Question 1

E.7 VAAR 852.215-72 NOTICE OF INTENT TO RE-SOLICIT (OCT 2019)

This solicitation provides offerors fewer than 30 days to submit proposals. In the event that only one offer is received in response to this solicitation, the Contracting Officer may cancel the solicitation and resolicit for an additional period of at least 30 days in accordance with 815.370–2.

Answer: Discretion of the Contracting Officer, based on quote received.

Question 2 Is the Government expecting the Prime contractor to provide a subcontracting plan that utilizes SDVOSBs or VOSBs for this work per C.9?

Answer: Contractor is expected to submit their Subcontracting Plan as applicable. We will evaluate the plan received.

Question 3 Is the VA willing to consider a solution that does not satisfy all requirements?

Answer: Contractor is expected to meet the requirements. If unable to meet certain requirements, those must be HIGHLIGHTED in the quote/proposal for clarity. We will evaluate the quote and make our determination.

Question 4 With respect to implementation, we have to understand what the protective measures are before we can answer the question in table 4 and provide impact on installation timeline.

Answer: VA understands there is some uncertainty with regard to room access during this time. Depending upon how quickly contractor can get the equipment on site, the VA will provide unoccupied rooms, but may not be able to provide all of the rooms at the same time due to the current pandemic. The contractor should provide a schedule or schedules and pricing that reflect the inability to access rooms based on patients occupying the beds. Worst case scenario should be one room per day. VA understands that the schedule will be impacted based upon the number of positive COVID-19 cases that are admitted to the hospital, contractor should provide pricing if contractor must make multiple trips to the VA to complete the install. ICU rooms will be cleaned according to medical center policy prior to the contractor arriving on site. Contractor should supply their own PPE, VA will inform the Contractor if PPE is required.

Question 5 MO has Shelter-in-place orders. Will the VA provide access to the rooms and allow installation within 30 days of award as required by the RFP if our team is designated as Essential Personnel?

Answer: Clarification, the contract states that only the first site (St. Louis is preferred) will be expected to be installed within 30 days with the rest of the sites to follow. If the contractor can install faster than 30 days, please include that in the reply regarding schedules. VA will provide letters to the contracting employees that they are essential personnel. Contractor will supply names of employees to the COR so that these letters can be created. Contractors will be required to follow all existing building access requirements at each site, which includes screening each person before they enter the hospital. If the VA is unable to provide access to the rooms, VA assumes responsibility for not meeting the timeline. Contractor should provide pricing for a prolonged timeline and will be part of the evaluation.
