Pre-Bid RFI / Questions and Answers
Q. Currently, below specification calls for DELTAVENT SA. We would like to request that AIR-SHIELD SMP be accepted.
A. The product referenced is not referenced in the specification. The specification referenced in the RFI calls out for a self-adhered air barrier product. Reference Section 07 27 27 Fluid-Applied Membrane Air Barriers, Vapor Retarding which specifies a fluid-applied product.
Q. Reference 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors. Is the Covid19 vaccine a requirement for all personnel of the contractors, including people that would never actually be working on site (office personnel, office managers, etc.)? Or is the compliances with these safety guidelines only applicable to contract workers, working on-site on a day-to-day basis (tradesmen, technicians, on-site managers, etc.)?
A. Please see ”Safer Federal Workforce Task Force COVID-19 Workplace Safety: Guidance for Federal Contractors and Subcontractors Updated November 10, 2021” for updated guidelines.
Q. Reference spec section 078400 Firestopping, 1.5 Quality Assurance and 3.5 Acceptance of Work: The referenced spec calls for qualified installer by FM Global and an approved inspector to inspect firestopping. Please confirm qualified firestop installer requirements and inspection requirements for this contract.
A. An FM Global and approved inspector will not be required. Contractor is still required to adhere to the remaining requirements in Section 07 84 00.
Q. Reference Spec Section 02 82 13.19 Asbestos Floor Tile and Mastic Abatement. The referenced spec section indicates quantities of flooring tile/mastic to be abated but no indication on type of material and location. Can an asbestos survey report be provided for the building?
A. Asbestos survey report for Building 6 has been included as an attachment.
Q. Please confirm work hours for this project. Are there any specific tasks or trade division that must be on overtime (01 Infection Control, 02 Demolition, 02 Abatement)? Are there any areas of work that must be on overtime (Hallways, Occupied Areas, Etc.)?
A. See Addendum 1. Building 6 will now be vacated prior to construction therefore there are no special work time requirements. It is the Contractor’s responsible to schedule work in a manner to complete the project on-time. Normal work hours are 7:00am – 4:30pm, M-F as specified in Section 10 00 00.
Q. Is there a proprietary DIV28 Fire Alarm contractor at the facility? If so, please provide company and point of contact.
A. Specification requires an extension to the existing addressable Johnson Control/Simplex fire alarm system. Contact is Scott Nielson 920-883-9309 scott.neilson@jci.com
Q. Will the Covid-19 vaccine mandate be in effect by the start of construction or incorporated into the contract documents once construction has started? If so, will the VA accept regular testing for employees who do not want to be vaccinated? It has come to our attention throughout the bid process that many local contractors will not be complying with the vaccination mandate.
A. Yes, the mandate will be in effect at start of construction. Please see ”Safer Federal Workforce Task Force COVID-19 Workplace Safety: Guidance for Federal Contractors and Subcontractors Updated November 10, 2021” for updated guidelines.
Q. Are any floor finishes within the work area to be removed during demolition? Or are all floor finishes to remain?
A. Floor finishes are to be removed during demolition where indicated on the drawings and where new flooring is to be installed.
Q. Keynote AG on AD101 is not clear on what work is required at windows on second floor? Are all second-floor windows to be demolished and replaced? Please clarify window work required on second floor?
A. All second floor windows to be replaced with new windows.
Q. Many keynotes on AD101 state to “coordinate with owner items to be salvaged.” Are items with this note expected to be salvaged or disposed of? Items in questions include Tackboards / markerboards, file organizers, storage modules, paper towel dispensers, signage, toilet accessories, etc.
A. Coordinate with owner which items are to be salvaged for reuse, salvaged and turned over to owner, or properly disposed of. Owner anticipates removing all items to be salvaged prior to construction.
Q. Please provide a schedule of plumbing fixtures indicating whether each is existing to remain or new to be provided.
A. Existing fixtures to remain are labeled with Note #1. New fixtures are labeled with fixture designations (ie: WC-1, L-1, etc.) that relate to the specification section 22 40 00; starting with para. 2.6 Water Closets.
Q. Specifications for auto door operators are provided, however there does not appear to be any indication on the drawings of which doors require auto operators. Please provide a means of quantifying the auto door operators scope of work.
A. Reference specification Section 08 71 00 for door hardware sets. These sets correspond to the hardware sets shown on the door schedule on Sheet A501. Reference HW-9 at door hardware sets.
Q. AD101 states to demolish plaster and ACT ceilings, however no plan of existing ceiling layout is provided. Which rooms within the work area have existing ACT ceiling and which have existing plaster ceiling? Please provide a ceiling demolition plan to quantify the amount of ACT and plaster ceiling to be removed.
A. Reference existing finish schedule on Sheet I101 for existing ceiling types and reflected ceiling plans on Sheet AR101 for location and type of new ceilings. Also see F9/A301 for demolition of existing plaster ceilings which may exist in part or full above existing ACT. Contractor shall verify existing conditions.
Q. Will seed or sod be required to restore landscape of area effected by construction?
A. All disturbed areas shall be topsoiled (screened), seeded and mulched.
Q. What is the height of the deck within the work area to be renovated?
A. Reference Section F4/A301.
Q. What is the thickness of the existing concrete floor slab within the work area?
A. Reference General Note #2 on Sheet G001. Basement floor is a 4” concrete slab.
Q. Is the prime contractor responsible for hiring a geotechnical engineer?
A. Reference specification Section 01 45 29(1.1)(A.) This section specifies materials testing and inspection services required during project construction to be provided by a testing laboratory retained by the general contractor.
Q. The specifications state to remove and dispose of 1,250 square feet of flooring material, however floor demo and abatement is not indicated on the drawings. Please confirm that floor abatement is required and that the quantities given in the specifications are correct. If possible, please provide a drawing indicating the locations of the floor finish area to be abated.
A. Flooring abatement is required. The quantity provided in the specification is an estimation and for bidding purposes only. The contractor shall confirm the actual quantities to be abated. Nothing in this specification section may be interpreted as limiting the extent of work otherwise required by this contract and related documents. See demolition note #5 and #11 and reference new finish schedule on Sheet I101 for locations of new floor finishes. Reference asbestos survey report included as an attachment.
Q. Keynote 7 on the plumbing drawings states that “existing plumbing stacks/risers/roof conductors to be removed, relocated, or revised…”, while keynote 6 states “existing plumbing stacks/risers/roof conductors to remain – no change.” These two keynotes are contradictory to each other, however at multiple locations on the plumbing drawings it appears that both keynote 6 and keynote 7 are pointing at the same plumbing component. Please clarify more specifically whether each plumbing stack / riser / roof conductor is to be removed, relocated, revised, or to remain as existing.
A. Note #6 is mainly for piping that is in existing walls that are remaining in place – no change. Also applies to piping going up through 2nd floor. Note #7 is for piping that will need to modified/relocated through 1st Floor as the existing walls are being demo’d/replaced and new piping will need to be relocated to a new chase or thickened wall. Make new connections in the Basement/Crawl Spaces and at the 1st Floor ceiling as required. (ie: walls such as the south Breakroom #101 wall, Training Room #112 south wall, etc.) This also coordinates to the diagrams F4/PK601 and F8/Pk601.
Q. Please provide the sign-in sheet from the site visit held for this project.
A. Sign-in sheet is included as an amendment.
