About this file

This document contains a single source justification for a federal contract award under simplified acquisition procedures. The Department of Veterans Affairs VISN 12 Construction Team is seeking to procure Hilti firestop systems for use at the Zablocki Medical Center. The estimated cost is $10,000. As the justification explains, Hilti systems have been established as the standard and are necessary to match existing firestop installations throughout the hospital. Using alternative firestop products could compromise the required UL ratings and necessitate removing and replacing entire firestop systems. The justification certifies the single source award is in accordance with FAR 13.106-1(b). The related federal contract opportunity is solicitation number 36C25222B0006 for upgrading the paging system at the Zablocki Medical Center under the Department of Veterans Affairs Veterans Health Administration VISN 12.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:__ VA69D-xx-AP-xxxx_________

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Zablocki Medical Center

NCO 12 Construction Team 695-xx-x-xxxx-xxxx

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This product, HILTI Firestop Systems, is an integration of materials, assemblies and components to provide firestopping to prevent fire from spreading through penetrations in walls, ceiling and floors throughout the medical center. Cost estimate: $10,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Firestopping is achieved through assemblies, not just materials and it is imperative approved assemblies are used and the assemblies are the same throughout the hospital to allow for inspections and adequate compliance when The Joint Commission and VA inspect for accreditation of the hospital and the safety of patients and staff. It is necessary to match existing systems to ensure there are no interface problems, approved assemblies are used in lieu just materials and all systems are UL approved.

4. Description of market research conducted and results or statement why it was not conducted:

We established HILTI as our standard. The other Firestop systems on the market are not compatible with HILTI. The products cannot be mixed together in a penetration because this voids the UL rating required. Were to switch systems we would not be able to maintain the existing firestop in the hospital and would be forced to remove and replace entire systems.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
