which may be non-fused disconnect. This will satisfy UL 969, NFPA 70E, ANSI Z535.4, and the NEC (Article 110.16). If needed, busway equipment receives large 11”x16” double-sided one on each and one at the center of the busway. All other Arc Flash Labels will be printed per Electrical Certification Arc Flash Specifications.

h) Arc Flash Incident Energy Label Affixation- Contractor will conduct label affixation for all devices that pose an arc flash hazard including all devices surveyed with correct placement per NFPA 70E, for the life of the study.

i) Contractor shall note and notify the Contracting Officer (CO) and Contracting Officer Representative (COR) of any issues that may arise upon installation.

j) The material deliveries, sequencing, and phases (if needed) shall be communicated and agreed upon by the COR to ensure successful pursuit and completion of the work must be coordinated in conjunction with the KC VAMC Electrical Department.
