STATEMENT OF WORK

Project Name: Repair Hydronic System

Place of Performance:Jesse Brown VA Medical Center (JBVAMC)

Part 1: Project Scope of Work: Provide the following repairs:

Replacement material, unless otherwise noted, shall be technical equivalent to the existing components.

Task 1: Replace (1) failed Air Compressor #1 and (1) partially operational Air Compressor #2, BLDG 1 – Basement: See Exhibit 1 Caption 1.

Remove and replace the failed Air Compressor #1. The Contractor shall also replace the partially operational Air Compressor #2 to original working conditions after Air Compressor #1 is in operation. Contractor shall demonstrate air compressors functionality and control interlocks are operating at industry standards (Lead/Lag).

Task 2: Repair failed heat exchanger assembly and circulating pumps, BLDG 30 - North Penthouse: See Exhibit 1 Caption 2.

Remove and replace (2) heating circulating pump assemblies including but not limited to motor, couplings, backflow preventers, starters, float, triple duty valves, expansion joints, and related valves. Remove and replace (1) steam to hot water heat exchanger assembly including but not limited to insulation, pipe, fittings, and related valves including steam control valves. Integrate into the existing building automation system (JCI Metasys). All disturbed hydronic loops to be filled with 40% propylene glycol, corrosion inhibited. Flange gaskets shall be EPDM with a temperature range of -40⁰F to 250⁰F.Contractor shall demonstrate functionality and control to the HVAC Shop Supervisor. Remove and replace approximately 60-ft of insulation and install heat trace along the exterior supply and return pipes for AHU first floor entrance heat.

Task 3: Repair failed humidifier, BLDG 1 - Room 5489: See Exhibit 1 Caption 3.

Remove and replace (1) humidifier and associated piping, hoses, valves, strainer, traps, reducers and insulation.

Task 4: Replace failed chiller, BLDG 1 - Roof: See Exhibit 1 Caption 4.

a. Remove and replace (1) circulating pump assembly including but not limited to motor, starters, float, expansion joints, and related valves. Complete the existing power circuit. Replace the starter and reconnect on/off to the existing BAS system.

b. Remove and replace (1) existing 30-ton chiller and associated piping, valves and insulation. Complete the existing power circuit. Provide crane lift plan for VA review.

c. Provide protection to area of work on Damen roof throughout the duration of the project.

d. Dispose of the existing chiller refrigerant and provide disposal documentation to the VA COR and GEMS coordinator.

e. Dispose of old chiller and provide disposal documentation to the VA COR and GEMS coordinator.

f. Remove and reconfigure as necessary the 3” chilled water supply line and chilled water return line to accommodate the replacement chiller. Include replacing the 3” valves and gages, low point drain and filter screen. Replace the existing expansion / flexible connections on the supply and the return.

g. Heat trace and insulate the chilled water pipes. Reuse the existing heat trace if suitable for continued use.

h. Provide refrigerant with full charge.

i. Provide factory startup of chiller to be witnessed by VA HVAC Shop Supervisor.

j. Provide connection and integration of all alarms into the existing building automation system controls (JCI Metasys) and monitoring. Contractor shall provide graphics and demonstrate functionality and control to the VA the HVAC Shop Supervisor. Provide connection and integration of all alarms to building automation system.

Part 2: Applicable Performance Standards

1. All persons working on any electrical systems rated 50 volts or more shall have the minimum qualification as a State Licensed Master Electrician or Registered Journeyman Electrician, all activities shall follow the safe work practices in compliance with NFPA 70E Electrical Safety in the Workplace.

Part 3: Jesse Brown VAMC Additional Requirements

1. Comply with all Jesse Brown VAMC site specific requirements and SOPs including and not limited to: Key Policy, Badging Policy, Rules of Behavior, and Smoking Policy.

2. Normal work hours are 7:00 am to 3:30 pm Monday through Friday.

a. No work by the Contractor on Federal Holidays and no work on the weekend when the Federal Holiday is on the respective Monday or Friday.

b. Crane lifts, any work that closes drive isles, closes building entries or closes public corridors shall be during low patient time and performed Sundays.

c. The Contractor shall check in (in person) with the Administrative Officer of the Day (AOD) which is located in Patient Admitting for any work between 6:00 pm through midnight to 6:00 am or any time on weekends. Provide the name and cell number of the on-site supervisor to the AOD. At the completion of the work, check out with the AOD.

3. All building systems will be maintained in full operation mode at all times:

a. Request system shutdowns in writing not less than 3 calendar days in advance.

b. Shutdown work shall be during low patient time and performed between Saturday 6 pm through midnight concluding by 6 pm on the following Sunday.

4. Deliveries, Parking, Elevators:

a. Deliveries only at the Polk Street dock, and coordinated with the Contracting Officer Representative (COR). At time of delivery: provide vehicle information to the VA Police and remove the vehicle as soon as delivery is complete. Move materials in public corridors during low patient time and performed between 6 pm through midnight concluding by 6 am on the following day.

b. No on-site parking or parking in the VA garage. Utilize street parking or other parking structures such as the Cook County Juvenile Parking Garage at their daily rate. The existing JB VAMC parking garage is at capacity and reserved for patients and staff.

c. Contractor shall use Freight Elevators. Do not move materials and employees in passenger elevators unless written approval by COR.

5. No on-site office or on-site storage/office container shall be allowed. Provide ‘just in time delivery and pickup’. Coordinate with COR for staging within the area of work.

6. No music radios. Two-way communications radios are allowed where broadcast frequency is approved by COR.

7. All work in the JB VAMC crawl spaces shall be planned and carried out as OSHA Permit Required Confined Space.

8. Immediately stop work and notify the COR if asbestos is noticed or suspected in the area of work.

Solicitation Number 36C25219Q0048 Hydronic System Repairs – Questions & Answers

Question: Task 1 reflects “replace (1) failed non-repairable Air Compressor #1 and repair (1) partially operational Air Compressor #2”, which are located in the basement of Building #1. Is there any indication what repairs may be required for Air Compressor #2? Obviously from a bidding standpoint, without specific information, it might be determined by the contractor to simply include the costs of a new air compressor, rather than rolling the dice on the cost of unspecified repairs.

Answer: Statement of work has been revised. Contractor shall replace both Air Compressors.

Question: In performance of Task 1, are we to use the same plywood ramp which is placed over the stairs in the removal and replacement of Air Compressor #1?

Answer: No.

Question: Can you specify which elements of Task 3 are being revised? There was discussion about removing the hot water coil from the scope of work, but leaving the heat exchanger in the scope of work.

Answer: There was not revisions to Task 3. Task 2 has been revised as follows:

Deleted: Remove and replace (1) hot water coil.

Added: All disturbed hydronic loops to be filled with 40% propylene glycol, corrosion inhibited.

Added: Flange gaskets shall be EPDM with a temperature range of -40⁰F to 250⁰F.

Added: Remove and replace approximately 60-ft of insulation and install heat trace along the exterior pipes for AHU first floor entrance heat.

Question: Can you provide specific information regarding crane access associated with the replacement of the chiller located on the roof of Building 1 (Task 4)? There was speculation a CT trailer is often parked in the area which would prohibit crane access, and even further speculation relative to the times in which crane lifting may be allowed or scheduled.

Answer: Per Statement of Work Part 3, Crane lifts, any work that closes drive isles, closes building entries or closes public corridors shall be during low patient time and performed Sundays.

Please provide or reference any measures required of the contractor as would apply to the performance of work near or adjacent to ongoing medical operations. Task 3, for example is adjacent to areas in which ongoing medical care is active.

Answer: The Contractor shall provide mitigating activities as outlined in the Construction Safety Precautions and Construction Infection Control Risk Assessment / Dust Control Precautions Including but Not Less Than The following:

a. Fire extinguishers, pedestal mounted in the area of work

b. Walk off dust mats, inside and outside all entry / exit points to the workspace, changed not less than daily or more as required by the construction or COR.

c. Block off all HVAC return ductwork and lovers so not to introduce dust into the HVAC system.

d. Provide a plastic dust tight temporary construction barrier to isolate the area of work.

e. No trash, used packaging, or construction spoils shall be stored on site. Remove each day using covered gondolas.

f. Broom sweep the work area at the end of each day. Provide HEPA vacuum and damp mop daily where broom-sweeping creates airborne dust.
